OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY JUNE BO~ 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly~ Maintenance Foreman Mike
Ewton, Police Chief Rick Elliott~ Fire Chief Jerry Dooley~ Animal
Shelter Manager Jan Wheatley, Interim Parks Manager Donnie Poole~
Administrative Assistant Donna Baird, Interim Wastewater Treatment
Plant Manager Phil Thompson~ Councilperson Bill Wolpert, Clerk and
Treasurer C. Richard Spencer Jr., and Clerk Barbara Hollis.
Director Matra made the motion to approve the minutes of the meeting
of June 13, 1994 as presented~ seconded by Director Lakeman and
carried unanimously.
Director Lakeman maoe the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
GRAHAM STREET SEWER CAVE-IN
ManaGer Thompson reoorted there are two more connections necessary to
comolete the reoair work on the Graham Street sewers. They have
experienced a delay due to a small gas leak which is being repaired by
the gas company. He anticipates completion by the end of the week.
Engineer Miller feels it will be complete two day~ following
correction of the gas leak.
HEDGE COMPLAINT
Mr. Bill Sauer reappeared before the Board to request further help
with his complaint of unsafe traffic vision due to a hedge. Mayor
Parker was under the impression this had been taken care of.
Commissioner Gavin and Engineer Miller explained the hedge has been
trimmed to make it legal. Mayor Parker is embarrassed this has gone
on so long as it is a hazardous situation. He wilt reconsult with the
City Attorney as there has to be a way to do something without a law
suit. Mr. Sauer explained the side the resident uses is cut back
while the side the subdivision uses has not been.
INTERSECTION AT CHESTNUT AND SPRING
Engineer Miller expects the intersection at Chestnut and Spring to
open Tuesday. This has taken longer than expected as the labor is
being done by volunteers. Director Matra maid brick was being laid
this morning.
YOUTH SUMMER WORK PROGRAM
Interim Superintendent Poole explained he did meet with Pat Elder
regarding the Youth Summer Work Program and reports trouble finding
youth to work. It is hoped to find workers for the second session.

PRIMERICA FINANCIAL SERVICES
Mr. Don Johnson of Primerica Financial Services appeared before the
Board to explain a payroll deduction investment plan with
contributions as little as $25 he would like to make available to the
employees. This does not involve insurance. They offer one on one
financial counseling. Mr. Johnson explained this can be worked
through the credit union. Clerk and Treasurer Spencer would like to
have a prospectus. He also explained the need for at least 25
participants to implement payroll deduction. Mr. Johnson will meet
with Clerk and Treasurer Spencer.
REQUEST FOR PERMIT
Mr. Rob Cocke, 104 Flamingo, Clarksville: requests a permit or
permission to sell glow-in-the-dark necklaces on the Riverfront during
the 4th of July fireworks. Mr. Cooke was asked to submit information
to the Police Chief and come back to the Board. Mayor Parker suggests
Mr. Cooke obtain liability insurance.
REQUEST TO VACATE ALLEY
Mr. Dan Matra, Attorney for Munich Welding, appeared before the Board
to request the vacation of a 10' by 120' section of the alley near the
business. This has been used as storage for 20 years or more. The
company owns on both sides of this area. Following all discussion,
Director Lakeman made the motion to approve the request contingent
upon Common Council and City Attorney approval, seconded by Director
Matra and carried unanimously.
DUST PROBLEM
Mr. A1 Bernhart appeared before the Board to request help with the
three inches of dust in front of his boat on the Riverfront. Interim
Superintendent Poole has meet with Commissioner Trembly and explained
the problems with this. They are planning to water and sweep the area
Wednesday morning. Commissioner Trembly reported he will have to take
the parking blocks out. Mr. Bernhart also noted the soil erosion
problem. Commissioner Trembley explained the trees will be on the
boats or on the road with a good storm. There is a need for a
retaining wail. Director Lakeman has contacted the Corps of Engineers
asking for an inspection. Councilperson Wolpert thanked the Board for
listening to Mr. Bernhart. Councilperson Woipert inquired if anyone
had talked face to face with the owner of the hedges on Main. He was
informed four or five different employees have talked with the owner.
TENT PERMIT REQUEST
Mr. Russell Cart, Carr's Nursery, appeared before the Board to request
a tent permit to sell plants at 1663 East loth Street. A tent has
been in this location under another name. The property owner does not
have a problem. Following all discussion, Director Matra made the
motion to approve the request pending no legal ~robiems, seconded by
Director Lakeman and carried unanimously.

REQUEST FOR TREE REMOVAL
Ms. Ida Callahan, 1519 Brigman appeared before the Board to explain
she was told be a neighbor a gray truck with City of Jeffersonville on
it stacked a door and a bed on top of the truck and pulled the top of
her plum tree over and split the trunk on May l?. Later that same
morning the recycling truck came through the alley and pulled the tree
more. She has talked with Walnut Ridge and has been advised the tree
cannot be saved. She requests the City remove the tree so that no one
is hurt. Commissioner Trembly does not have a truck matching the
description and his trucks do not stack on top. Commissioner Trembly
will have the tree removed. Mayor Parker may ask Ms. Callahan to sign
papers for this.
FAMILY SUPPORT AND DRUG FREE WEEKEND
Mr. Phil Ellis appeared before the Board to ask for

NEW FACILITY MANAGER
Manager Thompson introduced Mr. Kendall Coleman who will be the new
Wastewater Treatment Plant Manager. Manager Thompson will be here for
a few more weeks. He also introduced Mr. Jerry Olmsted with the
Corporate Office who is here looking at the plant. Manager Thompson
reported the sewer cave-in on Mechanic is being worked on and should
be completed in-house.
REQUEST FOR WAGE INCREASES
Commissioner Trembly presented a request for salary increases for
three employees. The request is within the budget and salary
ordinance. Director Lakeman made the motion to grant the request as
presented, seconded by Director Matra and carried unanimously.
STREET DEPARTMENT
Commissioner Trembly reported Walnut from Court to loth is being
paved~ however paving will be discontinued until the weather cools as
it taking too long for the pavement to cool and traffic is causing
problems. Also due to the heat the hours have been changed so the
employees work from 6:00 A.M. until 2:30 P.M. It has been recommended
that Sportsmans Drive, Crestview~ Main, and Ewing Lane be double
lined. Chief Elliot agrees with this. Director Lakeman made the
motion to double line the Streets as requested, seconded by Director
Matra and carried unanimously.
SECOND STREET BRIDGE CLOSING
Jeffersonville was not notified that Louisville would be closing the
Second Street Bridge Sunday evening for the fireworks until one hour
before closing. Chief Elliot reported he has called Louisville this
morning and this will not happen again.
