OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY MAY 31,1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller~ Street Commissioner George Trembly~ City Attorney Mike
Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman
Mike Ewton~ Police Chief Rick Elliott, Fire Chief Jerry Dooley, City
Services Coordinator Leslie Kavanaugh~ Interim Parks Manager Donnie
Poole, Administrative Assistant Donna Baird, Interim Wastewater
T~reatment Manager Phil Thompson, Clerk and Treasurer C. Richard
Spencer Jr., and Clerk Lynne Kempf.
Director Lakeman made the motion to approve the minutes of the meeting
of May,BG, 199A as presented~ seconded by Director Matra and carried
unanimously.
Director Lakeman made the motion to approve the payroll as presented,
seconded by Director Marra~ and carried unanimously.
RESIDENT PARKING AT 1301BLACKWOOD COURT
Police Chief Rick Elliott has looked into the situation and said that
resident parking won't solve this problem. He said the two neighbors
are going to try to work the problem out themselves.
DRAINAGE PROBLEM AT 1545 E. TENTH STREET
City Engineer Bob Miller reported that he has checked with Jacobi and
Toombs on the survey for this property and there's not enough fall to
tear it out. For now he suggests cleaning it out thoroughly.
R.L. DONAHUE APPEAL
M~r. Donahue, who rents a house at 620 E. 9th Street spoke in regards
t_o the house being in code violation. He wants the landlord to make
t.he necessary repairs, but the landlord has refused and wants to evict
Mr. Donahue. Building Commissioner Gavin spoke with the landlord and
according to the landlord, he and Mr. Donahue had a verbal agreement
that Mr. Donahue would move in and fix the house up himself. Mr.
Donahue said he only agreed to doing $400.00 worth of work. Building
Commissioner Gavin has had no choice but to send a notice directing
Mr. Oonahue to vacate the residence because of Building Code
violations.Mayor Parker and City Attorney Gillenwater agreed that for
the safety of Mr. Donahue and his family an eviction is in order. Mr.
Donahue asked for a recommendation by the Board to the Trustees office
for help in getting assistance on this matter. Director Lakeman made
the motion to alIb~ immediate~eviction, seconded by Director Matra,
and carried unanimously~

HEDGES ON MAIN STREET
Building Commissioner Gavin reported that nothing has been done so
far. City Engineer Bob Miller suggested giving the person responsible
one more week.Mayor Parker agreed to one more week but after that
legal action will be taken.
TENTH STREET UPDATE
Interim Wastewater Treatment Manager Phil Thompson said Tenth Street
will be back to normal by Thursday.
NACHAND LANE DRAINAGE UPDATE
City Engineer Bob Miller took elevation shots at this location and
said it's a problem that Indiana Cities Water will have to take care
of. Mayor Parker asked Miller to call Mrs. Gross and let her know
it's being worked on.
CHERRY CREEK TRASH PICKUP
George Trembly reported that en June 1st, trash pickup will
there. $43641.00 is needed in the budget to cover Cherry Creek.

MODIFICATION OF ADDENDUM ON COMPOSTING
City Services Coordinator Les Kavanaugh reported that just for the
record we are modifying the addendum, minus a new RFP.
HIRING
Police Chief Elliott requests that the Board approve the hiring ~f
Mark Lovan to replace William Delehanty as patrol officer starting in
July. Director Lakeman made the motion to approve, seconded by
Director Matra, and carried unanimously.

Subject: Requested inspection of the residence located at the
above address.
Dear Sir:
The following conditions were found during the inspection:
Paint is peeling from the surface of the kitchen sink due to
the use of improper materials being used for this purpose.
You indicated a concern that the paint peeling off of the
basement wall may be a lead base paint, which would constitute
a health hazard to your family. At this time our department
is not equipped to analyze this product. I would suggest
contacting the local Health Department to see if they have the
means to conduct this test.
Excessive moisture in the basement area due to walls not being
properly coated with water resistant materials. I might
mention the fact that this was not a common practice at the
time this house was constructed.
Glass is missing from one of the windows and other panes are
cracked.
The front exterior door has a small hole through it due to the
replacement of the lock and not filling the old area which the
replacement did not cover.
Proper bathing and shower facilities are lacking. This is due
to the walls having been furred out prior to adding dry walt
which does not allow the faucet stems to protrude far enough
to install valve handles for the controls.
Please be advised that the above items must be corrected.
Vacating the residence will be required if the corrections are
not completed . A time period of fifteen days from the date of
this letter will be granted for the necessary repairs.
