Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater~ Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton~ Police Chief Rick Elliott~ Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh, Interim Parks Manager Donnie Poole, Administrative Assistant Donna Baird~ Interim Wastewater Treatment Manager Phil Thompson, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Lynne Kempf. Director Lakeman made the motion to approve the minutes of the meeting of May, 9, 1994 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payroll as presented~ seconded by Director Matra, and carried unanimously. THREE-WAY STOP AT CLEARSTREAM AND PEBBLEBROOK Chief Elliott did a traffic count there and would like a week it over and bring back to next Monday's meeting. to look HEDGE COMPLAINT ON MAIN STREET City Attorney Gillenwater reported on this matter and the time for a not yet up, that the letter has been sent out response from the party involved is JEFFBOAT ISSUE C~ty Services Coordinator Les Kavanaugh said that he met with Mr. Grant,the Chief of Security at Jeffboat last Thursday. The involved people are to bring their vehicles into the security gate of Jeffboat and someone from the firm will look at their vehicles and take it from there. ASHLEY LITHOGRAPHING David White with Ashley Lithographing addressed the board requesting paving between the alley of their business and Gray and Wells Body Shop. Mayor Parker told Mr. White that as a rule, the city does not do alleys, He said Mr. Trembly would take a look at it and evaluate the situation. Mayor Parker~ said he couldn't promise him anything. PAGE May 16i~1994 PEDDLER PERMIT Dian Cocks~ representing Hazel Grays requested a peddlers permit to sell collegiate shirts. Mayor Parker asked that she give her name~ ~! address~ phone number, etc to the police department, but that she ~ doesn't need a permit to sell on private property. SMOKING BANS Richard Crabtree of Smokers Rights of Southern Indiana asked for permission to protest peacefully in front of the Clark County Jail on June 18th, from 12 to 3 p.m. Attorney Gillenwater recommended approving this request. Mayor Parker instructed Donna Baird to contact the commissioners and let them know that the city approves. Director Lakeman made the motion to approve, seconded by Director Marra~ and carried unanimously. MARKET STREET PHASE TWO Nathan Grimes of Jacobi, Toombs~ and Lanz reported that a water main needs to be relocated for an approximate sum of $8~608.00. Attorney Gillenwater said he would write a letter of commitment Director Lakeman made the motion to accept the quote, seconded by Director Marra~ and carried unanimously. CHERRY CREEK PUMPING STATION Mr. Charles Igert, who is on the Cherry Creek board spoke in regards to upgrading the pumping station. In order for the city to take responsibility for the station~ it must meet certain guidelines. Mr. Igert is concerned about the cost of the upgrading. Mayor Parker assured Mr. Igert that the city wants to work with them. ELKE ROINTE DRAINAGE PROBLEM Bill and Mary Sale of 2205 Elke Pointe Boulevard spoke in regards to a drainage problem near his home. They said it is a problem caused by Schuler Builders and efforts to solve the problem by talking with the builder have failed. After showing the board some pictures~ the board agreed that it needs to be looked into.City Attorney Gillenwater will be sending a letter to Mr. Schuler in regards to this matter. RETIREMENT Mayor Parker announced the retirement police department effective May of William Delehanty 1994. from the CHERRY CREEK GARBAGE PICK-UP City Attorney Gillenwater reports that Rumpke will be starting pick-up service in Cherry Creek. The Rumpke contract is being renewed for one year. Director Matra made the motion to approve, seconded by Director Lakeman~ and carried unanimously. Page 3 May 16, i994 COMPOST CONTRACT BID Attorney Gillenwater opened a bid from Rumpke for the amount of .99 per unit per month, which is $6,87B.60 a month, or $377635.60 for a year, or $75,271.20 for two years. Director Lakeman made the motion to take this under advisement~ seconded by Director Matra, and carried unanimously. POLICE GRANT Chief Elliott said the police department has received a grant from the Drug Free Community Fund in the amount of $10,665.00 for use in various ways. TENTH STREET PROJECT Interim Wastewater Treatment the Tenth Street project. Manager Phil Thompson gave an update on CONCERT IN THE PARK Interim Parks Manager Donnie Poole announced that the park will be Friday, May ~Oth at ?:00 p.m. thanked Walnut Ridge for their landscaping. the first concert in in the gazebo. He BUDGETS Administrative Assistant Donna Baird reminded ail department heads that their budgets are due today. They need to sign the pre-budgetl list for a time and date to meet. Budget hearings are to begin July 5th. Also, Clerk-Treasurer Spencer suggested that Donna call the City Judge regarding the budgets. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:15 a.m., seconded by Director Marra~ and carried unanimously.
