Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly, Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton, Plant Superintendent Larry James, Police Chief Rick Elliott~ Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley~ City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell, Administrative Assistant Donna Baird, Councilperson Peggy Wilder, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of April 18, 1994 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Mayor Parker thanked all the City Employee's for a good job they did during Thunder Over Louisville. AWARDING OF CONTRACT FOB THE WASTEWATER TREATMENT PLANT · Mayor Parker said that the Board of Public Works~ and Safety is awarding the contract of the Wastewater Treatment Plant today to Environmental Management Corporation. Mayor Parker said that this is an endeavor that the City has been investigating for a period of time and we think the job has been a very thorough. Mayor Parker then read a press release to everyone. (see copy) Mayor Parker made an official congratulations to the firm and an official thanks to all the people that participated in helping make the decision. Mayor Parker then turned this part of the meeting over to Engineer Jorge Lanz for a formal contract signing. Mr. Lanz presented the new members of the Environmental Management Corporation, they are as follows: Mr. Mike McKee, President Phil Thompson Joe Miller Chris McKee Roger Ream David Mosley~ Lawyer PAGE 2 APRIL 25, 1994 Jorge Lanz said that this is the best Firm to help the City of Jeffersonville. The contract is for a 3 year agreement and it needs to be signed and accepted by the Board of Public Works and Safety. Director Matra made the motion to accept the contract with Environmental Management Corportation as the Firm to manage the Wastewater Treatment Plant, seconded by Director Lakeman, and carried unanimously. Mike McKee, President of EMC said that they are very gratified to be here and would like to compliment the City for the professional manner by which they went about this competition and looked at the different firms in the industry. We are very impressed and we have been on record of telling the City that, throughout this process~ we look forward for a long and very healthy relationship with the City of Jeffersonville. Mayor Parker said that he said that he knows that they have the right firm and look forward to working with them. SEWER PROBLEM~ 1859 E. 8TH STREET Plant Superintendent Larry James reported that they have done some sewer work at Ritta Abbell's residence, 1859 E. 8th Street~ and it is 90% complete. Larry informed her that they will take care of the street cut and the sidewalk repairs but Ms. Abbell will have to pay for the materials, since it is part her problem. VENDOR'S PERMIT Mayor Parker said that about 2 meetings ago Paula Brown requested a vendor's permit for the Great Steamboat Race on Wednesday May 4, 1994 near the overlook on Riverside Drive, she has all her permits~ we need to take a formal motion on this. Director Lakeman made the motion to approve the vendor's permit for Ms. Brown, seconded by Director Matra, and carried unanimously. CHERRY CREEK SEWER LIFT STATION Plant Superintendent Larry James reported that he checked on the sewer lift station at the Cherry Creek Condos at the request of Mr. Charles Igert. Larry said that it has problems and he is making a list to give to Mr. Igert. As of now Larry said that he would not accept this into the City until the problems are solved. PEDDLER'S PERMIT Police Chief Rick Elliott reported on the peddler's permit for T-Bonz Steak and Seafood. Chief Elliott recommends to grant the permit. Director Lakeman made the motion to approve the peddler's permit, seconded by Director Marra~ and carried unanimously. HEDGE COMPLAINT ON MAIN STREET Building Commissioner Bill Gavin reported that Mr. Stewart who owns the hedge on Main Street contacted him and said that he would get the hedge trimmed down. Bill said that he took a look at the hedge and it has not been trimmed at all. Bill will keep in touch with him. PAGE 3 APRIL 25, 1994 PEDDLER'S PERMIT Police Chief Rick Elliott reported on the Peddler's Permit for Mr. Wilbur Burns. Chief Elliott recommends to grant the permit. Director Matra made the motion to approve the peddler~s permit for Mr. Burns, Seconded by Director Lakeman, and carried unanimously. CLARK COUNTY FOSTER CARE & ADOPTION ASSOC. ROADBLOCK Administrative Assistant Donna Baird reporting for Beverly Knecht who is requesting a roadblock on Saturday, May 217 1994 at Market and Wall Streets~ 9:00am-noon for Clark County Foster Care and Adoption Association. Police Chief Rick Elliott said that he believes that there might be another roadblock at that location on that day. Donna will meet with Chief Elliott and get back with Ms. Knecht. STREET PAVING IN THE MEADOWS SUBDIVISION Councilperson Peggy Wilder representing the Meadows Subdivision is requesting that the streets in the Meadows be paved or fixed with the money that was approved for street repairs. Mr. Charles White has a petition signed by 250 people living there. Mayor Parker explained to Peggy that the criteria that they use is when they culminate the various street that need paving and are in bad shapes we survey the situation with our engineers and our Street Commissioner and do the ones that need it the worse irregardless of where it's at. George has an intentive plan as to where he's going now. George said that he went through the Meadows and we have Crums Lane and Peremiter, Bishop Lane on our list. Mr. White said that Cornwell is in worse shape than Bishop Lane. George said that he will go back and look at Cornwetl. FAMILY SUPPORT AND DRUG FREE WEEK-ENO Lee Ewing representing Family Support and Drug Free Week-End thanked the Board for helping them last year. Mr. Ewing is requesting that the park lighting in Lancing Park be repaired~ restrooms repaired, a permenant stage built~ specs for putting a banner up~ electrical board~ garbage pick-up and extra containers on June 247 25~ 26, 1994. Mayor Parker said that we will work with Mr. Ewing for that weekend. VENDOR'S PERMIT Rodney Donahue is requesting a vendor's permit~ to sell out of a trailer that he is going to convert to a food trailer. Mayor Parker said that he needs to go to the City Clerk Treasurers Office to check on Ordinance to see if he can convert his trailer into a food trailer. He needs to go to the Police Department and register with them so they can get background checks~ Donna Baird said that he needs to go to the Health Department and check with them on the equipment that needs to be put in the trailer. ETHICS ORDINANCE ] ~Personnal] and Safety Director Harold Ethics disclosure forms for certain Lakeman reported the he has the employees to sign. Mr. Lakeman said that all Boards needs to sign them. Councilperson Peggy Wilder said that they are making some changes tonight at the Council meeting~ before its in its final form. PAGE 4 APRIL 25~ 1994 RESIDENT PARKING AT WALL AND CHESTNUT STREET~ Personnel and Safety Director Harold Lakeman is reporting for Mr. Mike Drury concerning a resident parking sign at Wall and Chestnut Streets. He has a problem with a Insurance Company across the street and they are using the parking places for the apartments. Police Chief Rick Elliott said that he would investigate and report back to the Board. THUNDER OVER LOUISVILLE Administrative Assistant Donna Baird reported on Thunder Over Louisville and would like for Police Chief Rick Ell'iott to report on the statistice. Chief Elliott said that we had about 200,0©0 people on this side of the river. There were 26 incidents~ ? arrests~ 6 accidents~ numerous car vandalisms, fights. Chief Elliott said that he had a staff meeting thie morning and there are about 9 improvements for next year. We will be working with Donna to make things safer for next year. Chief Elliott said that if it wasn't for the Department Heads George Trembly~ Rodger Caldwell, Jerry Dooley and Donna Baird we would not have had the success that we did. Donna said that she wants to thank everyone who helped her and especially Lt. Dave Schmidt, the Police and the Fire Department. TWO SAFETY ISSUES Administrative Assistant Donna Baird said that she has 2 safety issues to bring up because they involve City property. Det. Maynard Marsh brought up a situation about a concrete dock area that is a problem~ he recommends that a fence be put up~ this is mn everyday situation that needs to be taken care of. The other issue is regarding the light posts that are in front of the Harbours, they are in bad need of repair. Mr. Lakeman said that the lights belong to Redevelopment. THUNDER OVER LOUISVILLE Street Commissioner George Trembly reported that he had a meeting with his people to go over what happened this year during Thunder Over Louisville. Next year we will be doing things a little different. The State stopped working at midnight so George's people had to take over with the traffic Also they lost lights off of barracades, cones, stringers crushed, cooking oil left for us to dispose of. Donna said that next year they need to put oil refuse in so they can dump the oil. George said that we also need to get more barracades. PERMIT FOR KENTUCKIANA YACHTS Personnel and Safety Director Harold Lakeman said that he received a call from Jeff Nash of Kentuckiana Yacht Sales requesting a oversized~ boat permit. Director Matra made the motion to approve the oversized boat permit, seconded by Director Lakeman~ and carried unanimously. PAGE 5 APRIL 25, 1994 REMINDER City Services Coordinator Les Kavanaugh reported that May 2, 1994 will be the distribution date for tub day for the start up of our recycling, which will become into effect for the City of ~ Jeffersonville beginning May 16, 1994. BFI will be the County District Boards vendor. ROAD CLOSURES City Engineer Bob Miller is requesting for Huston and Shuler Drive be closed for a drainage problem for one day. And also on Whipporwill and Mockingbird Drive would like to close it one day this week. Director Lakeman made the motion to approve the closure of the streets requested by City Engineer Bob Miller, seconded by Director Matra, and carried unanimously. STREET LIGHTS City Engineer Bob Miller reported that approved by the Board for Strawberry Lane, Bob said that he would like to have the Drive. the street light that was isn't wanted by the people. light changed to Willinger GARBAGE PICK-UP Street Commissioner George Trembly said that the contract 'for trash pickup with Rumpke will be due on June 11, 1994, to extend it for another year or we will have to rebid it. George talked with the Board about this and see no reason to rebid it because we are happy with Rumpke. We will need to add to the contract Cherry Creek Condos, Rivershore Condos which will cost us an additional amount. We need to notify Rumpke 30 days in advance to add this on and also to renew the contract. GCSS WORK PLACEMENT PROGRAM WITH THE CITY Administrative Assistant Donna Baird received a call from Dr. Carolyn Brown of the Greater Clark County School System, they have been awarded a grant for the school to include a work placement program with the City. The ages are 16-21 and in Summer school and the time will be from l:OOpm-4:OOpm starting June 6-July ~?~ 1994. Donna said that if anyone is interested in this program please contact her. This program would still require someone within the Department to supervise a student daily. The program is designed for at risk kids ages 16-21 currently enrolled in summer school. The kids would work for 3 hours in the afternoon (1-4) following their summer school classes. The program is scheduled to last from June 6th - July 27th PRESS RELEASE In an effort to provide better sewer services at less expense to the citizens of Jeffersonville, to stimulate economic development and to help attract new business to Jeffersonville the Board of Public Works and Safety has executed a contract for operations and management services from a private environmental engineering f~rm. It is anticipated, this action will result in a savings of over $ 2 o o, o o o annually, which can instead be used for sewer improvements and extehsions which will help attract new industry, business and residential development to the City. The fLrm selected by the City to manage the wastewater system is Environmental Management Corporation (EMC) of St. Louis, Missouri. EMC is a Midwest regional firm with a strong Indiana focus. EMC currently operates and maintains wastewater treatment systems for the Indiana cities of Evansville and Vincennes. Some of the reasons for the City's selection of EMC are as follows: 1. I am confident that EMC will improve the quality of the operations and maintenance of the City's wastewater system; 2. I am confident that this public-private partnership will allow the citY to maintain the cost to the sewer utility users at the current rate. 3. The agreement will allow the City to concentrate on and address the current and future needs of industry and business in our City by providing additional revenues for wastewater system extentions. 4. EMC will treat the existing employees in a fair and equitable manner, with no reduction in pay and a benefits package which is identical to the one they currently enjoy. 5. EMC will place a wastewater professional in the City of Jeffersonville in the role of Facilities Manager. This manager will become a resident of the City and an active participant in our community. 6. The City will maintain accountability and control of our wastewater facilities through a quarterly performance scorecard. This mechanism allows the City the opportunity to grade performance on a quarterly basis, with contingent penalties for lack of performance. It appears that allowing a private contractor to operate the sewer system and treatment facility would meet the City's needs and benefit the City. This action does not mean selling the plant, but only allowing private firm to manage and operate the systems, which will continue to be owned by the city. The time frame established for considering and making a change over utilizing the services of a private contractor is exactly on schedule, with the actual transition taking place 1 month early, for additional savings to the City. EMC is scheduled to take over operation of the plant and sewage collection system on May 1, 1994. The City's Board of Public Works and Safety has the legal responsibility to supervise the sewer utility and is the board intimately familiar with its day to day operations. But, was assisted in the selection process by professionals and our City council president, Mr. Steven Stemler. The other members of the advisory board included Mr. Dale Yost, a resident of Jeffersonville and a certified public accountant (CPA) and Mr. Wayne Estopinai, a resident of Jeffersonville and an architect who serves as the President of The Estopinal Group, Inc. To round out the advisory board, the City received advice from Jacobi, Toombs and Lanz, Engineers, who have acted as consulting engineers for the City of Jeffersonville for several years. Jacobi, Toombs and Lanz have an intimate knowledge of the sewer collection systems in the City of Jeffersonville, have designed and supervised installation of many of the City sewer extensions, are currently working on the City's sewer infiltration and infiow reduction project and have participated in the supervision of some aspects of the new waste water treatment plant. The decision made today is represents this administrations desire to take advantage of an opportunity for cost savings and the opportunity to fund needed extensions of the sewer systems in the City.
