HomeMy WebLinkAbout04-18-1994MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY APRIL 18~ 1994 Administrative Assistant Donna Baird filled in for Mayor Raymond J. Parker, Jr. in his absence and called the meeting to 9:30 A.M.~ and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Plant Superintendent Larry James, Police Chief Rick Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley~ City Services Coordinator Leslie Kavanaugh~ Parks Director of Activities Chuck Branham~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of April 11~ 1994 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented~ seconded by Director Matra and carried unanimously. STREET CLOSING FOR ROD RUN AND BURN OUT ON JUNE 4, 199~ Police Chief Rick Elliott reported on the rod run and burn out on June 4~ 1994 for the ?th Street Pub. Chief Elliott talked to Mr. Bright and told him that would have to talk to the utility companies before he can core holes in the street to hold the concrete slab in place. Chief Elliotts said that approval is pending upon if everything is done. Chief Elliott said that he explained that if anything goes wrong it will be his responsibility. SEWER PROBLEM, 1859 E. 8TH STREET Plant Superintendent Larry James reported that he went up to Ritta Abbell~s home at 1859 E. 8th Street this week and finished the latterals. Larry said that he decided not to cut into the street~ but she will have to pay.~or the materials. VENDOR'S PERMIT Parks Activities Director Chuck Branham reported on the Steamaboat Race vendors permit for Paula Brown He said that they would get her the electric and water hooked-up and she will have to pay for it. Police Chief Rick Etliott reported that Riverside Drive will not be closed off this year for the race. PEDDLER'S PERMIT Police Chief Rick Elliot recommends to give the peddler's permit to Richard Turner for door to door sales of industrial cleaner. Director Lakeman made the motion to approve the peddlers permit for Mr. Turner~ seconded by Director Lakeman, and carried unanimously. PAGE 8 APRIL 18, 1994 SEWER LIFT STATION AT CHERRY CREEK CONDOS Mr. Charles Iger~ representing Cherry Creek Condo Association is requesting that the City take over the sewer lift station in Cherry Creek. Plant Superintendent Larry James said that he needs to inspect the station~ the alarm system and easement to see if it meets the City's specks~ and bring his recommendations back to the Board next PSI Fire Chief Jerry Dooley is requesting the Boards approvel for the PSI survey~ to cut costs for the 3 Firehouses by replacing the lamps~ ballasts and fluorescent lights. It will cost about $1~000.00 to get the work done which is already in the budget. PSI will save the City between $47500.00 and $5,000.00 over a couple of years. Director Matra made the motion to approve the PSI survey recommended by Chief Dooley~ seconded by Director Lakeman, and carried unanimously. PEDWAY FOR CLARK MEMORIAL HOSPITA~ Building Commissioner Bill Gavin explained that in early 1993 Clark Memorial' Hospital got an approval for a B5~ Pedway going across Sparks Avenue, then the project fell through. Bill said that they are requesting approval for a 15~ Pedway above the surface of Sparks Avenue. Director Matra made the motion to approve the 15~ Pedway recommended by Bill Gavin~ seconded by Director Lakeman~ and carried unanimously. PEDDLER'S PERMIT David Bond representing T-Bonz Steak and Seafood is requesting a Peddler's Permit for going door to door selling meat and seafood. Police Chief Rick Elliott said that he will investigate this and bring his recommendations back to the Board next week. ROADBLOCK Edith Day who is requesting a roadblock did not attend the Board meeting, this was tabled. HEDGE COMPLAINT ON MAIN STREET' William J. Saurer, 1121 Windsor Drive has a complaint about the hedge on Main Street blocking the view turning left onto Main Street. Mr. Saucer said that the City needs to do something before someone is hurt. Building Commissioner Bill Gavin said that he would take care of this. PEDDLER~S PERMIT Wilbert Burns, 1712 Jonquil Drive is requesting a door to door Peddler's Permit to sell produce. Police Chief Rick Elliott said that Ire would investigate this and bring his recommendation back to the Board next week. PAGE 3 APRIL 18, 1994 MEETING City Attorney Mike Gillenwater reported that he and Jorge Lanz will be meeting at 4:00pm Tuesday April 19~ 1994 and Wednesday morning at Mike's office to discuss the Wastewater Management Contract. MARKET STREET ~csonnel and Safety Director Harold Lakeman is reporting for Street Commissioner George Trembly concerning putting a double yellow line, a no passing lane down Market Street after it has been paved. Director Lakeman made the motion to approve the double yellow line, No Passing lane on Market Street~ seconded by Director Marra~ and carried unanimously. TRAFFIC COMPLAINT Wilbert Burns, 1712 Jonquil Drive has a.complaint about cars driving too fast and not stopping at the stop sign at the corner of Jonquil and Marigold. Police Chief Rick Elliott said that he will turn it in to the traffic division to get some consideration. ROD RUN Police Chief Rick Eltiott asked Fire Chief Jerry Dooley if he would provide a fire truck at the Rod Run on June 4~ 1994 from l:OOpm-4:OOpm. Fire Chief Dooley said he would provide one. PARKS VEHICLE Vehicle Maintenance Foreman Mike Ewton presented a letter about pulling a Parks vehicle off the road because it is unsafe and can't be fixed. (see copy) THUNDER OVER LOUISVILLE Parks Activities Director Chuck Branham asked Harold Lakeman about the garbage bins for Thunder Over Louisville along the Riverfront to see ~? they can get more. Chuck explained the question Mike Gillenwater asked about leasing the space to Ms. Brown. If any action would be ~ken it would be like leasing a Park for $15.00~ 1/2 the Overlook then what she does there is up to her. Chuck asked what action they have taken on the Vendor's Permit for Ms. Brown. Harold Lakeman said that she would have go to the Clerk Treasurers Office and get the Permit. Chuck asked what their blessing is~ or )not give your blessing on things lik~ that. They said that Rodger would have give it from ,the Parks Department. CULTURE AWARENESS SEMINAR CLAIMS Adminietrative Assistant Donna Baird asked all the Department Heads to fill out their claims on who was at the Culture Awareness Seminar, the cost is $~5.00 per person and please give it to her. PAGE A APRIL 18~ 1994 ~dTHUNDER OVER LOUISVILLE Administrative Assistant Donna Baird said that she has made copies for Police Chief Elliott of the proposed plan of street closures and etc. from the Jeff Police Dept. and would like for all Department Heads to have one, because it is~real good general information. Donna also has a map and drawings of the event areas and would like for everyone to have one. WE HAVE IN OUR SHOP AT THIS TIME ONE OF YOUR VEHICLES. THE VEHICLE IN QUESTION IS " 6226" THIS IS A 1976 DODGE D-200 UTILITY TRUCK. THE SPEEDOMETER IS NOT OPERABLE AND HAS NOT BEEN FOR SOME TIME. THE TRUCK HAS IN EXCESS OF 200~000 MILES ON IT, THE COST TO KEEP THIS TRUCK IN RUNNING ORDER HAS BECOME EXTENSIVE° THE FRAME AND GENERAL COMPONENTS ARE WORN BEYOND TOLERANCES. THE DRIVE- TRAIN REQUIRES CONSTANT AND COSTLY REPAIRS TO MAINTAIN ANY STABILITY. IN SHORT THIS TRUCK HAS SEEN IT'S BETTER DAYS. IN MY OPINION THE TRUCK IS UNSAFE AND SHOULD BE PULLED FROM THE JOB. AT THIS TIME WE ARE LOOKING AT SOME MAJOR ENGINE WORK THAT IS NOT WORTH DOING~ DUE TO THE OVERAL CONDITION OF THE VEHICLE. BELOW IS A LISTING OF SOME OF THE MOST OBVIOUS DEFECTS.
