OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY APRIL i1~ 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly~ Sewage Office Manager Bob
Goldman, Maintenance Foreman Mike Ewton, Plant Superintendent Larry
James, Police Chief Rick Elliott~ Fire Chief Jerry Dooley, Animal
Shelter Manager Jan Wheatley, Parks Superintendent Rodger Caldwell,
Councilperson William Wolpert, Deputy Clerk Suzy Nevitt~ Clerk Alice
Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of March 28, and April 4, 199~ as presented, seconded by Director
Matra and carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
Director Lakeman made the motion to approve the claims as presented,
seconded by Director Matra, and carried unanimously.
CLOSING WATT STREET FOR ROD RUN AND BURN OUT
Police Chief Rick Elliott reported that he talked with Frank Bright of
?th Street Pub about the rod run and burn out on June 4~ 1994. Frank
added additional information about this and Rick would like for Street
Commissioner George Trembly to talk with Frank before we approve it.
Also rain date will be June 5, 1994. Chief Elliott will bring his
recommendations back to the Board next week.
SEWER PROBLEMS ON 8TH STREET
Ritta Abbell, 1859 E. 8th. Street is requesting that the City check
on the sewer problem she is having. Ms. Abbell has had 3 plumbers
check her sewer line and they say it is in the street past her
sidewalk. Mayor Parker asked Plant Supervisor Larry James to
evalulate this and bring his recommendations back to the Board.
VENDORS PERMIT
Paula Brown is requesting a vendors permit to set up a concession
stand for the Great Steamboat Race on May 4, 1994. Park
Superintendent Rodger Caldwell said that he would give her permission
only if the Downtown Merchants don't have one. Mayor Parker asked
Rodger to check on this and get back to Board next week.

Police Chief Rick Elliott representing K of C is requesting roadblocks
for the Tootsie Roll Drive on May BO- 21, 1994 at Market and Walnut
Streets, 8th and Main Streets~ Hamburg Pike and Dutch Lane. Director
Lakeman made the motion to approve the roadblocks, seconded by
Director Matra, and carried unanimously.
PEDDLER~S PERMIT
Richard Turner is requesting a peddler'e permit to go door to door
selling a industrial cleaner. Mayor Parker explained to Mr. Turner
that he has to go to the Police Department to give some information
about the company, Chief Rick Elliott said that he will require some
Company information, employee information background checks and then
report back to the Board if its legitimate and then we will go from
there.
INSURANCE
Joe Cavallo, representing Culpepper Group, and Chief Deputy Suzy
Nevitt is requesting the Board to approve a three year contract with
the John Kenyon Center for discounte on RK Surgery for City Employees

safety issue. All other employees and all spouses would be eligible
For the discount. Director Matra made the motion to accept the RK

EVALUATION
Toe Cavallo, representing Culpepper Group, said that the City Clerk
Treasurers Office will be doing the evaluation of the self-funded plan
and the Agent of Record.
LETTER OF CREDIT FOR A SUBDIVISION
Building Commissioner Bill Gavin is requesting the Boards approval and
signature for the Letter of Credit for Landsburg Cove Subdivision
Section I. Director Matra made the motion to accept the Letter for
Credit for Landsburg Cove Subdivision from Mr. Gavin~ seconded by
Director Lakeman, and carried unanimously.
ROAD RECONSTRUCTION
Street Commiseioner George Trembly presented to the Board of Public
Works and Safety a listing of streets to be paved in phase I. There
will be curb cuts before the streets are paved. (see copy)
TAKE HOME CAR POLICY
Mayor Parker wants to make sure that all Department Heads has a copy
of the new Policy on Take Home Cars and City owned vehicles. Mayor
Packer said that George Trembly needs to get all the copies of mileage
and should be in by the 15th of the following month and then he will
give them to Mike Ewton and keep them at Vehicle Maintenance.

DRAINAGE PROBLEM ON DOUGLAS BLVD.
City Engineer Bob Miller reported on the drainage problem between
.Douglas Blvd. and the apartments that was brought before the Board by
iSteve Kempf. Bob said that he talked to Mongold Construction Co. and
~they are going to fix the dreinage problem, put in curbs, drains, and
.blacktop the road. Bob will call Mr~ Kempf and tell him the results.
Building Commissioner Bill Gavin said that the Fire Department needs
access to the apartments if Holmans Lane would be blocked off before
the apartment entrance.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman. made the motion to adjourn at
lO:23a.m., seconded by Director Marra~ and carried unanimously.

cation and shall authorize the City Engineer to notify

Additional Policy on City Owned Vehicles
Section 1: Vehicle Pool Records
1.1) Each depathnent shall maintain a vehicle records on forms provided by
Vehicle Maintenance Department.
1.2) An updated report of each department vehicle pool shall be submitted to the
Board of Public Works b.y the first working day of each year.
Section 2: Mileage Reports
2.1) A dally mileage log must be maintained for each City owned vehicle.
2.2) For vehicles not used as take-home vehicles the mileage log shall indicate
any personal use of the vehicle. In addition, a beginning odometer reading must be
entered each day.
2.3) In the case of a take-home vehicle, a beginning odometer reading must be
entered each day when the employee comes on duty and an ending odometer reading shall
be entered when the operator of the vehicle goes off duty. The remaining mileage will be
considered off-duty miles.
2.4) A mileage report for each vehicle shall be turned in to department heads and
a summary then forwarded to the Vehicle Maintenance Department by the 15th of each
month. The report shall include, at a minimum, for each vehicle, the total mileage, the
total miles driven that month, total miles driven on-duty that month and total miles driven
off-duty tahat month. A to~ of the categories above shaii also be provided for each
departmental vehicle pool.
2.5) The Vehicle Maintenance Department shall compile the monthly reports and
forward to the Board of Public Works and the City Council president a summary of use
of all City vehicles.
· Section 3: Maintenance of Vehicles
3.1) Take-home City vehicles shall not be washed, at the expense of the City,
without approval of the respective Department Head or the Vehicle maintenance
department.
3.2) Every City vehicle shall be kept in a clean and sanitary condition by the
operator of the vehicle and are subject to inspection by the department head or his
designee.
3.3) All mechanical maintenance to City VehiCles shall be done with the approval

for the City of Jeffersonville.
Section 7: Passengers
7.1) No employee shall use a City owned vehicle to transport other passengers
unless on official City business. Employees on twenty-four hour call shall be exempt from
this section while off-duty.
Section 8: Investigating Complaints
8.1) All complaints of violation of these or other vehicle policies of the City of
Jeffersonville reported to an employee of the City shall be transmitted to a supervisor or
the Department head which controls the vehicle involved. The complaint shall be promptly
investigated, a determination made whether or not a violation occurred. A report of the
investigation and a recommendation for disciplinary action, if any, shall be submitted to
the members of the Board of Public Works at or prior to the next regular meeting.
Section 9: Disciplinary action
9.1 Any employee of the city who violates these policies is subject to disciplinary
action, including but not limited to reprimand, loss of a take-home vehicle, suspension,
demotion or termination.
Section 10: Private Contractors
10.1 A private contractor who leases or uses a City owned vehicle pursuant to a
contract may be exempted from some or all of these regulations by the Board of Public
Works.
Section 11: Eligible Employees
11.1 Any employee hired by the City after January 1, 1995, shall not be eligible
for a take-home vehicle unless that employee lives within the City limits.
Adopted by the Board of Public Works and Safety of City of Jeffersonville,
Clark County, State of Indiana, on the day of March 1994.

Section 4: Accidents - Drug and Alcohol Testing
4.1) If any supervisor or a law enforcement officer conducting an investigation
makes a request, any person operating a City owned vehicle shall submit to one or more
drag and/or alcohol testing procedures immediately, regardless of the reason for the
request.
4.2) The method 6f a test-required under section 4.1 is to be determined by the
supervisor or investigating officer, with the cost of testing being borne by the City. Any
other testing requested by the employee shall be done off-duty and at the expense of the
employee.
4.3) Any person operating a City owned vehicle that is involved in an accident
resulting in property damage, including damage to any vehicle, shall immediately notify
the employee's supervisor or department head. If not already done, the supervisor or
department head shall notify a local law enforcement agency to help determine whether:
a) there is reason to believe any party to the accident was operating a vehicle under the
influence of alcohol or another drug; or b) if it is necessary or proper to prepare an
accident report. However, if an emergency exists the operator of the vehicle shall notify
a supervisor at the first practical opportunity or when the emergency has passed,
whichever occurs first.
4.4) If, after an accident, neither the investigating law enforcement officer nor any
supervisor of the vehicle operator feels that there is reason to believe the operator was
operating a vehicle while under the influence or alcohol or other drugs no testing for those
substances need be requested.
4.5) Any time a City owned vehicle is involved in an accident and no accident
report is prepared by a law enforcement officer, a written report shall be made on forms
provided by the vehicle maintenance department.
Section 5: Identification of Vehicles
5.1) All city automobiles and trucks shall be marked by having the City of
Jeffersonville name, logo or emblem affixed to them, except vehicles assigned to the Chief
and Assistant Chief of police, all police detectives, police traffic control division vehicles,
the Fire chief and the Mayor.
Section 6: Off-Duty Regulations
6.1) No employee shall use a city owned vehicle while on vacation. During
vacation time, extended sick time or personal time lasting longer than four days, take-
home vehicles shall be parked at a City parking area.
