Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller, City Attorney Mike Gillenwater~ Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton, Plant Superintendent Larry ]ames~ Police Chief Rick Elliott, Fire Chief Jerry Dootey, Animal Shelter Manager Jan Wheatley~ Parks Superintendent Rodger Caldwell~ Administrative Assistant Donna Baird, Councilperson Andrew Williams, Councilperson Bill Wolpert, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of of March 21, 1994 as presented, seconded by Director Matra unanimously. the meeting and carried Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. TRAFFIC STUDY ON BROADWAY Police Chief Rick Elliott reported on the traffic study on Broadway'. His recommendations are to limit the parking on the east side of Broadway from Court Avenue to 6th Street from the hours of 6:00am-6:OOpm no parking. City Engineer Bob Miller will take care of this. Director Lakeman made the motion to approve the limited parking on 6th street, seconded by Director Matra, and carried unanimously. SEWER LINES ON LOMA VISTA DRIVE Jim Matra reported that he received a call from Jacobi~ Toombs and lanz about the sewer lines on Loma Vista Drive. The cost would be $100~00.00~ Jim said that it would be the residents cost because they are out of the City limits. Jim will take care of this. RESIDENT PARKING ON FRANCIS DRIVE Police Chief Rick Elliott reported on the parking problem on Francis Drive 'from June Oliver and Mary Coleman. Chief Elliott said that there is no solution as of now. SIGNS FOR ST. PAUL'S CHURCH This was tabled until next week. RESIDENT PARKING ON MAPLE STREET Pam Cotton was not at the meeting this morning, this was tabled. PAGE E MARCH 28, 1994 SEWER TAP IN ON HAMBURG PIKE Vicki Gary, 5509 Hamburg Pike is requesting sewer tap-in on sewers on Hamburg Pike. City Attorney Mike Gillenwater said that Mrs. Gary would have to sign a wavier giving up her right to remonstrate if we would annex you into the City. Mike explained that her sewer bill would be 1/3 higher then the people who live in the City because you don't pay City taxes. Larry James will chock this out. Director Matra made the motion to approve the newer tap in at 5509 Hamburg Pikes seconded by Director Lakeman, and carried unanimously. FIRE DEPARTMENT PROMOTIONS Fire Chief Jerry Dooley is recommending to the Board for the Fire Department they are as follows: James Carter to Captain Kenny Thomas to Lieutenant Sanders Cooper to Sergeant effective as of March 15, 1994. Director Lakeman made approve the Fire Department promotions recommended by seconded by Director Marra~ and carried unanimously. promotions in the motion to Chief Dooley, LETTER Fire Chief Jerry Dooley reported that he received a letter from the Department of Transportation of Kentucky to inform us that effective March B8, 1994 at 9:00 am the north side of the Clark Bridge will be closed for replacing the sidewalks~ the work will take up to 3 months each for both sides. DRAINAGE AND ROAD PROBLEM ON DOUGLAS BLVD. Steve Kempf, Douglas Blvd. has a complaint about a drainage and road problem on Douglas Blvd. The apartment complex that has just been built has put one of their overflow drives onto Douglas Blvd. Also the road coming out from the apartments onto Douglas Blvd. is not up to City standards. Steve is asking the City to close the road to everything except emergency vehicles. Steve said that he would like to have grass planted on the road and he would put bushes on the side and he would keep the grass cut. Steve said that there is no swale. Bill Gavin said that George Trembly and Bob Miller needs to see if the road has been accepted by the City. Bob Miller said that Mongold Construction should be made to put in the swale and he would call the company about this. DRAINAGE PROBLEM ON CENTER STREET Louise Dallman, i2 Center Street is complaing about a drainage problem on her street. Mayor Parker said that they will have to take a look at this problem and get back with her. PAGE 3 MARCH 28~ 1994 STREET CLOSIMGS THUNDER OVER LOUISVILLF Police Chief Rick Elliott presented the Board with a street closings for Thunder Over Louisville. Director the motion to approve the street closings for Thunder, Director Matra, and carried unanimously. (see copy) copy of the Lakeman made seconded by STREET CLOSING Police Chief Rick Elliott is requesting street closings on July 9~ 1994, 6:00pm-ll:OOpm for Louisville Deaf Oral School Night Run. Director Matra made the motion to approve the street closures, seconded by Director Lakeman, and carried unanimously. SAVANNAH JOHNSON Councilperson Andrew Williams representing Savannah Johnson, Francis Drive wants him to address the Board for her. Several weeks ago Andrew presented a complaint regarding drainage problem in her yard. The focus for Mrs. Johnsons concern is that she got a letter from Jim Marra, in the Sewer Department putting a lean on her property because she owes a sewage bill for $245.46. Mrs. Johnson said that because she asked the City for help on her drainage problem then the letter was sent she says that she believes that this is selective harassment. Mrs. Johnson said that she held out paying the payments until something is done about the drainage~ she sent the full payment. Jim Matra responded by saying that he sent out over 300 letters in the last 3 months. City Attorney Mike Gillenwater said that the State Board of Accounts is making them send the letters out. RESOLUTION 94-0R-1 Mayor Parker read resolution 94-0R-t approving payment in lieu of taxes for fiscal year 1994 by the Jeffersonville Sewage Utility for $200,000.00 to the General Fund. Director Lakeman made the motion to approve resolution 94-0R-1 contingent upon the Councils approval~ seconded by Director Marra~ and carried unanimously. CITIZENS ACTION COALITION OF INDIANA City Clerk Treasurer Dick Spencer presented to the Board a request from Citizens Action Coalition of Indiana to go door to door presenting their program~ they do not sell anything, they will take contributions. Director Lakeman made a motion to approve the CAC of Indiana t~ be in the City of Jeff, seconded by Director Marra~ and carried unanimously. ETHICS COMMISSION VIOLATION FORM City Attorney Mike Gillenwater reported that the Ethics Commission has given him a Ethics Commission Violation Form to give to all Department Heads to be available for their employees. Pm~E A MARCH 28~ 1994 COMPOSTING PICK-UP BIDDERS City Attorney Mike Gillenwater said that we need to open bids on composting pick-up by May 16, 1994 so we can get started picking up on ~ June 1, 1994. Solid Waste is paying the tipping fee. Director Matra made the motion to accept the notice to bidder contract for composting~ seconded by Director Lakeman, and carried unanimously. GRC ROADBLOCK Police Chief Rick Little League got roadblocks on April Lane, 8th and Wall Elliott said that Tony Garrett representing GRC in touch with him on where he is requesting the 2, 9:00am-3:OOpm, they are Hamburg Pike and Dutch Street, Springdale and Long Street. ~STREET DEDICATION City Engineer Bob Miller is recommending that the City dedicate Clearstream to 3029 to Hamburg Pike into the City. Director Matra made the motion to accept Clearstream into the City, seconded by Director Lakeman, and carried unanimously. STREET CLOSURE City Engineer Bob Miller received a call from Clark Combs, MSL Inc. to remove asbestos and is requesting that A Street behind the Census Bureau be closed for 1/2 day on Friday April 1~ 1994. Director Lakeman made the motion to close A Street for 1/2 day~ seconded by Director Matra, and carried unanimously. SAVANNAH JOHNSON DRAINAGE PROBLEM City Engineer Bob Miller said that he is responding on the problem that Andrew Williams. He said that he looked at the drainage problem at Mrs. Johnsons and there is no way we can run water up a hill. Les Best said thmt they cannot have a catch basin because it is against UPA. HUMAN RELATIONS COMMISSION WORKSHOP Administrative Assistant Donna Baird said that Charlene Bottorff representing Humans ~elation Commission has made a proposal to the Mayor about a seminar on Improving Communication through Cultural Awareness and is making it mandatory for all Department Heads to attend. It will be from 8:00am-12:OOpm on Tuesday or Wednesday April t2 or 13, 1994 TAKE HOME CAR POLICY City Attorney said that the Council resended the Ordinance on the Take Home Car Policy and we need to make it a Policy by the Board of Public Works and Safety. Director Lakeman made the motion to accept the Take Home Car Policy~ seconded by Director Marra, and carried unanimously. BOARD OF PUBLIC WORKS AND SAFETY CITY OF JEFFERSONVILLE, INDIANA RESOLUTION APPROVING PAYMENT IN LIEU OF TAXES FOR FISCAL YEAR 1994 BY TNE JEFFERSONVILLE SEWAGE UTILITY WNEREAS,~ Indiana law provides authority for municipally owned utilities 'to make payments to the general fund of the political subdivision in which they operate in lieu of taxes provided said payments are approved by the Board operating said utility; and~ WHEREAS, the Jeffersonville Board of Public Works and Safety is in fact the Board which operates the Jeffersonville Sewaqe Utility; and, - WHEREAS, the financial health and viability of the Jeffersonville Sewage Utility, is now in sufficient financial condition to make a payment in lieu of taxes 'to the General Fund of the City of Jeffersonville in a manner similar to that exercised by other municipally owned utilities throughout the State of Indiana. NOW, THEREFORE, BE IT RESOLVED by the Jeffersonville Board of Public Works and Safety that it hereby authorizes and commits the sum of Two Hundred Thousand Dollars ($B00,000.00) to be paid in fiscal year 1994 from the Jeffersonville Sewage Utility to the General Fund of the City of Jeffersonville as a payment in lieu of taxes as authorized by Indiana law, only following passage of City Of Jeffersonville Common Council Ordinance No. 94-0R-14. Parker Jr. Jeffersonville Board of Public Works Mayor Parker, In coordination with the Kentucky Derby Festival and "Thunder over Louisvzlle , the following streets are requested closed. On Friday, April 22, 1994 at 6:00pm for food booth set up: Riverside Dr. from Fort St. West to the City Limits. On Saturday, April 23, 1994 at 8:00am the following streets are requested to be closed. #1) The Clark Bridge (2nd street) from SR62/US31 split to the Ohio River. ~2) The Market St. exit ramp from I65 South (exit 0) . #3) Riverside Dr. from Spring St. West to the City Limits. #4) Market St. from Mulberry St. West to the City Limits. #5) Court Ave. from the I65 overpass West to Illinois Ave. #6) Illinois Ave. from West Court Ave South to Riverside Dr. #7) Missouri Ave. from Clark Blvd. South to Market St. The River bank area from Jeffboat West to Kennedy Bridge. #9) RiverPointe Plaza from Market St. South to Riverside Dr. %10 The Alleys on the North and South side of the floodwall from Pearl St. West to the City Limits or end of alley. The Court Ave. exit ramp from I65 North is requested to be closed at approximately 4:00pm at the discretion of the Chief of Police, when I65 North bound becomes a safety problem for traffic on the Interstate. We feel that these restriction are in the best interest of the public and are for the protection and safety of all persons attending.
