Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, end Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Meintenance Foreman Mike Ewton, Plant Superintendent Larry James, Police Chief Rick Elliott, Fire Chief Jerry Dooley~ Animel Shelter Maneger Jan Wheatley, City Services Coordinator Leslie Kevanaugh, Parks Director of Activities Chuck Branham, Administrative Assistent Donna Baird, Clerk end Treasurer C. Richerd Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of March 14, 1994 as presented, seconded by Director' Matra and carried unanimously. Director Lakeman made the motion to epprove the payrolls as presented~ seconded by Director Matra and carried unanimously. GRC LITTLE LEAGUE ROADBLOCK Police Chief Rick Elliott said that Mr. Garrett concerning the change League roadblock. BASKETBALL GOAL ON AVONDALE COURT they have not been contacted by in the roadblocks for GRC Little City Attorney Mike Giltenwater talked to the neighbors of Mr. ~ Mrs. Jim Wright on Avondale Court and the neighbors agreed to put the goal in the yard next to Mr. Wrights yard within the next two weeks. The goal will not be on city property. TRAFFIC STUDY BROADWAY Police Chief Rick Elliott said that they need to get with the manager of McDonald~s, they have talked to the manager's of the Waffle House and 'The Pub and they agreed that something needs to be done, maybe the possibilty of limited parking signs from 6:00am-6:OOpm on the eaet side of Broadway. Chief Elliott will bring his recommendations to next weeks meeting. SEWAGE LINES Jeff Jennings of Loma Vista is requesting sewer lines for that area because of drainage problems. Bob Goldman said that the owners would have to pay for the cost of the sewers and it would be very costly, and there has elready been a study done on this years ago. Les Best said that they would have to go through the CORP of Engineers. City Attorney Mike Gillenwater said that they would tap in the sewers they would have to agree to wave their rights to remonstrating against mny future annexation by the City. Mayor Parker said that we need to check with Mr. Lanz about the study. Mayor Parker asked Jim Matra and Bob Goldman research this and bring back to the Board on what they PAGE 2 MARCH Pl, 199A RESIDENT PARKING 1413 FRANCIS DRIVF June Oliver a~ Mary Coleman, 1413 ano 1410 Francis Drive is reouesting resident oarking signs for in front of their residences because of the neighbors parking there. Councilperson Andrew Williams also addressed this problem. Mayor Parker said that the police would have to do a study on this and bring their recommendations back to the Board next week. Police Chief Rick Elliott said that the~ have been there before and he would like to touch base with them before granting the sign. STREE] LIGHTS BEHIND POST OFFICE Mr. Sandor~ representing the Jeffersonville Post Office is requesting 3 additional street lights behind the Post Office because some of his workers mostly female has to report for work between 3:00am-5:OOam. City Engineer Bob Miller said that he was there this morning at 6:00am and he recommends to the Board to install the lights. Director Matra made the motion to approve the 3 street lights behind the Jeff Post Officer seconded by Director Lakeman~ and carried unanimously. ST. PAUL'S CHURCH SIGNS Rev. Susan Mills representing St. Paul's Church is trying to finish up a project that was started about four years ago, we would like to put up 3 Church signs. The City Council has already approved the signs. We would like to have them put at loth & Walnut, Market Street and 65 exit, and Hardees at Court Avenue, we have written permission from these people and businesses. Mayor Parker asked George Trembly to look at these areas that Rev. Mills is asking about. TENT PERMIT ON Eo 10TH STREET James Carried is requesting a tent permit on E. loth Street for the sale of flowers for the months of April and May. It will be a 40x80 tent. Building Commissioner Bill Gavin said that for a tent permit it is for only 30 days a year and if we give it for 60 days it will violate our Ordinance. City Attorney Mike Gillenwater said that he will research this Ordinance and contact Mr. CarrieD about the extension of 30 days. Mr. Carrico said that he would go ahead and take it for 30 days. Director Lakeman made the motion to approve the tent permit for Mr. Carried for 30 days for April~ 60 days contingent upon the review by the City Attorney, seconded by Director Matra, and carried unanimously. TREE IN ALLEY Building Commissioner Bill Gavin reported that Mark Turner came to his office on Friday with a complaint about a tree in Coots Alley that fell on his storage shed and fence and is requesting that the alley be vacated and fix his shed and fence. George Trembly said that he has a truck going over there now. P RAGE 3 MARCH Bi~ 1994 SMOKING IN THE FIRE HOUSE Councilperson Andrew Williams is asking if there is a no smoking designated areas and if there are, is it being enforced. If it is not the case, Andrew is asking the Board to come up with a policy on designated smoking areas in City offices and buildings. Mayor Parker asked Mike to work with the Personnel Director Harold Lakeman in drafting a policy to incorporate the whole city. Also Andrew said that we can renegoate the commission of our Insurance Agent of Record Pepper Cooper. Mayor Parker said that the RFP for the Wastewater Treatment Plant were received last week and he asked Jim Matra to have his available for the public in his office and one in the City Clerk Treasurers Office. BASKETBALL GOAL ON DUNBAR City Attorney Mike Gillenwater said that the basketball goal on Dunbar Drive was in the culdasak and the man took it down earlier when he received a letter from Mike and he has now put back up on the other side of the driveway and Mike is requesting that George go and check it out to see if it is on City property. If it is on City property he needs some direction from the Board~ he suggests that a policy be made on this subject. Mike said that he would send a letter to the people on Dunbar Drive. RAILROAD TRACK AT PORT City Attorney Mike Giltenwater said that he has received a Hold Harmless Indemnification Agreement from the Port Commission so they can do the work on the railroad track by the Riverport. Mike needs to have this approved and signed. They are willing to fix the track but they want us to sign this agreement saying that we will hold them harmless for any accidents that occur unless its by the result of their misconduct negligences. Mike sees no problem with this. Director Lakeman made the motion to approve the hold harmless indemnification agreement, seconded by Director Marra~ and carried unanimously. EARTH DAY CLEAN-UP City Services Coordinator Les Kavanaugh is requesting the Boards approval 'For the annual Earth Day clean up on April 2B-B3, t994. Director Lakeman made the motion to approve the annual earth day clean up, seconded by Director Matra, and carried unanimously. STREET LIGHT ON STRAWBERRY LANE City Engineer Bob Miller is requesting for street a light on Strawberry Lane. Bob recommends that the City install one light. Director Matra made the motion to approve a street light on Strawberry Lane~ seconded by Director Lakeman~ and carried unanimously. COOTS AVENUE PAGE q MARCH ~1~ 1994 Street Commissioner George l'rembly said that he just received a call and the cottonwood tree is in the mans yard. We will st~]l get the right of way on the alley. Mike Gillenwater said that if we wanted to have that alley vacated we need to get a legal description from Blankenbeker. SMOKING AT THE FIRE HOUSE Fire Chief Jerry Dooley said that he wants to comment on the smoking at the Fire House that Andrew Williams brought in front of the Board. Jerry has had no complaint about smoking at the firehouse. There being Works and Safety, lO:35a.m., seconded no further business to come before the Board of Public Director Lakeman made the motion to adjourn at by Director Matra, and carried unanimously. Parker Jr. called the meeting to order at 12:15P.M., and on call of the roll those members pceeent were Mayor Raymond J. Parker Jr.~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: City Attorney Mike Gillenwater, Administrative Assistant Donna Baird, Redevelopment Director Carol Gowens~ Jennifer Meade, Councilpersons, Steve Stemler~ Bob Potter, Peggy Wilder, Parks Activities Director Chuck Branham~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Mayor Raymond Parker welcomed everyone to the meeting~ he said that this is an endevor that the City has long been looking to. We have one proposal and it is from RiverfFont Development Partners, it came in at ll:51a.m.~ March 21, 199A. City Attorney Mike Gillenwater said that the soonest this can be approved by the Council for the advertising is March 28, 1994~ the Parks Board members and the Council members will receive their copies. Mayor Parker said that the advetised time will be on or after March 28, 1994 will not be enough time to evaluate such documents. Mayor Parker asked if anyone has any questions. Councilperson Bob Potter suggested if the Council doesn't act on this on March 28, 1994 then the Council should act on April 4, 199q at the next Council meeting. City Attorney Mike Gillenwater said that he needs 10 days of advertising. Redevelopment Director Carol Gowens asked Mayor Parker if the proposer could give us about a 2 minute summary of what the proposal is. ]effery Smith representing Churchill Downs Management Company and Churchill Downs Inc. explained that the proposer is soon to be formed partnership, which will be composed of Churchill Downs Management Company and Ogden Entertainment Service Inc. We have not had time to go through all the formal documentation on the partnership that we hop to have that completed. Mr. Smith said that the development is involving the overlook, the dockside facility, intending to bring a resturant provider, indication of interest from Bonnie Bell, There will be additional funds available if the Bonnie Bell comes back~ there will be cosmetic improvements as well as landscaping and other improvements at the site. We would be utilizing the two corner lost at the foot of Spring Street, have them paved and landscaped for parking~ stairs going from the overlook down to the boarding area. PAGE Mayor Parker asked if anyone els~hadl~ah~ questions, Jimmy Johns asked how soon would they would start. Mr. Smith said that they would like to open by Derby Day. Attorney Greg Filer said that he would like to point out that there is a part of the proposal that is of interest~ we had a rendering done in section 6. One of the provisions that the Bonnie Bell has agreed to provide, would be making the Bonnie Bell available during the initial term of the lease for cruises for the Jeffersonville Riverfront Foundation for fund raising purposes~ the only charge would be food at cost and a cash bar the rest would be fully~ complimentary on behalf of the Bonnie Bell. Jim Urban asked if the RFP would be available Mayor Parker said that there would be one copy Treasurers Office. for public review. in the City Clerk Councilperson Steve Stemler asked Mr. Smith what kind of time frame would the type of organization he mentioned be established. Mr. Smith answered that if the Attorney's could confirm the time frame it should be within the next two weeks. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at l~:30p.m., seconded by Director Merra~ and carried unanimously.
