MONDAY MARCH 14, 199A
~---' Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,

Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly~ City Attorney Mike
Gillenwater, Sewage Office Manager Bob Goldman~ Maintenance Foreman
Mike Ewton~ Plant Superintendent Larry Jamee~ Assistant Police Chief
Charles Elder, Fire Chief Jerry Dooley, Animal Shelter Manager Jan
Wheatley, City Services Coordinator Leslie Kavanaugh~ Parks
Superintendent Rodger Caldwell, Administrative Assistant Donna Baird,
Councilperson Bill Wolpert, Clerk and Treasurer C. Richard Spencer
Jr.~ and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of 'the meeting
of March ?, 1994 as presented~ seconded by Director Matra and carried
unanimously.
Director Lakeman made the motion to approve the payrolls as presented~
seconded by Director Matra and carried unanimously.
GRC LITTLE LEAGUE ROADBLOCK
Assistant Police Chief Charles Elder reported that Mr. Garrett
representing the GRC Little League Roadblock did not contact him
during the week to give him another location for the roadblock.
Assistant Chief Elder suggested that this be tabled until next week.
BASKETBALL GOAL ON AVONDALE COURT
Assistant Police Chief Charles Elder reported that he is still
investigating the complaint by Mr. and Mrs. Jim Wright on Avondale
Court about the basketball goal. Assistant Police Chief Elder
explained that the Police doesn't have the authority to take down the
goal, it's the decision made by the City and this Board. Mr. and Mrs.
Wright made some comments.
TRAFFIC STUDY ON BROADWAY
Assistant Police Chief Charles Elder reported on the traffic problem
on Broadway in the area of McDonalds and the Waffle House. Assistant
Police Chief Elder said that Lt. Schmidt made a traffic study on this
and he needs it tabled until next week to bring back his
recommendations to the Board.
COMMUNITY WAY OF THE CROSS
Rev. Susan Mills representing the downtown Churches regarding the
Community Way of the Cross is requesting the Boards approval to start
the Way of the Cross at Warder Park down Spring Street on the sidewalk
to the River on Good Friday April 1~ 199A at 1B:OSpm. Mayor Parker
said that this is good for the Community. Director Lakem~n made the
motion to approve the request by Rev. Susan Mills for the Community
Way of the Cross on Friday April 1, 1994, seconded by Director Matra,
and carried unanimously.

BLOCK A SIDEWALK
Bruce Weidner representing the Welfare Department is requesting the
Boards approval to block the sidewalk on the West eide of the building
at Warder Park for 2 days starting Tuesday March 15, 1994. They have
contracted with Humpty Dumpty to have a dumpster put next to the
building blocking the sidewalk. Mayor Parker asked if they thought
that the dumpster would break the sidewalk. Mayor Parker asked Street
Commissioner George Trembly to go down and work with the Welfare
Department to see where the dumpster can be put. Director Lakeman
made the motion to approve this with the discretion of the Street
Commissioner, seconded by Director Matra, and carried unanimously.
PEDDLER'S PERMIT
Chauncy Lewis is requesting a Peddter~s Permit for going door to door
selling his product. Mayor Parker explained that he would have to go
to the Police Station and give them some information before he could
be approved. Director Matra made the motion to approve this request
contingent upon the Police Departments approval, seconded by Director
Lakeman, and carried unanimously.
Mayor Parker reported that Ken Bowyer passed away over the weekend~ he
was a member of the Zoning and Appeals Board he will be missed.
Mayor Parker announced that over the weekend the American Legion
awarded Assistant Police Chief Charles Elder, Officer of the Year and
Fire Chief Jerry Dooley nominated Firefighter Kenny Thomas for
Firefighter of the Year. Congratulations to both of them.
PARKING METERS
Mayor Parker asked Assistant Police Chief Charles Elder to keep in
contact with Harold Lakeman regarding the parking meters being put
into the annual Police auction if they are not sold.
COMPLAINT
City Attorney Mike Gillenwater reported that he has received a
complaint in writing from Mr. Myers on Hopkins Lane concerning the
ditch in front of his home. Mike asked Plant Superintendent Larry
James if he would send someone up to Mr. Myer's home to clean out the
ditch.
CONGRATULATIONS
Fire Chief Jerry Dooley said that he would like to
congratulate Assistant Police Chief Charles Elder and
Kenny Thomas for their awards.

BUDGET ANNOUNCEMENT
Administrative Assistant Donna Baird is making a budget announcement.
The budgets are to be in by Monday May 16, 1994. Mayor Parker said
that City Clerk Treasurer Dick Spencer is going to help out and make
some good suggestions on expediting the process. Mayor Parker said
that first time around he would like for the budgets be sent to Donna
Baird and the pre-budget team will go over them. Dick said that with
the budget there is a form 2 to be filled out, the expected revenue
and if they turn this form in to Donna then she will give them to me.
Donna suggested that the Department Heads turn in the budgets before
the Board of Public works and Safety meeting on May 16, 1994.
STREET LIGHTS CHERRY CREEK
Personnel and Safety Director Harold Lakeman said that at the Councils
workshop Councilperson Barbara Wilson asked about the lights in Cherry
Creek. City Attorney Mike Gillenwater said that City Engineer Bob
Miller's recommendations were not to accept it because the roads were
not up to City standards. He said that if they would pave the roads
then the City would accept them and there would be no trouble with the
street lights. Mike said that we need to communicate with people at
Cherry Creek. Mayor Parker asked Donna Baird to speak with
Councilperson Barbara Wilson and tell her what was recommended. Les
Kavanaugh said that we could call Jan at the Managers office or Mr.
Charles Igert at Cherry Creek to communicate with.

Mrs. Mary Goode would like to Thank the Police Department for helping
get her husband up out of the driveway when he fell.
There being no further business to come before the Board of Public
Works and Safety~ Director Lakeman made the motion to adjourn at
~0:05a.m., seconded by Director Matra, and carried unanimously.
