Parker Jr. called the meeting to order at 9:30 and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Plant Superintendent Larry James~ Police Chief Rick Elliott~ Fire Chief Jerry Dooley~ Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh~ Parks Superintendent Rodger Caldwell, Administrative Assistant Donna Baird, Councilperson Peggy Wilder, Councilperson Andrew Williams, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of February 22, 1994 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented~ seconded by Director Matra and carried unanimously. PRESCRIPTION CARDS Insurance Coordinator Suzy Nevitt is requesting the Boards approval on the prescription cards. The insurance committee is raising the prescriptions from $3.00 to $5.00 for generic and keeping the name brand at $10.00. Diane Swank representing Cooper Associates was in attendance. Director Lakeman made the motion to approve the change in the prescription cards recommended by Mrs. Nevitt, seconded by Director Matra, and carried unanimously. MRS. KNOWLAND'S NEIGHBORHOOD PROBLEMS Street Commissioner George Trembly explained that he didn't have time to go over to Mrs. Knowlands neighborhood last week. George talked to Mrs. Knowland and will meet with her on Thursday~ STOP SIGN CLEARSTREAM AND PEBBLEBROOK Building Commissioner Bill Gavin said that he checked on the request for a stop sign at Clearstream and Pebblebrook, he said that the streets are not dedicated. Police Chief Rick Elliott said that it will be up to the developer to pu! up the signs until it is dedicated. Councilperson Peggy Wilder said that Chief Elliott could contact Mr. Bob Selmer about this. MARKET AND SPRING STREETS Mayor Parker asked Street Commissioner George Trembly to report on the closing of Market Street intersection. George said that the ~ intersection is completely closed on N. S. E. W sides. Across from ~ · Ann's on the River they are putting in the angled parking now and down Spring Street. They should start digging right away. PAGE B FEBRUARY 28, 1994 VACATE PORTION OF SUBDIVISION Barbara Young Attorney for Christ Gospel Church is requesting to vacate Oakwood Drive. The Church owns all of the property along Oakwood Drive. Mrs. Young has letters from all the Utility Companies with their approval. Director Lakeman made the motion to approve Mrs. Young's petition to vacate Oakwood Drive contignent upon Councils approval~ seconded by Director Matra and carried unanimously. HANDICAP PARKING SIGN Cora Townsend~ 939 E. Maple Street is requesting a handicap parking sign so her grandsons school bus can pick him up in front of their home, he is handicapped. Mayor Parker said that Police Chief Elliott will investigate this to see if it should be a handicap or resident only sign and bring his recommendation back to the Board. 3-WAY STOP Orville Stoner reported that he had trouble getting out of Eastbrooke Subdivision onto Holmans Lane and is requesting a B-way stop at the entrance. Building Commissioner Bill Gavin said that Holmans Lane is in the County. Police Chief Elliott said that he will investigate this and bring his recommendations back to the Board. DRAINAGE PROBLEM Councilperson Peggy Wilder presented a list of drainage problems to the Board of Public Works and Safety. Councilperson Wilder said that there are three main projects that consist of Bishop, Cornwell~ Crums~ Dunbar and Delmar in the Meadows Subdivision they all tie into together. Mr. Charley White~ 2402 Bishop Lane presented a sketch and pictures of his yard and is requesting that the ditch be cleaned out. Mr. Dave Long, 2509 Bishop Lane presented pictures of his back yard filled with ponding water. Mr. Cruse~ Waverly Road showed pictures of a ditch behind his home. Augusta Drive also contributes to this problem. Building Commissioner Bill Gavin said the reason that Waverly Road has a problem is when the contractor was there a resident would not let him on the property. Mayor Parker asked Bob Miller and George Trembly to look into this and if needed they could involve Mr. Jorge Lanz. Mr. Brook Sevan, 3020 Clearstream reported that his house gets flooded. The developer has started section 6 of Suburban Acres and it is making the drainage problem worse. A1 Schmitt is the developer. Bob Miller is making a study on this and will know something in a couple of weeks and will report back to the Board. STOP SIGN Councilpecson Peggy Wilder has a neighborhood request from Elk Pointe residents for a three way stop at the entrance of Elk Pointe and Charlestown Pike. Mayor Parker asked Police Chief Rick Elliott to investigate this and bring his recommendation back to the Board. CHANGE STREET SIGNS Councilperson Peggy Wilder reported that Elk Pointe has changed the steel signs to more decorative wood signs. The stop sign will not be defaced 'they will be outlined in wood and have a wood pole. .mm PAGE 3 FEBRUARY 88, 1994 ANIMAL SHELTER COMPLAINT Councilperson Andrew Williams appeared before the Board representing Debra Hunt, 614 Fulton Street concerning a complaint that Mrs. Hunt has against the Animal Shelter. Mrs. Hunts dog was picked up and it cost her $104.00 to get her do out. Animal Shelter Director Jan Wheatley explained that the fine was $65.00 and the dog had to be inoculated by state law and it cost $39.00 with a total of $104.00. DRAINAGE PROBLEM C~uncilperson Andrew Williams representing Savannah Johnson, 1518 Francis Drive concerning a drainage problem in her back yard. She is requesting a followup about trenching in her yard. City Engineer Bob Miller said that he wanted to put a catch basin there but Les Best from the Sewer Department said that couldn't be done. Bob said that he would let Andrew know whats going on. COMPLAINT Councilperson Andrew Williams representing Savannah Johnson, 1512 Francis Drive has a complaint about excessive accumulated garbage bags at 1510 Francis Drive. Building Commissioner Bill Gavin said that he would take care of it. CUM CAP DEV. FUND CHANGE Councilperson Andrew Williams is proposing that there will be a change in the Cum Cap Dev. Fund for paying lease agreements, they will have to be put into each Departments budgets for 1995. SIDEWALK FROM MAGNOLIA TO SPRING STREET Councilperson Andrew Williams representing Mrs. Knowland regarding extending the sidewalks from Magnolia to Spring Street to keep the children from having to walk to school on the street. Mayor Parker said that Major Dennis Simmon addressed this issue at a Council meeting. Police Chief Rick Elliott said that they did a study on this and~checked with Mr. Brewer, principal of Springhill School and there were only 2 children that lived in that area. Since then there has been more children moving in. Chief Elliott said that it is more important to have these children cross at Eastern Blvd. and Spring Street~ and this will take major engineering studies. REQUEST timetable for trees and Councilperson Andrew Williams is requesting landscaping to be planted at the Wastewater Treatment Plant. Plant Superintendent Larry James said that he has 3 quotes, but has not awarded one as on now. PAGE4 FEBRUARY 28~ 1994 LOG TO BE KEPT ON THE $75~000 DRAINAGE MONEY Mayor Parker asked City Engineer Bob Miller if he would keep a log of ~ .~ what we are doing on the drainage projects and the current balances of ~ the $?57000 alotted for the drainage problems. DEDICATION OF STREET IN CHERRY CREEK City Engineer Bob Miller reported on the findings on the dedication of the street in Cherry Creek~ he said that the samples he took were ~ot up to City standards, and he recommends not to take the Street into the City. Mayor Parker asked Bob to call Councilperson Barbara WilsOn with the results. 8-TON WEIGHT LIMIT Street Commissioner George Trembly reported that Charlestown Pike has ma~or damage with wet spots in the road that has to be fixed with slate and rock then paved. George is requesting that a 8-ton weight limit sign be installed on a temporary basis for now, so big trucks will take another route. Mayor Parker asked George to get in touch with the companies that have trucks that use Charlestown Pike. Director Matra made the motion to accept Mr. Tremblys recommendations on the temporary 8-ton weight limit sign, seconded by Director Lakeman~ and carried unanimously. DRAINAGE PROBLEM City Services Coordinator [-es Kavanaugh reported that drainage problems also in the 1600 block of E. 8th Street. MILLCREEK LIFT STATION there is Plant Superintendent Larry James reported that he has a problem at Millcreek Lift Station with the control system~ it's 22 years old and parts cannot be found. Larry received a quote of $6,700.00. Mayor Parker said we have no other alternative but to replace it. Director Lakeman made the motion to approve the upgrade of Millcreek Lift Station controls, seconded by Director Matra, and carried unanimously. STREET LIGHTS ~ Mayor Parker received a letter from Darrell C~ Sanford in reference to the 8 hr. parking along Locust Street. Police Chief Rick Elliott said that the parking problem is his, but we don~t start enforcing it until 9:00am. Chief Eltiott said that Mr. Sanford also wants street. He will keep in contact with Mr. Sanford. (see copy) There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:45a.m., seconded by Director Matra, and carried unanimously. MZLLE~ City Engln~e~ From the holes, this City Street and AN EQUAL OPPORTUNITY EMPLOYER UNITED STATES POST OFFICE DATE: 2-25-94 OUR REF: SUBJECT: Street Lights Jeffersonville IN 47130-9998 TO: Mayor Raymond Parker City of Jeffersonville 501 E Court Ave Jeffersonville IN 47130-4059 Mayor Parker: With the change to two hour parking only on Locust Street between Court Ave and Seventh Street, this will cause some problems for some of the employees at the Jeffersonville Post Office. With the limited parking that is available now in this area, this change will require some of the employees having to park further down the street on Seventh Street. This will create the possiblity of a major safety problem. Most of the employees that report to work between 3:00 A.M. and 4:00 A.M. are female. On Mondays, we have employees reporting to work at 1:00 A.M. The problem is the lack of street lighting in this area. In order to provide the safest environment possible, I request that additional lighting be put in this area. There needs to be a street light on the utility pole next to the entrance to the back parking lot of the Post Office on Locust Street. There also needs to be atleast one street light on Seventh Street behind the Post Office parking lot. This additional lighting would also create a safer area for all the citizens of Jeffersonville who travel in this area. Any consideration you can give to this request would be appreciated. 5 MAYOR RAYMOND J. PARKER, JR. C~ ,Y OF JE~'FERSONV1LLE Respectfully, Postmaster Jeffersonville IN BOARD OF PUBLIC WORKS AND SAFETY MY NAME IS CHARLIE WHITE, 2402 BISHOP, IN THE MEADOWS. THERE ARE A NUMBER OF OPEN DITCHES IN THE MEADOWS SUBDIVISION THAT NO LONGER DRAIN PROPERLY BECAUSE THEY ARE OVERGROWN WITH WEEDS AND WHAT HAVE YOU. THESE DITCHES NEED TO BE CLEANED OUT TO PREVENT FURTHER FLOOD- ING AND BEFORE MAJOR PROPERTY DAMAGE OCCUR. ONE OF THE OPEN DITCHES (REFER TO SKETCH) STARTS IN MY BACK YARD (2402 BISHOP) AND WINDS AROUND TO JESS~ BALLEW~s PROPERTY. THIS DITCH (BEHIND MY HOME) IS A "SPILLWAY" FOR A STORM SEWER THAT SERVICES ONE OF THE MEADOWS ADDITIONS. THIS ADDITION IS ON A HIGHER PLAIN AND THE RAIN WATER GUSHES TO THE DITCH. DURING RAINSTORMS THE DITCH BACKS UP AND CAUSES YARD AND STREET FLOODING. I~VE SEEN WATER UP TO MINE AND MY NEIGHBORS BACK DOOR, AS WELL AS, WATER STANDING IN SCOTT ST OVER A FOOT. EVEN WHEN THE WATER RECEDES, OUR BACKYARDS ARE SOGGY FOR WEEKS. OUR CALLS FOR HELP ON THIS MATTER HAS ALWAYS (THRU TWO ADMINISTRATIONS) BEEN MET WITH THE SAME RESPONSE: "WE RECOGNIZE THE PROBLEMS BUT DON~T HAVE THE MONEY". NOT ONCE HAS ANYONE CITED A COST ON HOW MUCH MONEY IS NEEDED TO CLEAN OUT DITCHES. IN MY OPINION, THE PROJECT DOESN'T REQUIRE HEAVY EQUIPMENFETC, IT REQUIRES MANPOWER, SHOVELS AXE~ AND WHEELBARROWS. WE IN THE MEADOWS FEEL THAT WE HAVE A MAJOR DRAINAGE PROBLEM THAT CAN BE CORRECTED WITH MINIMAL DOLLARS. IT IS THEREFORE REQUESTED THAT CLEANING OUT THE AFOREMENTIONED DITCHES BE GIVEN A HIGH PRIORITY. THANK YOU FOR LISTENING 1 ATCH
