OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY JANUARY 24, 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly, City Attorney Mike
Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman
Mike Ewton, Plant Superintendent Larry James, Police Chief Rick
Elliott , Fire Chief Jerry Dooley, Animal Shelter Manager Jan
Wheatley, City Services Coordinator Leslie Kavanaugh, Parks
Superintendent Rodger Caldweil, Administrative Assistant Donna Baird,
and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of January 10, 1994 as presented, seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.

Mayor Parker said that he wants to thank everone for the good job that
was done during the snow emergency, especially Street Commissioner
George Trembly and his crew, the Parks Department, Sewer Utility, Fire
and Police Departments.

Director Lakeman made the motion to approve the various surplus bids,
seconded by Director Matra, and carried unanimously.

Director Matra made the motion to approve the Bituminous bids~
seconded by Director Lakeman, and carried unanimously.
STREET DEDICATION
City Engineer Bob Miller is recommending to the Board to accept the
street in Williamsburg Station. Director Matra made the motion to
approve the street dedication in Williamsburg Station, seconded by
Director Lakeman, and carried unanimously.
PARKING PROBLEM
Parks Superintendent Rodger Caldwell reported that he talked with
Brian Smith, 43? Mechanic Street concerning the parking problem at the
Nachand Fieldhouse, the cars park too close to the intersection and it
is hard to get onto Court Avenue. Rodger recommends to paint the curb
yellow 20' from the intersection. George Trembly said that he will do
that as soon as the snow melts. Director Lakeman made the motion to
approve painting 20' of the curb yellow at the intersection of Court
Avenue and Mechanic Street, seconded by Director Matra, and carried
unanimously.
UTILITY AGREEMENT
Nathan Grimes representing Jacobi, Toombs and Lanz has the Utility
Agreement for the Market Street Phase II to signed by the Mayor, Board
of Works and Safety and the Clerk-Treasurer. Director Lakeman made
the motion to approve the Utility Agreement for Market Street Phase
II, seconded by Director Matra, and carried unanimously.
SALARY ORDINANCE
Street Commissioner George Trembly is requesting the following
employees to receive an increase of .25 per hour for obtaining a CDL
license and being a qualified driver they are: Richard Broy, Melvin
Crick, John Lewis, John Liddick, Wm. Nunn~ Wm. Baker, and also
requesting a .15 per hour increase for Kenny Mahoney for operating
heavy equipment. Ail the increases are in the 1994 budget.(see copy)

LEGAL SERVICES CONTRACT
City Attorney Mike Gillenwater presented to the Board of Public Works
and Safety his Contract for Legal Services. The only change in the
contract is an increase in his hourly rate from $?5.00-$90.00 only for
cases involved in litigation that goes over the minimum time that he
is required to provide, nothing extra. Director Lakeman made the
motion to accept the Legal Contract for the City Attorney, seconded by
Director Matra, and carried unanimously.
TRANSFERS
Mayor Parker wants to remind all Department Heads that the Councils
request for transfers are to be quarterly instead of on a daily basis
unless theres an emergency.
THANK YOU
Police Chief Rick Elliott wants to thank the Parks Department, Larry
James, and George Trembly, for allowing the Police Department to use
their 4 wheel drive vehicles and to Mike Ewton for keeping them
running. Chief Elliott said that between Monday and Wednesday they
had 1200 calls for assistance and 330 emergencies. We had a group of
20 volunteers. Rick is going to get a list of people who helped and
contact them personally and also send them a thank you letter.
Between Monday and Wednesday he was in contact with the Mayor
continually and he was also contacted by Dick Spencer who gave him
some directions and insight from his level. Rick also said that the
Mayor needs to be commended for all the work he did throughout the
snow emergency.
STREET CLOSURE
City Engineer Bob Miller reported that he was contacted by Clarence
Krebs and Mid State Paving, they are requesting that the intersection
of Market and Spring Streets be closed from March 1-15, 1994. Mayor
Parker said that wants to get all the information together and put it
on a memo and give it to every downtown merchant ahead of time. It
also needs to be advertised. Chief Elliott said that they need to
contact Jeff Boat about this closing. Director Lakeman made the
motion to approve the street closing, seconded by Director Matra, and
carried unanimously.
THANK YOU
Street Commissioner George Trembly said that he will send out thank
you's to everybody that was involved with the snow storm emergency.
We need to sit down and come up with an emergency plan for the City.

patient until they got all the equipment on the road

Fire Chief Jerry Dooley wants to thank Mayor Parker,
for being on top of the crisis. Also thanks to Bales M~to~
loaning the Fire Department 8 four wheel drive vehicles, Falls~ Cl~t~
Roofing, Louisville Fire Department loaned chains, F & T for chain~
Hardees, Makowsky's Oil Company and VanGilders.
RULES AND REGULATIONS
Fire Chief Jerry Dooley said that there is one thing that he W~uld
like for the Board of Public Works and Safety to approve on page 5 of
our Rules and Regulations. It reads~The Chief of Fire Department wilI
have the right at any time subject to the approval of the Board of
Public Works and Safety to amend, revolt and make special exceptions
there to at his discretion. He had to deviate from some of the rules
because of the emergency. Director Lakeman made the motion to approve
the request by Fire Chief Jerry Dooley, seconded by Director Matra,
and carried unanimously.

Administrative Assistant Donna Baird suggested that she draft up a
letter to send to the News and Journal thanking all the people
involved in the snow storm emergency. Donna asked the Departments to
get a list together and give them to her and she would send a big
letter.
