HomeMy WebLinkAbout01-04-1994 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA TUESDAY JANUARY 4, 1994 Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Plant Superintendent Larry James, Assistant Police Chief Charles Elder, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell, Administrative Assistant Donna Baird, Clerk andTreasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of December 27, 1993 as presented;~ seconded by,Director Matra and carried unanimously. STREET DEDICATION Building Commissioner Bill Gavin reported on the dedicating of the streets in Williamsburg Station requested by developer William Sprigler, who is building 5 new business office suites. Mayor Parker asked if there is a policy, rule or regulation guiding for the acceptance of dedicating the streets. Bill said only that the streets have to meet our requirements. City Attorney Mike Gillenwater said that he would like to have some kind of certification from the developer that the roads are up to our standards. Mayor Parker asked City Engineer Bob Miller if he would check on the streets and then bring a recommendation back to the Board. .~ EASEMENT FOR SEWER~ . ~ ~ Plant Superintendent Larry James reported on the sewer easement request from Paul Wundrak, 3009 Gardner Blvd. Larry talked to developer Bob Lynn and he has agreed to give Mr. Wundrak the easement if the Board makes him tie on now before he landscapes that area. Mayor Parker asked Larry to get Mr. Lynn to put this in writing~ Larry said that- Mr. Lynn is getting it drawn up to make it legal. Sewer Office~Manager Bob Goldman said that the property owners where the line is ~ going through is concerned giving up the easement, Bob told himto call Larry. ~ CITY PROPERTY Louis Hancock~ representing the Fraternal Order of Eagles~ 113 W. Maple Street is requesting to buy the adjacent property next to the Eagles that is ewned by the City. City Attorney Mike Gillenwter said that the property would have to be put up for bid. The property is approximately 160'x75'. Mayor Parker asked Mike Gillenwater to look into the procedure to follow and look the situation over and give Mr. Hancock an answer and an opportunity to bid on the property if we decide to put it up for sale. PAGE 8 JANUARY 4, 1994 SPRING STREET Harold Lakeman said that Doug McDaniels called his office about an accident on Spring Street around the Clark Memorial Hospital involving his son. Mr. McDaniel is trying to find out how many lanes are between 14th and 13th Street going South. He called George Trembly about getting an aerial shot between 14th and 13th street. George told him to see Jacobi, Toombs and Lanz Engineering Firm they should have the picture. George said that after it clears up he will take a look and measure and put a line there if it needs one. PDR ENGINEERING Clarence Krebs representing PDR Engineering reported that admendment ~2 needs to be updated for 1994. He has admendment #3 for the Wastewater Treatment Plant for Technical Assistance for Plant Operation to be signed by the Mayor. Mayor Parker agreed that we need to continue this on ~ month to month basis. Director Lakeman made the motion to approve the admendment to the original agreement with PDR for the Wastewater Treatment Plant, seconded by Director Matra, and carried unanimously. (see copy) COMPLIMENT Mayor Parker complimented Street Commissioner George Trembly and his Department about a job well done with taking care of the streets during the recent snow storms between Christmas and New Years. Mayor Parker said that he has got compliments from a lot of people. THANK YOU Street Commissioner George Trembly wants to thank the Police Department for helping during the snow storm between Christmas and New Years and a special thank you to Assistant Parks Superintendent Donnie Poole who was on vacation, for coming in at 3:00am to help load salt. COMMENTS ON TAKE HOME CAR POLICY PROCEDURES Mayor Parker said that he wants to discuss with the Department Heads the take home car policy procedures, as for as the mileage charts, and to see if everyone is up to date as far as what we should and should not do. Mayor Parker asked if everyone has explained the policy to ail employees about complying with it. Mayor Parker said that there are a lot of questions that we need to discuss with City Attorney Mike Gillenwater and he suggests that the Department Heads get questions and comments from their employees immediately, and send them to Administrative Assistant Donna Baird so she and Mike can go over them. Mayor Parker also asked Assistant Police Chief Charles Eider to contact Clark Memorial Hospital so they can be made aware of this policy. There was further discussion on this matter. PAGE 3 JANUARY 4, 1994 COUNCIL LIAISON Animal Shelter Jan Wheatley asked about the Council appointing a liaison for the Departments for 1994. Mayor Parker said that will have to be brought up at the Council meeting because that is the Councils call. There being no further business to come before the Board of Public Works and Safety~ Director Lakeman made the motion to adjourn at .lO:85a.m.~ seconded by Director Marra~ and carried unanimously. CLERK AND TREASURER ~/ ' z~77~ AMENDMENT NO. 3 TO AGREF~HENT FOR CONSTRUCTION ENGINEERING SERVICES CITY OF JEFFERSONVILLEt INDIi~NA AND PROCTOR/DAVIS/R~Y CONSULTING ENGINEERS, INC. JULY 1990 WHEREAS the Board of Works desires to supplement the wastewater treatment plant staff with available technical support for plant operation on a month-to-month basis through May,1994, and; WHEREAS PDR Engineers, Inc. (PDR) is knowledgeable of the design, construction, plant certification ahd operations. Now, therefore, the Owner and Engineer agree that Section 5 of the ,,Professional Agreement" dated October 22, 1990, will be extended to inclllde "Technical Assistance for Plant Operation". This assistance will be Type 1 and Type 2 as stated below: Type 1.is semi-monthly site visits by Bob schindler to review operational records, IDEM compliance reporting, visual check of Unit process and control and on the job staff training as required. Type 2 is on call services consultation or meeting as Works, or operations staff. for in-office or on-site assistance, requested by Mayor Parker, Board of Follow-up correspondence, telephone calls and reports required and other third party meetings will be charged to this category. PAGE 1 OF 2 These services will be invoiced monthly and will be actual labor cost, plus 153% overhead, plus 13% profit, plus expenses as may be appropriate. Type 1 and Type 2 service will be identified and kept separated on the invoice. The estimated invoice amount for Type 1 is $900.00 per month and Type 2 will vary as service is requested. These services can be terminated whenever so requested by the Mayor, and will continue on a month-to-month basis through May, 1994, unless ' d otherwise terminate · This Amendment No. 3 supercedes and terminates Amendment No. 2 upon the date executed below, and all costs incurred by the Engineer through said date will be presented in a "Final Invoice" for Amendment No. 2 and paid by the Owner.
