Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Street Commissioner George Trembly filled in for Sewage Collection Manager James Matra in his absence. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, Sewage Office Manager Bob Goldman, Assistant Police Chief Charles Thompson, Assistant Fire Chief Clifton James,Jr., Animal Shelter Director Ed Voyles, Parks Superintendant DOnnie P~01e, and Cl~k Ali~e Davis. Director Lakeman madethe, m~lonto 9pprove the minutes of the meeting of December 18, 1995 as presented~ seconded by Member Trembly and carried unanimously. Directo~ Lakeman made the motion to approve the claims as presented, seconded by Member Trembly and c~rried unanimously. Director Lakeman made the motion tg.~approve the payrolls as presented, seconded by Director Matra and carried unanimously. RESIDENTIAL PARKING 227 wALNUT STREET Assistant Police Chief Charles Thompson, reported on the residential parking request at 227 Walnut Street said he asked his traffic officer to check on this since then he bas found out that there are people living in the Church and there are furthe~ problems and that kind of ecculates this problem. Assistant Chief said that Mr. Gavins knows about some of the problems. Mr. Gavin said he has talked with the Minister at the Church and they have plans for a shelter for homeless people. He also has a familia' livi~ ther~'b-ther then his and he has 2 weeks to make them leave. He should not have anyone but his immediately family living there which consists of he, his wife and two children. Mr. Gavin told him he has to go through the State planning and review process to open a shelter there. This was tabled. RESIDENTIAL PARKING 617 WALNUT STREET Assistant Police Chief Charles Thompson reported on the residential parking request at 617 Walnut Street, he said he should not have the trailers on the street, he's in vlolation~ Mayor Parker asked Assistant Chief to notifiy him that his request has been denied. PAGE 2 DECEMBER 27, 1995 EDWARD C. COOPER, INSURANCE AGENT OF RECORD HEALTH INSURANCE POLIC? Edward C. Cooper, Insurance Agent Of Record, reported that the review of the Health Insurance and Group Insurance by Arthur Anderson had one important finding which is Exceptions to the Health Care Plan, we should formalize our policy on how to handle those. Mr. Cooper said bls recommendation would be for the Board of Public Works and Safety adopt a policy for the future so we meet the recommendation of Arthur Anderson. Mayor Parker explained that this Policy shifts the burden to the City instead of the Agent Of Record. Director Lakeman made the motlon to approve the Health Care Insurance Policy recommended by Arthur Anderson, seconded by Member Trembly~ and carried unanimously. (see copy) CONFIDENTIALY AND IMPARTIALITY BY THE AGENT OF RECORD Edward C. Cooper~ Agent Of Record explained the Confidentlaly and Impartiality part of the Health Care Plan. Mr. Cooper said that he would make the recommendation openly and public as he can without interferrlng with confidentialy and seal the J~stificatlon and reasoning wlth the minutes of the Board of Works for the inspection of the State Board Of Accounts and they will be the only that can see it. Mr. Cooper said there is an employee of the City, a male who has went through extensive visits wlth Doctors and eye surgery Doctors and Mr. Cooper would like to make a recommendation that the employee be allowed to have the eye surgery to correct the problem with the eye that we feel is medically necessary (not RK) and he has documantatlon that he will seal with the Attorney and will say that upt0 an expense of $2,000.~ out of the special non-reverting Health Fund and he will put a limit on it for auditing purposes and he will work with Attorney Glllenwater on thls. Member Trembly made the motion to approve the recommendation of our Insurance Agent of Record as for as this particular illness on this individual employee, seconded by Director Lakeman, and carried unanimously. CO-SPONSER FOR GIRL'S JEFF BASKETBALL LEAGU~ Edward C. Cooper, representing the Jeffersonvllle Girl's Basketball league is requesting that the City be a co-sponsor to the Jeff Girl's Basketball League at the Parks like last year, it saved them $750.00 in liability insurance for the League. The insurance for the league came through Bobby Hammond and Rick Elllott the Parks Superintendant. Parks Superintendant Donnle Poole told Mr. Cooper that Mr. Hammond said that last year would be the last time they could do it. Member Trembly made the motion contingent upon the Insurance Agent approval, seconded by Director Lakeman, and carried unanimously. RESIDENTIAL PARKING~ 121 E. CHESTNUT STREET, APT Alisia Rose, 121 E. Chestnut St., Apt. #1, is requesting a residential parking at that address, Ms. Rose explained the reason she needs one. Mayor Parker said that the Police Departments Traffic Officer will have to investigate this and brlng back the recommendations to the Board next week. PAGE 3 DECEMBER 27, 1995 There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 09:55a.m.~ seconded by Member Trembly, and carried una~nimously. Recommendations from Arthur Anderson LLP Health Plan Review I would like to recommend that the past procedures and handling of exceptions to the health plan be changed to the following: The agent of record's job responsibility will be to recommend all exceptions to the health plan to the Mayor for his review. Upon the Mayor's request the agent of record will make a formal recommendation to the Board of Public Works. Full documentation and reasoning for those exceptions will be presented to the Board of Public works in a public meeting and would become permanent part of the minutes.
