Parker Jr. in his absence, called the meeting to order at 9~30 A.M., and on call of the roll those members present were Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building CommisSioner Bill Gavinl ~[ty Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman~ Assistant Police Chief Charles Thompson, Fire Chief Jerry Dooley, Maintenance Manager Mike Ewton, Animal Shelter DireCtor Ed Voyles, Parks Superintendent Rick Elllott, Wastewater Treatment Plant Director Kendall Coleman~ Clerk and Treasurer C. Rlcbard SPencer Jr., and Clerk Alice Davis. Dlrect6~ Lakemah'made the m0t'lon~to approve the minutes of the meeting of December 11, 1995 as P'resented, seconded by Director Matra and carried unanimously. ~ Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra' ~ c~ried ~na~imouSlv~ T~BLED REQUEST FOR GREATER CLARK COUNTY scHOoLs Attorney Sandy Lewis, representing Greater Clark County Schools introduced Dr. David Pullium, Superintendent of Greater Clark County SChOols,' Pamela Lawman, Reglona~ Man~ger with Arby's and Ted Williams~ Arby's Construction Manager. Ms. Lewis said they met last week with .City Engineer Bob Miller, and Street COmmissioner George Trembly, at Arby's to discuss the variety of alternatives to the driveway cut on Oakridge Drive. Ms. Lewis said they have come up with a solution if Arby's Corporate Office approves it. The'sOlution will be with the exhisting entrance-exit off Highway 62 that Arby's has, and they will pay for the cost of doing the cut across Highway 62 and its excelleration lane, so they will have a directional, both going to Charlestown and coming back into Jeffersonville. Arby's will take care of the Engineering work and all cost Qf getting it installed. Engineer Miller said he wil% draw up a blue Print and scale and get~ it to Mr. Williams. Director Matra made the motion to approve the request for a cut across highway 62 at Arby'S entrance-exit with Arby's paying for the cost of installing it, seconded by Director Lakeman~ and carried unanimously. HANDICAP PARKING, 4~8 AND 412 W. MARKET STREET AssiStant Police Chief Charles Thompson reported on the request for a handicap parking sign,' at 408 W. Market Street~ he said he agreed to give the request 30 day waiting period to see if the neighbor parking around the side and letting the lady at 408 park in front of the apartment. Assistant Chief Thompson, reported on the request at 412 W. Market Street from Angela Williams, he said that Mrs. Williams is on long term disability and he will grant her a handicap parking sign. Director Lakeman made the motion to approve the handicap parking at 412 W. Market Street, and give a 30 day wa!ting period for 4~8 W~ Market Street~ seconded, by Director Marra~ and carried unanlmously~ PAGE 2 DECEMBER 18~1995 CHRISTMAS TREE COLLECTION City Attorney Mike Gi!lenwater said that Mr. Cristiani will not pick up Christmas Trees this year in Clark County~ RESIDENTIAL PARKING 236 GRAHAM STREET Assistant Police Chief Charles Thompson reported on the residential parking request at 236 Graham Street, he said because of Jeff Boat people parking in that bIock of Graham he agrees the residential parking signs should be a!Qng the whole block from Chestnut Street to the floodwall~ 2 and 3 Signs on both side of the street. Director Matra made the motion to approve the residential parking signs on both side of Graham from Chestnut Street to the floodwall, seconded by Director Lakeman~ and carried unanimously. RESIDENTIAL PARKING AT 227 WALNUT STREET Assistant Police Chief Charles Thompson reported on the residential parking request at 227 Walnut Street, he would like for this to be investigated further~ This was tab!ed~ DUTCH LANE PROJECT Clerk and Treasurer Dick Spencer Jr~ introduced Jim Blggs whose Company will act as purchasing Agent for the City of Jeffersonville for 5 pieces of property at Hamburg Pike and Dutch Lane intersection. Director Lakeman made the motion to retain James Bigg Company to act as purchasing Agent for the City of Jeffersonville for 5 pieces of property at Hamburg Pike and Dutch Lane intersection for Federal, State and local pro3ect, seconded by Director Matra, and carried unanimously. (see copy) RESIDENTIAL PARKING AT 617 WALNUT ST. James Durrett, is requesting a residential parking at 617 Walnut Street. Mr. Durrett said his business is there and he has a trailer that he parks on the street for his business. Assistant Chief Thompson said this should be investigated further. BITUMINOUS AND GAS BIDS Street Commissioner George Trembly wants permission from the Board to advertise for Bituminous and Gas bids. Director Matra made the motion to approve the advertising of the bituminous and gas bids, seconded by Dlrector Lakeman, and carried unanimously. PAGE 3 DECEMBER 18, 1995 There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to ad3ourn at O10:00a~m~ seconded by Director Matra, and carried unanimously. Parker, Jr. City of Jeffersonville Board of Public Works City County Building Jeffersonville, Indiana RE: Dutch Lane/Hamburg Pike Property Acquisition Dear Mayor Parker, Per the request of Mr. Bob Miller and Dick Spencer, We are submitting the following proposal for the right of way acquisition on the above referenced project. We agree to follow the INDOT and Federal Government procedures for property to eliminate the possibility of any problems in the property acquisition phase of this project. Our fee for the five (5) parcels involved for buying services is a flat rate of $500.00 per parcel for a total bid of $2,500.00. We also offer our services on a percentage of the savings basis of 20% of the total savings on each parcel if we are able to get the property owner to donate their interest. An example of the savings to the City of Jeffersonville on this method is based on the statement of just compensation form for Mrs. Terrill's property is $9.880.00 which if she would donate her interest would result in a savings of $7,904.00 plus the base buyer's fee of $500.00 for a total savings to the City of $8,404.00.
