Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Glllenwater, Sewage Office Manager Bob Goldman~ Police Chief Charles Elder, Fire Chief Jerry Dooley~ Maintenance Manager Mike Ewton, Animal Shelter Director Ed Voyles, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rick Elllott, Administrative Assistant Donna Baird, Wastewater Treatment Plant Director Kendall Coleman, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of November 27~ 1995 as presented, seconded 'by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. 4-WAY STOP AT LAKEWOOD BLVD. AND SAVANNAH DRIVE Police Chief Charles Elder reported on the 4-way stop at Lakewood Blvd. and Savannah Drive. Chiefl~ Elder Said he checked with several residents in the area and he feels no stop sign ls necessary at this time. Director Matra made the motlon to follow the recommendation of Chief Elder in regards to the 4-way stop at Lakewood Blvd. and Savannah Drlve until such time it necessitates to monitor it peroidically, second by Director Lakeman and carried unanimously. HANDICAP PARKING 408 W. MARKET STREET Sherrill Ferguson, 408 W. Market Street is requesting for a handicap parking sign and has a letter from the owners of the rental property where he lives. Mayor Parker said that Mr. Lakeman went this morning and looked at area, and the Police Department will have to do an investigation on this. Director Lakeman said the only comment has is be received a call from 412 W~ Market that they do not want a sign in that area, and it needs to be Checked out and the recommendation brought back to the Board. ROADBLOCK FOR THE TOY DRIVE Fire Chief Jerry Dooley has a request for a roadblock on December 6, 7, 8, 1995 for local 558 Toy Drive at the corner of Wall and 8th ~-~ Streets. Director Lakeman made the motion to approve the roadblock for December 6, 7, 8, 1995 for local 558 toy drive, seconded by I i Dlrecto~ Matra, and carried unanimously. PAGE 2 DECEMBER 4, 1995 NEW FIRE DEPARTMENT EMPLOYEES Fire Chief Jerry Dooiey reported there are two new members of the Jeffersonvllle Fire Department and they are Rusty W. Hall and John J. Jones. The two new members were sworen in this morning and would like for the Board to approve their hiring. Director Matra made the motion to officially hire on the Jeffersonville Fire Department Rusty W. Hall and John J. Jones, seconded by Director Lakeman~ and carried unanimously. JEFFERSONVILLE FIRE DEPARTMENT PROMOTIONS AND RETIREES Fire Chief Jerry Dooley reported that two Firemen retired as of December 1, 1995 they are Richard Broy and Charles De Ark. Chief Dooley said due to the retirements there will be promotions, he presented them to the Board and they are: Charles Knight from Private to Sergeant, James Johns from Private to Sergeant, Douglas Sneed from Lieutenant to Captain~ David Hosea from Sergeant to Lieutenant, David De Ark from Sergeant to L~eutenant, and Steve Case from Captain to Major, beginning December 4, 1995. Director Matra made the motion to approve the promotions recommended by Fire Chief Dooley as created by two retiring Firemen, seconded by Director Lakeman, and carried unanimously. (see copy) '~ ACTION ON TABLED REQUEST FOR GREATER CLARK SCHOOLS Sandy Lewis~ Attorney representing Greater Clark School System and Dr. David Pu!!lan, is here to discuss the Oakridge Drive property at Arby~s Resturant. Ms. Lewis said they were here in July of this year and would like for he City to accept Oakridge Drive as a public roadway. After much discussion Mayor Parker asked Engineer Lanz to take a look at this, and table it until next week~ SEWER TAP IN Charlotte Coffee, 5710 Hamburg Pike is requesting a sewer tap in. Ms. Coffee received a letter from the Health Department giving her 30 days to get on the sewers system. City Attorney explained the Bank will probably not loan money on the house until this is done. City Attorney Gillenwater explained what she could do rather, then tap onto the sewers lines~ is to fix the septic tank. EMERGENCY REPAIRS ELECTRIC TRANSFER SWITCH AT SPRING ST. STATION Wastewater Treatment Plant Manager Kendall Coleman reported the electric transfer switch at the Spring Street Station needs repairs° The estimated cost is around s4,000o00 to be paid for out of the Repair and Replacement fund. Director Lakeman made the motion to allow Mr. Coleman to pay for the necessary repairs out of the repair and replacement catagory~ seconded by Director Marra~ and carried unanimously. PAGE 3 DECEMBER 4, 1995 REPLACEMENT OF TELEMETRY SOFTWARE Wastewater Treatment Plant Manager Kendall Coleman is requesting to replace the Telemetry Software that is used for alarm systems monitoring at all our remote locations and the lift stations and treatment facility. Manager Coleman said it will have to be replaced in different phases and he would like to have approval to begin with Phase I and Phase II reprograming of rugged systems at Spring Street, 10th Street and Mill Creek Lift Stations, and rugged software at the treatment facility. The estimated cost is $2~,~0 will be paid for through the repair and replacement fund° Director Lakeman made the motion to approve the requests from Manager Coleman, seconded by Director Marra~ and carried unanimously. Mayor' Parker said the City council has appropriated $5~000.00 for decorating the Overlook for a contest the Star of Lousivllle is having in the month of December. Parks Superintendant Rick Elliott will take the challange and will be working with David J~]llius. Administrative Assistant Donna Baird explained the contest. DUNCAN AVENUE AND 14TH STREET SANITARY SEWER-STORM SEWER SEP. PROJECT Jorge Lanz, representing Jacobi Toombs and Lanz presented the Board with a bid for the Duncan Avenue and 14th Street Sanitary Sewer-Storm Sewer separation project. Mr. Lanz received 7 bids and the lowest received is from Irish Park, for $14,460.00. Director Lakeman made the motion to allow Mr. Lanz to award the bid to Irish Park, seconded by Director Matra, and carried unanimously. (see copy) COMPLAINT ON EASTBROOK BLVD. City Attorney Mike Gillenwater received a call from Alan Webb, 3132 Eastbrook Blvd. complaining about a semi-truck parked at 3133 Eastbrook Blvd. with the motor running anywhere from 30 minutes to 4 hours, and a lot of times late at night. Mayor Parker asked Chief Elder to take care of this. PIPE COLLAPSE REPAIR Mayor Parker asked City Engineer Bob Miller to read a letter about a pipe collapse repalr at Cane Run that Engineer Miller sent to the U.S. Army Engineer District Louisville requesting the 36" sewer be cleaned out by their contractor as part of the levee culvert replacement proJect.(see copy) CHRISTMAS TREE COLLECTION City Services Coordinator Les Kavanaugh brought to the Boards attention that the Dlstrlct Board is in litigation with Crlstiani and we will be on our own with the Christmas Tree collection. Coordinator Kavanaugh is asking what we are going to do about recycling Christmas trees. Mayor Parker said to talk to the Solid Waste District Attorney Roger L~.ndsey to see if he has an input on th[s. D~CEMBER 4~ _1_995 NEW POLICE OFFICER Police Chief Charles Elder needs the Boards approval for replacement of Larry Jorden with Christopher Patrick Ueding effective December 1, 1995. Director Lakeman made the motion to approve the hiring of Christopher Patrick Ueding as the new Police Officer, seconded by Director Matra, and carried unanimously. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:15a.m., seconded by Director Matra, and carried unanimously. In Fax 812-285-6468 RE' Pipe Collapse Repair Flood Levee Str 166+50 Jeffersonville, Indiana Dear Colonel Grieco: It has come to our attention that the existing 36-inch pipeline which carries low flows passing through the culvert under the levee at Cane Run has become blocked in its upper reach by silt and debris. Apparently, this situation is a result of the collapse of the metal pipes which have been removed, which allowed the backfill to be washed through and perhaps silting up the 36- inch. We respectfully request that this 36-inch sewer be cleaned out by your contractor as part of the levee culvert replacement project. This will result in a complete, functional system which will operate as it did prior to the collapse.
