and on' Call of the roll those members present were Mayor Raymond J.
Parker Jr., Sewage Collection Office Director Jim Matra,
Administrative Assistant Donna Baird filled in for Personnel and
Safety Director Harold Lakeman in his absence.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Sewage Office Manager Bob Goldman, Police Capt. Danny Rodden,
Fire Chief Jerry Dooley, Maintenance Manager Mike Ewton, Animal
Shelter Director Ed Voyles, Administrative Assistant Donna Baird, and
Clerk Alice Davis.
Director Matra made the motion to approve the minutes of the meeting
of November 13 1995 as presented, seconded by Member Baird and
carried unanimously, with the followi~g~o~rect~ion, The Landsburg Cove
Subdivision Letter of Credit amount was wrong, the correct amount will
be $193,895.00. ~' ....
Director Lakeman made the motion to approve the~ayrolls as presenfed,
seconded by Director Matra and carried unanimously.
STREET CLOSING
Phillip Gueltzow of Bohemann Service Co. is requesting No Parking on
Locust Street next to the Post Office for the lnsta~lation of air
conditioning units. Mr. Gueltzow said he cannot give the exact date
today, he will know more tomor~Qw. The. time will be probably from
noon until 3:00 or 4:00pm. Mayor Parker asked Capt. Rodden to
coordinate this with Mr. Gueltzow and the Fire Department and they
will be using barracades to block off the area. Member Baird made the
motion to approve the blocking off of the parking area along side of
the Post Office, seconded by Director Matra, and carried unanimously.
CHIPPEWA DRIVE SANITARY SEWER-STORM SEWER SEPARATION PROJECT
Jorge Lanz, repreSenting Jaco~f/ ~oombs and L~z~ill be awarding the
bid for Chippewa Drive Sanitary Sewer-Storm Sewer Separation Project
to the lowest bidder which is Reschar Construction for S42,655.00 to
begin at the first of the year and last 45 days. Director Matra made
the motion to approve the bid to Reschar Construction, seconded by
Member Baird and carried unanimously.

CitY Engineer Bob Miller has a request for a street light at Bob
Lanums house in Golfview. Engineer Miller took a look at this and he
recommends having one installed. Director Matra made the motion to
approve the street light at 2014 & 2012 St. Andrews Road, seconded by
Member Baird, and carried unanimously.

4-WAY STOP AT LAKEWOOD BLVD. AND SAVANAH DRIVE IN FOXBORO
City Engineer Bob Miller has a request from Mrs. Holly in the Foxboro
Subdidvision to put a 4-way stop at the intersection of Lakewood Blvd.
and Savanah Drive. Engineer Miller had Capt. Schmidt from the Police
Department take a look at this and he agrees it warrants a stop sign.
Mayor Parker said the Police Chief needs to be aware of this and let
him check with Capt. Schmidt and then report back to the Board next
week.
EXTEND THE YARD WASTE PROGRAM '~
City Englneer Bob Miller at the ~eq~est of Street Commissioner George
Trembly would like to have the Yard. Waste Program be extended until
December 15, 1995. Director Matra made the motion to approve the
request for extens~on of the Yard Waste Program until December 15,
1995, contingent upon the Council's approval, seconded by Member
Balrd, and carried unanimously. ~
PROCESSING OF TWO NEW EMPL6YE~ ~
Fire Chief Jerry Dooley is requesting the Boards approval to process
two new employees they are, John ~ones and Rusty Hall. There is also
two Firemen retiring as of December 1, 1995 they are, Charles DeArk
and Richard Broy. Director Matra made the motion to approve the
processing of two new employees,

expressing his appreciation fo~ t~e cooperative attitude of Bill Gavin
and his crew with the Building Commission for helping us to comply
with the requirements. (see copy) ~
BENSINGER BUILDING
Building COmmissf~er Blll Gavl~ ~Showed a video of the Bensinger
Building on Spring Street which is owned by William Allen Wright. The
video showed theres no back to the building Just a front, bricks are
falling oh the sidewalk leaning toWards the street. The balcony on
the second floor is falling down, the concrete floor is caving into
the basement leaving big holes in the ground which is very dangerous.
The Top Hat Bar was on the left and The Elks Club was on the right.
The video was taken on Saturday November 18, 1995 with the help of the
Fire Department who provided the sn0rkle truck. Mayor Parker said we
need to have City Attorney Glllenwater serve a notice on Mr. Wright.
Commissioner Gavin needs approval to proceed with asking the Council
for funds to have the building taken down and have the basement filled
in. Director Matra made the motion to allow our Building Commissioner
to proceed with the demolition of 246 Spring St. because it is a
liability and with the assistance of our City Attorney and take means
that is necessary, seconded by Member Balrd, and carried unanimously.

There being no further business to come before the Board of Public
Works and Safety, Director Matra made the motion to adjourn at
010:05a.m., seconded by Member Baird, and carried unanimously.

Dear Mayor Parker,
I would like to take this opportunity to express my appreciation
for the cooperative attitude of Bill Gavin and his crew with the Build-
ing Commission. We did not always get what we wanted, but the attitude
was one of helping us to comply with the requirements. It is refreshing
to see government working with people instead of demanding obedience.
I feel it is important to recognize good people doing a good job.
We love our new location at 6101 Hamburg Pike and will be planning an
open house in early spring of 1996. We invite you and any of your peo-
ple to visit us at any time.
