OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY SEPTEMBER 25, 1995 ........
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call ~6~ thee rol~ those'memb~rs-~sen~ were: Mayor Raymond J.
Parker Jr., Sewage Collection Office Director Jim Matra,
Admimistrative Assistant Donna Bal~" f%~la~ln for Personnel and
Saftey Director Harold Lakeman in his absence due to illness.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George TremblY, City Attorney Mike
Gillenwater, Sewage office Manager Bob Goldman, Police Capt. Danny
Rodden, Fire Chief Jerry Do01ey, Maintenance Manager Mike Ewton,
Animal Shelter Director Ed Voyles, City Services Coordinator Leslie
Kavanaugh, Parks Superintendent Donnie Poole, Assistant Superintendent

Director Matra made the motion to approve the minutes of the meeting
of September 18, 1995 as presented, ,seconded. by Member Baird and
carried unanimously.. . ..~ ,...
City Attorney Mike Glllenwater presented a~ claim for Richard and
Dorothy Blackburn, they live off of Hopkins Lane. They had damage
done to their van when going over. a manhole. Attorney Gillenwater has
some o~ ~h~lr estimates and they would like to be reinbursed.

liable for this, they have signed a release if we will pay them
$340.75. Attorney Gillenwater recommends to the Board to approve this
to settle the matter. Director ~Marra made the motion at the
recommendation-o{'~he City Attorney to pay the claim for M~'. and Mrs.
Blackburn, seconded by Member Bair~.

Mayor Parker, explained the bids will be taken under advisement and
the recommendations will be brought back to %he Boa'rd next'week.
CDL DRIVE~
Street Commissioner George Trembly is requesting for a .25 cent per
hour increase for Calvin Oliver who is assigned to the Sanitation
Department, and has completed his first phase of training. He has his
CDL license. Director Matra made the motion to approve the request of
Street Commissioner Trembly, to give Calvin Oliver a .'25 cent per hour
increase for his CDL license, seconded by Member Baird, and carried
unanimously. (see copy)
CDL LICENSE CLASS
Street Commissioner George T,rembly said they have tentively set up
October 18, 1995 for al~l CDL drivers it0 attend a CDL class which will
be required by Federal law. Starting January 1,1995 we will go
into the drug and alcohol t~stl~program required by Federal
Government. There will be a one hour class that will be conducted
here for the CDL drivers a~d~ two hour ciass for the Supervisors.
SHUTTLE SERVICE FOR THE ELDERLY

Board to get information on starting a shuttle
is appearing before the

getting them back and forth to the grocery store: City Attorney
Gillenwater explained if Mr. Bond is"charging them for this service he
will need a permit from under ou~' Taxi Cab Ordinance, that would
qualify as a cab service. There would be an annual fee for this
permit. Mayor Parker said he would also need approval from the Police
Department.

APPEAL AGAINST LOUISVILLE BARREL
Mr. Herman Sommerville, representing the roup aga n t e ~uis%i~le
Barrel is appearing before the Board to appeal the decision that
Building Commissioner Gavin gave a building permit to Louisville
Barrel. Under the building code section 150.072 outlines the right of
appeal. Ordinanqg~.877.9~-5~.also covers this,.it was. passed 7-7-87.
Mr. Sonnerville stated, this ls~d~r 6~'~6~l-notification of appealing
the Building commissioners building permit for Louisville Barrel.
City Attorney Gillenwater stated for the record, he did not receive
the .notice until Just before the meeting today. He' told 'M~.
Sommerville he Wg~d ..be back w~th him later t~dgy regarding
proceedures.- Attorney Gillenwa~er stated '%h~ 'an~ notice of appeal
would have to be in writing ~o ~% f6~h a~y ~n~"all ~rounds which he
has for the appeal, any reasoning behind that, we will be required to
give notice to the Louisville Barrel Co. as the person that would be
adversely effected by this appeal. We could possibly have.a hearing
next week. Attorney Gillenwater stated for the record that the City
has not had one since he. has been C%ty Attorney, and the Ordinances
are a little vague on what the proceedures a~e, we Would have to
establish'some pr~c~ed~r~S base~ on due~proCe~s' and those'~typeS of

JOHN KENYON EYE CLINIC .,, ........ .~
Diane Swank, representing The ~ulpepper Group explained the agreement
the City has with John Kenyon Eye Clinic on RK ~surge~Y]--The c°st lZ
Sl,940.00 and the discount to the City employees makes it $1,600.00
for both eyes or $800.00 per eye for all employees and now their
spouses. Ms. Swank explained .~ey are now offering LK surgery which
corrects farsighted vision. The cost for LK is $3,600.00 and the
discounted cost to the City employees is S3,000.00 or Sl,500.00 per
eye for all exployees and their spouses. The City will pay the same
amount for LK as they do for RK for Public Safe~y employees. All
other employees will be eligible for the discounted prices. MS'. swank
will bring the contract to the Board meeting next week.
UNITED WAY
Administrative Assistant Donna Baird reported the United Way Campaign
is getting ready for the kick off and there will be a luncheon for all
Department Heads and a guest on Thursday October 5, 1995.
DEDICATION OF THIRD SECTION OF FOXBORO
City Engineer Bob Miller reported that he was asked to inspect the
third addition of Foxboro for dedication into the City at the request
of Alan Conner and Terry Thom. Engineer Miller said he inspected it
and recommends to take the third addition of Foxboro into
Jeffersonville. Director Matra made the motion to approve the
dedication of the third addition of Foxboro into the City, seconded by
Member Baird, and carried unanimously.

Building Commissioner Gavin stated that he would like to thank Mr.
Conner, he has been very cooperative with us in correcting several
situations when we asked him to.
LEAF DISPOSAL
Street Commissioner George Trembly reported that Rumpke will be doing
curb side pickup of leaves in paper yard Waste bags or 33 gallon
containers for October and November there will be no $1.00 tag, or
take leaves to the compost center, 5217 Utica Ptke at no charge, dump
either paper or plastic bagS and reuse. Commissioner Trembly has a
list of 6 commercial places here and around town that will come to the
yard and mulch and throw it away, they can' call in the office and we
can give them the number Over the telephone, c0mis§ioner Trembly Said

PLANT GENERATOR REPAIR ~ ~ · '
AsSistant Superintendent' Wast ewat er Treatment plant Director Joe
Goergen is requesting approVal to have the plant generator repaired at
a cost of $1,597.12. Member Baird made the motion to approve the
repair of the generator, seconded by Director Matra, and carried
unanimously.
There being no further business to come before the BOard of Public
Works and Safety Director Matra made the motion to adjourn at
10:00a.m., seconded by Member Baird, an_~d Carried unanimous~.
