Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Police Capt. Gary Woods, Fire Chief Jerry Dooley, Maintenance Manager Mike Ewton, Animal Shelter Director Ed Voyles, Parks Superintendent Rick Elliott, Wastewater Treatment Plant Director Kendall Coleman, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of August 28, 1995 as presented, seconded by Director Matra and carried unanimously. Dlrector Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. SEWER TAP-IN ~-' Debble McDonald, representing Louisville Barrel Co., 6213 Gheens Mill iRoad ls requesting a sewer tap-in. Wastewater Treatment Plant ..~ Director Kendall Coleman explained what Ms. McDonald needs to fill out for the sewer tap-in permit. Mayor Parker said there has to be an investigation before the permit can be given. Director Coleman said he would not be able to bring his recommendations back to the Board until September 18, 1995. Director Coleman asked if the construction permit has been filed for? Ms. McDonald stated "it has been filed and approved by the State." Ms. McDonald questioned the investigation saying that they are being discriminated against because the City does not require this investigation for other tap-ins. City Attorney Gillenwater said with Louisville Barrel's well publicized reputation warrants a more stringent sdreening'. Ms. McDonald asked if this is up to this Board or it from 'IDEM? The city has an Ordinance that regulates the type of discharges, and pre-treatment program, our restrictions are more restrictive than the~ State requires. Director Coleman explained what the proceedures are. Ms. McDonald asked where she would find' this particular Ordinance? City Attorney answered in the Clerk-Treasurer Office. Ms. Mc'~dnald said she has ~asked for it and she has not been provided with anything she's asked'for. Mayor Parker said who did you ask? Ms. McDonald answered Mr. Gillenwater, Planning. Attorney Glllenwater said he ~would like to state for the record that "this is Tuesday morning, the Labor Day weekend and Friday afternoon la're Ms. McDonal~d~and her Attorney Bradley Dillon stopped by ~, his offic~ and provided him'with ~ public re'cord request, and we did Ihave a brief conversation, it' was not an'extended conversation and i I've not had time between Friday afternoon and Tuesday morning at 9:37 - · a.m. to get any information, so I Just want the record clear that I've PAGE 2 SEPTEMBER 5, 1995 not denied you any information." Manager Coleman said for the record, "you did make the request and I tried to fax a copy of those forms to you, and if you would check your answering machine back at work you will find out that I left a message notifying you that we had an incorrect fax number and fax wasn't working properly". Ms. McDonald stated "she did check her answering machine and she did get the message."There was more discussion on this. Mayor Parker said we want to do whats in the best interest of the Citizens of this Community and if it necessitates doing an investigation~ then we are going to do that we have to do the best in the interest of the City. If that is tha general concensus of the recommendation of the City Attorney and the Wastewatar Treatment Dlrector that's what we will do. Does the Board have any comments on this? Director Matra stated "he thinks we need to taka City Attorney's advica on this." Director Matra made the motion to allow at the racommendation of City Attorney Gillenwater and Plant Director Coleman to make sure to do a basic investigation to make the determination if there is any problems that would prevent Louisville Barrel from tapping into our sewer system~ seconded by Director Lakeman, and carried unanimously. PERMIT FOR HORSE AND CARRIAG~ Krlsti Bivens, 401 Louann Court, Jeffersonville is requesting a permit for her horse and carriage to drive a Wedding couple from Christ Gospel Church on October 28, 1995 at 7:00 P.M. to their car at the Kmart. Ms. Bivens said she will use the shoulder of Highway 62. Director Matra made the motion to allow permission to use her horse and carriage in the area, seconded by Director Lakaman, and carried unanimously. TRAILER ORDINANCE Street Commissioner George Trembly is requesting that a trailer ordinance be approved by the Board. There are problems of trailers being parked on City street for months at a time. Georga said this is strictly on City property. Director Lakeman made the morion to approve the Ordinance amending parked vehicles on City streets, seconded by Director Matra, and carried unanimously. (see copy) STOP SIGN AT PARK PLACE AND CRESTVIEW Police Capt. Gary Woods raported on the stop sign at Park Place and Crestview. Capt. Woods said he talked with Chief Elder on this and after an investigation this request was denied. PARKING PROBLEM AT 717 E. MARKET STREET Police Cap~. Gary Woods reported on the parking problem at 717 E. Market Street. Capt. Woods said that this was taken care of by Street Commissioner Trembly with the curb being painted yellow. PAGE 3 SEPTEMBER 5/ 199~5 3-WAY STOP AT SPORTSMAN AND RIDGEWAY DRIVE Police Capt. Gary Woods reported on the 3-Way Stop at Ridgeway and Sportsman Drives said that Lt. Monihon resides in that area and he is conducting a survey with the neighbors and getting enough information as to how many accidents we have worked in this area, the traffic flow number, and he is getting the survey together to give to the Board at a later date. DISABLED CARS IN THE 700 BLOCK OF E. MAPLE STREET Police Capt. Gary Woods reported on the disabled cars in the 700 block of E. Maple Street. Capt. Woods said that Capt. Schmidt has taken care of this. OVERHAUL CEDARVIEW LIFT STATION Wastewater Treatment Plant DirSctor Kendall Coleman is requesting approval from the Board to repair the Cedarview Lift Station for S1,~06.60, this does not include the electrical work. Director Matra made the motion at the request of Kendall Coleman from Wastewater Treatment Plant to repalr the Cedarvlew Lift Station, seconded by Director Lakeman, and carried unanimously. Wastewater Treatment Plant Director Kendall Coleman announced that the Vac Jet Truck has been delivered, we ~eceived it last Friday. There will be a weeks training of all our operators. Also the pump for Mill · Creek pump station has arrived Wastewater Treatment Plant Director Kendall Coleman said that requests for quotes have been sent out for repairs of 8th & Meigs Avenue. STREET LIGHT City Engineer Bob Miller the alley at 334 Mechanic street lights in alleys. said he has a request for a street light in Street. There was discussion about putting This was tabled. PEOPLE CITED Street Commissioner George Trembly said that in the next 3 weeks Bill Gavin and himself has cited 6 different people to appear at this meeting for failure to do one thing or another. CITY AUCTION Maintenance Director Mike Ewton said the City Auction will be on Saturday September 30, 1995 at EMC Wastewater Treatment Plant. If anyone has anything to put in the auction see Mike Ewton or George Trembly. Crums will be doing the auction. PAGE 4 SEPTEMBER 5, 1995 Police Capt. Gary Woods said because of the parking complaints concerning the Steamboat Days Capt. Schmldt is putting up signs describing when, where, and how they can or cannot park. Mr. Herman Sommerville who is representing a group of Business owners and Citizens of Silvercreek industrial area where the Louisville Barrel Plant wants ~o build. Just wanted to bring a couple things to the Boards attention before the next meeting. They have a long history of problems in Louisville and Jefferson County with air pollution to the effect that the air board assessed them with f%nes of S2,5~ each day as of April 1, 1995 so they decided to close down instead and to move to this area. Mr. Sommervllle continued to discuss the incidents and what was put in the sewer lines. Mayor Parker asked Mrs Sommerville To get with Mr. Coleman, we want to do as thorough an investigation as we indicated at the first parr of this meeting, on all the facts and everything that can help us make a declsion on what to do, and any information or any help that you can give Mr. Coleman or the City Attorney we would appreciate.
