MONDAY JULY 3~, 1995
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~
and on call of the roll those members present ~ere Mayor Raymond J.
Parker Jr~ Sewage Collection OffiCe Director Jim Marra~ Police Chief
Charlee Elder filled in for Personnel and Safety Director Harold
Lakeman~ in his absence.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller~ Street Commissioner George Trembly, City Attorney Mike
Gillenwater, Sewage Office Manager Bob Goldman~ Maintenance Foreman
Mike Ewton, Fire Chief Jerry Dooley~ Animal Shelter Director Ed
Voyles, City Services Coordinator Leslie Kavanaugh~ Parks
Superintendent Rick Elliott, Administrative Assistant Donna Ba~rd~
Wastewater Treatment Manager Kendall Coleman, and Clerk Alice Davis.
Director Matra made the motion to approve the minutes of 'the meeting
of July 25, 1995 as presented, seconded by' Member Elder and carried
unanimously.
Director Marra made the motion to approve the payrolls as pr'esented,
seconded by Member Elder and carried unanimously.
PEDDLER'S PERMIT
Police Chief Charles Elder' reported on the Peddler's Permit request
for Alfred Mason, Chief Elder said he did a background check on Mr.
Mason and he recommends to grant him the permit. Director Matra made
the motion to approve the Peddler~s Permit, seconded by Member Elder
and carried unanimously.
RESIDENTIAL PARKING 503 CRESTVIEW
Fire Chief Jerry Dooley reported on the residential packing at 507
Crestview. Chief Dooley said he does not recommend granting the
residential parking because of the fire trucks going through that

Tony Elzy appeared before the Board to find out what the answer was to
his being here before concerning the landscape box. City Engineer Bob
Miller said he left a message at his home. Bob said the box is 18"
into the right of way on 10th Street. Mayor Parker said they could
not enforce it because of the right of way belonging to the State and
it extends beyond the sidewalk where the landscape box

PROGRAM AT FARM BUREAU
Animal Shelter Director Ed Voyles said they want to showcase cats and
kittens at the Farm Bureau on Spring Streets in hopes of adoption for
these ar~imals~ We will use some of our etaff from the Shelter and
some volunteers. Director Voyles said he would like for City Attorney
Mike Gil!enwater write tip a release to protect the City. Director
Matra made the motion to approve the program suggested by Animal
Shelter Director Ed Voyles to have a showcase of animals at the Farm
Bureau for a designated time he shall tell the Board at a later dater
seconded by Member Elder~ and carried unanimously.
SEWAGE PROBLEM
Gu~ Voyles, American Boat and Yacht, 2~1 Wall Street ham a sewage
problem, he did not appear before the Board, this was tabled.
RAILROAD AND 9TH STREET
City Engineer Bob Miller reported that at 9th and BFW Blvd~,
Indianapolis and Louisville Railroad Company is going to put in a
croes there, which will eliminate about 6 bad crossings in the City.
Bob is requesting permission for them to put in this crossing to
switch to Colgates. Member Elder made the motion to approve the
railroad crossing at 9th and BFW Blvd.~ seconded by Director Matra,
and carried unanimously.
PROBLEMS WITH DOGS ON SHARON DRIVE
Mary Lotze, ? Louise Street is appearing before 'the Board with more
complaints concerning the dogs of Tabitha Rose. Ms. Lotze and several
neighbors said the barking and smell is terrible and they want to know
what the City will do about it. C~ty Attorney Mike Gillenwater
discussed the complaint with them and Mike explained to them about the
citations and how it works. Mayor Parker said that Director Voyles
will direct the Animal Control Officer to give citations every time he
is called to build a better case so we can cite them in. Mayor Parker
asked them to stay in contact with Director Voyles.
EZ EYE ADVERTISING
Mike Cozzin of EZ Eye Advertising reported on and presented pictures
of the benches that Eye Level Advertising has. The pictures showed
how degrading the benche~ are~ they have not been maintained.
Cozzin wants the City to act on this. Mayor- Parker said that Building
Commissioner Bill Gavin said that he agrees they are in a
deterioration state mhd they are haggard looking and are looking b~d.
Attorney Gillenwater s~id he will send him a letter~ or giving him
call. He has compiled with ail other request~ that has been made
him. He will give him a couple of weeks to clean everything up.

IWR ADMINISTRATIVE ORDF~
Wastewater Treatment Plant Manager Kendall Coleman reported that IWR
issued a Administrative Order on June 30, 19957 and there has been
some changes since that order was issued. A Certified Operator has
been hired, to help clairify and clean up some language in the
Administrative Order to provide them with a better understanding of
what is expected. We need to make an addendum to that Administrative
Order. Kendall would like for Attorney Gillenwater to review this and
give his ok. Something we also need to clean up is, in the past
Kendall has been signing all the Administrstive Compliance Order and
in the enforcement response plan they request the Utilities Director
to sign the order. We would like for a City representative sign those
Administrative Compliance Order. Mayor Parker said that Director
Matra would be the one to sign the orders. Director Matra made the
motion to approve the addendum to the IWR Administrative Order,
seconded by Member Elder and carried unanimously.
LETTER
Mayor Parker read a letter from Robert M. Voyles and Laura I. Voyles
commending Bill Gavin and his Staff and City Engineer Bob Miller for
their professional and personal attitude in serving the citizens of
Jeffersonville. (see copy).
PARKING PROBLEM ON BRIM
Police Chief Elder reported on the parking problem on Brim at the Jeff
Nursing Home. Capt. Schmidt investigated the problem artd talked to
Carol Walton Administrator at the Nursing Home, she said she is aware
the builder gave them the lot for their parking but, she was with the
understanding the builder was going to build it for her. She was
waiting for him to clear the lot and rock it. They have been made
aware of the parking problem and ~he would take care of it.
