HomeMy WebLinkAbout06-26-1995MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY JUNE 26, 1995 Sewage Collection Office Director Jim Matra called the meeting to order at 9:30 A.M. in the absence of Mayor Raymond J. Parker Jr., and on call of the roll those members present were Personnel and Safety Director Harold Lakeman, and Fire Chief Jerry Dooley filling in for Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller, Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder, Animal Shelter Director Ed Voyles, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rick Elliott, Wastewater Treatment Manager Kendall Coleman, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of June 19, 1995 as preeented~ seconded by Member Dooley and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Member Dooley and carried unanimously. REQUEST FOR FENCE AT 928 E. 8TH STREET City Attorney Mike Gillenwater reported on the fence at 928 E. 8th Street, Mike said in order to get a permit to put up a fence he should have to show proof of ownership and then go from there. VACATING EASEMENT City Attorney Mike Gillenwater said he spoke with B.C. Construction about vacating the easement in Suburban Acres where they have built a house on 10' of a 80' easement. There is no utilities or drainage there. Mike advised him to get a discription for 10'7 contact an Attorney to prepare a petition for vacating the easement and present it to the Council. EYE LEVEL ADVERTISING City Attorney Gillenwater asked Mike Cozzin to meet meeting concerning Eye Level Advertising. RESIDENTIAL PARKING SIGN with him after the Dwain Gilbert, 218 Locust Street is requesting a residential parking sign because people go to the bingo and park in front of his residence and he has a handicapped person living there. Director Lakeman suggested giving him a handicapped parking sign. Chief Charles Elder said he spoke with Mr. Gilbert and he suggested a handicapped parking sign. Mr. Gilbert also would like to have a residential parking sign because they have 3 vehicles. Chief Elder said he would like to have Capt. Schmidt investigate this and bring his recommendations back to the Board next week. PAGE ~ JUNE ~6~ 1995 PICKETING PERMIT Susan Howerton~ 98?5 Rabbit Hash Rd. SE. Elizabeth~ In. requested picketing permit, did not appear before the Board~ this was tabled. HOMEARAMA BANNER Bob Lynn~ Lynn Builders is requesting to have a Homerama Banner hung as soon as possible and remain hanging during the duration of the Homearama. Director Lakeman made the motion to approve hanging of the Homearama banner~ seconded by Member Dooley, and carried unanimously. SIGN FOR HOMEARAMA AT WILLIES ICE CREAM SHOP Bob Lynn~ Lynn Builders is requesting to have a Homearama sign put up on the easement across from Willies Ice Cream Shop directing people to the Homearama because of construction on the roads. Director Lakeman made the motion to put up the Homearama direction sign~ seconded by Member Dooley~ and carried unanimously. RET THERAPY PROGRAM Yvonne Gentner~ representing Charter at Jefferson Hospital is requesting to involve domesticated animals from a local animal shelter in a therapeutic environment in assisting emotionally impared patients with treatment issues through the provision of care and instruction in the humane treatment of animals. Animal Shelter Director Ed Voyles said this is a very good program. City Attorney Gillenwater said he will prepare some kind of release form for them to sign protecting the City from liabilities. Ms. Gentner's phone number is R84-3400 ext. 39?. Member Dooley made the motion to approve the loaning of animals from the Shelter as long as Mike has release forms made to protect the City~ seconded by Director Lakeman~ and carried unanimously. (see copy) SANITARY FORCE MAIN RELOCATION MIDDLE ROAD AT LANCASSANGE CREEK Jorge Lanz~ representing Jacobi~ Toombs and Lanz Engineers, Inc. is submitting a proposal to relocate 1~0~ of 8" D.I.P. force main at Middle Road Bridge over Lancassange Creek by Irish Park~ Inc. This force main needs to be moved because Clark County is in the process of widening the Bridge. The cost of the relocation to the City will be $~R~8~5.©0. Director Lakeman made the motion to approve the relocating the sanitary force main on Middle Road at Lancassange Creek~ seconded by Member Dooley~ and carried unanimously. (see copy) BUDGETS Director Lakeman said Budgets. He said all need to be given to Mr. that Donna Baird ask him to report on the the budgets have been reviewed and lB copies Lakeman by Thursday June ~9~ 1995. PAGE 3 JUNE 26, 1995 LOUISVILLE DEAF ORAL SCHOOL BIKE RIDE AND RUN Police Chief Charles Elder has a request to close Second Street Bridge on July 8~ 1995 for the Louisville Deaf Oral School Bike Ride and Run from 6:00pm-ll:OOpm. Member Dooley made the motion to approve the closing of Second Street Bridge on July 8, 1995, seconded by Director Lakeman, and carried unanimously. (see copy) STREET LIGHTS FOXBORO SUBDIVISION City Engineer Bob Miller has a request for 10 street lights in the Foxboro Subdivision on Lakewood Blvd. 3221~ 3319~ 3211, 3213, 3201, 2410~ 2416, 2418, 2424, 2426, 3407~ 3405. Savannah Drive 3115, 3119, 3101, 3103. Georgian Way 3122, 3120, 3100, 3101. Director Lakeman made the motion to approve the 10 Street Lights in Foxboro Subdivision, seconded by Member Dooley: and carried unanimously. (see copy) SILO SUBDIVISION City Engineer Bob Miller reported he has a request from Silo Subdivision to have the Contractor's trucks use the street in Vissing Park. Bob talked to Donnie Poole and Rick Elliott about this and it was decided this was not a good idea and to let them go in through Capitol Hills Subdivision with the trucks. DAMAGES PAID Street Department Commissioner George Trembly reported that Charles Shouse who was cited to appear before the Board for damaging City property~ came in before the meeting and paid for the damage. PARADE FOR PARKS DEPARTMENT Parks Superintendent Rick Elliott is requesting permission to have a Parade on July 13 or 14~ 1995 for the Parks Playground participants and Supervisors from the Fieldhouse to Warder Park, also a Police escort if possible with only one lane being used, will be in the morning and will be in conjunction with the awards for the Park Art Program section of the playground which the partictipants make a picture of the Parks. It should entail about 30 or 40 people. Director Lakeman made the motion to approve the parade for the Parks Department, seconded by Member Dooley, and carried unanimously. PURCHASE HOSE FOR JET TRUCK Wastewater Treatment Plant Manager approval to purchase a hose for the Director Lakeman made the motion to hose for the Jet Truck, seconded unanimously.
