MONDAY JUNE 19, 1995
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safet~ Director Harold Lakeman~ and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ City Engineer Bob
Miller, Street Commissioner George Trembly, Sewage Office Manager Bob
Goldman, Maintenance Foreman Mike Ewton~ Assistant Police Chief
Charles Thompson~ Assistant Fire Chief Clifton James Jr.~ City
Services Coordinator Leslie Kavanaugh~ Parks Superintendent Rick
Elliott, Administrative Assistant Donnm Baird, Wastewater Treatment
Manager Kendall Coleman, Clerk and Treasurer C. Richard Spencer Jr.~
and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of June 18, 1995 as presented, seconded by Director Matra and carried
unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
STREET LIGHT
City Engineer Bob Miller reported on the street light request by Dr.
Spruch at the corner of Mulberry Street and Court Avenue. Bob does
not recommend putting a light there ~he because the lights are too
close together. Bob will call Dr. Spruch in reference to this.
Director Lakeman made the motion to approve the denying of the street
light for Dr. Spruce at Court Avenue and Mulberry Street~ request that
the C~ty Engineer call him explaining the circumstances, seconded Yby
Director Marra~ and carried unanimously.
LANDSCAPE PROBLEM Al 415 E. lOTH S]REET
City Engineer Bob Miller reported on the landscape problem at ~15 E.
loth Street. Bob said they went out and measured the flower box and
~t is protruding 18" onto the loth. Street easement. Bob and George
do no recommend closing the street to truck traffic~ Bob said it is
Mr. Elzy's problem. D~rector Matra made the motion to deny any
traffic change on lOth Street at Watt and advise Mr. Elzy ·that he is
18" out into the City easement, seconded by Director Lakeman~ and
carried unanimously.
HIRING OF NEW FACILITY MANAGER
Wastewater Treatment Plant Manager Kendall Coleman presented the new
Assistant Facility Manager Mr. Joe Goergen.
REINBURSEMENT FOR ELECTRICAL COSTS
Wastewater Treatment Plant Manager Kendall Coleman reported on the
reinbursement for electrical expenditures. (see copy)

USE OF CITY OWNED LOT UNDER KENNEDY BRIDGE BY GOHMANN ASPHALT
Mark Anderson representing Gohmagn Asphalt is requesting the use of
City owned lot under the Kennedy BFidge during the work being done on
1-65. He would like to park a few~vehi~les and maybe a trailer there.
Mayor Parker said he talked to Carroll Gowens about this and he sees
no problem, he has a specific location he would like for you to use.
George and Bob said they sep no prqblpm as long as they clean it up.
Mr. Anderson said that Mr. Gowens wants them to stay on the Northside
but, they will be doing the work on the Southside of the Bridge.
Mayor Parker said he will coordinate this with Carroll Gowens and get
back with him. Director Lakeman made the motion to approve the
parking of Gohmann Asphalt vehicles during the construction of 1-65
and the exact location to be discussed with Mr. Anderson~ Carroll
Gowens and Mayor Parker today, seconded by Director Matra, and carried
RESIDENT PARKING
Greg Short, 41~ E. Maple Street is requesting a resident parking
sign, he did not appear before the Board, this was tabled.
SOLICITOR'S PERMIT
Mark Eldridge~ representing Southwestern Book Company is requesting a
Peddler's Permit to go door to door selling book subscriptions. Clerk
Spencer said he may be exempt from the fee and to go to the (]ounty
Auditors Office, if not then the City can issue the Peddler's Permit
D~rector, Lakeman made the motion to approve the peddler~s permit,
seconded by Director Marra~ and carried unanimously.
9~8 E. 8TH STREET
Street Commissioner George Trembly said that Bil,t Gavins Office had a
request from someone to put up m fence uploo proPerty known as no
man's ]and" it's an unplotted section at the end of Pratt to 8th
Street where it tees of~, it used to be Wood A1;ey. Mayor Parker said
he would like to have City Attorney M~ke Gillenwater take a look at it
before doing anything about it.
GLENN MUNCY CITED BY BUILDING COMMISSIONER,S OFFICF
Mayor Parker read a letter from Building Commissioner,s Office citing
Glenn Muncy to appear before the Board of Public Works and Safety on
Monday June 19, 1995 to show just cause for not properly maintaining
the exterior on the property at AI? E. Maple Street. Mayor Parker
said that Mr. Muncy is late on paying $3?0.00 to the City for removing
debris at the rear of the property. Mr. Muncy said he cleaned up the
property yesterday~ had paid someone to clean it up, but they skipped
town with the money. I~e also ask if they could waive the $370.00, but
Mayor Parker said he trys to work with everybody, but there is nothing
he can do to waive the cost.

RETIRING POLICE OFFICER
Assietant Police Chief Charles Thompson reported that Officer Larry
Jorden will be retiring in August. He has had 83 years with the
City.
STREET LIGHTS
City Engineer Bob Miller has requests for street lights at two
different locations. They are two lights on Waverly Road at 1511 and
1525, also one at 1009 Brunswick. Bob said he recommends to have
these street lights installed. Director Matra made the motion to
approve the two street lights on Waverly Road and one on Brunswick~
seconded by Director Lakeman~ and carried unanimously.
VACATING AN EASEMENT
City Engineer Bob Miller reported that B.C. Construction Co. is
requesting vacating an easement: they have put a foundation on an
easement. Bob called the engineers for PSI, Telephone Co.,
Cablevision, to see if we could vacate this easement, they decided
they would not need this easement for utilities. Bob~s recommendation
is to vacate this easement~ but if there is any cost to vacate it,
like legal fees, architech~ Bob wants the Contractor pay for it.
Mayor Parker said he would like to defer this until Mike Gillenwater
can check on this. Bil~ Gavin said this would have to be advertised,
and has to have Council approval. Table until next week.
DRIVEWAY RAMPS IN ROLLING FIELDS
Street Commissioner George Trembly reported they have started a
massive paving project in Rolling F~elds. George said the milling
machine is taking the driveway ramps out and the City cannot afford to
put the ramps back in. They are illegal because the water does not
flow through the gutters. George said he ~ust wanted the Mayor to be
made aware of this because he will be receiving calls on this.
Mayor Parker said that the Parks Board took action last week
temporarily making Rick Elliott Acting Superintendent for the Parks
Department and Donnie Poole the Assistant~ on a temporary basis, this
is at the request of Donnie.
DISCHARGE DEBRI FROM THE VAC TRUCK
Wastewater Treatment Plant Manager Kendall Coleman reported that with
the delivery of the Vac Truck, we had to find a location to discharge
the debris so they are building a concrete pad at a cost of $8,?00.00
to come out of Capital Improvement. Director Lakeman made the motion
to approve the concrete pad at a cost of $~?00.00, seconded by
Director Matra, and carried unanimously.

There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to ad~ourn at
lO:OOa.m., seconded by Director Marra, mhd carried unanimously.
