TUESDAY MAY 30, 1995
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
mhd on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Marra.
Also present were: City Engineer Bob Miller, Street Commissioner
George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager
Bob Goldman~ Maintenance Foreman Mike Ewton, Police Chief Charles
Elder, Fire Chief Jerry Dooley, Animal Shelter Director Ed Voytes,
City Services Coordinator Leslie Kavanaugh, Parks Superintendent
Donnie Poole, Administrative Assistant Donna Baird, Wastewater
Treatment Manager Kendall Coleman~ Clerk and ]reasurer C. Richard
Spencer Jr., and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of May BS, 1995 as presented, seconded by Director Matra and carried
unanimously.

STREET CLOSURE IN EASTBROOKE 3 FOR HOME EXPO
Bob Lynn representing Bob Lynn Builders is requesting closing Childers
Drive in Eastbrooke III at 9:00am on Wednesday June 88~ 1995 for the
final paving and for the start of 1995 Home Expo which is taking place
between Friday July ?, & July 16~ 1995. Mike Gillenwater says he sees
no problem with this. Director Lakeman made the motion to formally
give Mr. Lynn permission to close Childers Drive during the ~95 Home
Expo starting June 88~ ~995 and reopening on Monday July 17, 1995 at
9:00 am , seconded by Director Marra~ and carried unanimously.
Bob Lynn representing Bob Lynn Builders is requesting that Mr. Paul~
Wandruk, who lives at BOO? Gardner Blvd. be put on City sewers. Mr.
Lynn explained that he has given Mr. Wandruk easments so he can hook
on the sewer lines. Mr. Wandruk appeared before the Board on January
B3,1995 to stay on the septic system. Mike Gillenwater said he told
Mr. Wandruk if there were no complaints he could stay on the septic
system if there was he would have to hook onto the sewer line. Mike
said this is considered a complaint. Also if he is within 300' of a
sewer line it is State law he needs to hook on. Director Lakeman made
the motion to direct City Attorney Mike Gillenwater to have Paul
Wundrak~ BO0? Gardner Blvd. hook onto the City Sewer Line because it
is mandatory if it's within 300~ per statutory law~ seconded by
Director Marra~ and carried unanimously.
FAMILY SUPPORT AND DRUG FREE WEEK-EN~
Phil Ellis is here to get final approval for Drug Free Weekend, June
8, 3, & 4. Phil said they are going to have a ~ireworks display with
Mr. Bill Loeffler. Mr. Loeffler explained they wilt have the
f~reworks beginning ab 9:30pm on Friday June 8, 1995, rain date will
be Saturday June B, 1995 at 9:BOpm. The show will last about 15 or 80
munutes, Mr. Loeffler is asking permission to close the area of the
venue which will be Pennsylvania Avenue both on the North and South
ends so we can properly set up the fireworks safety zone keeping the
crowd out. We also have ID'S which the V.I.P. will be worn by Phil
Ellis and the other will be worn by our Staff the US Traditional Crew.
Those ID'S will be limited to 5 people. Mr. Loeffler said after the
show is over it will about 45 minutes to 1 hour to clean up. Phil
said the area they are asking to be closed is Pennsylvania Avenue
boarded by the softball park~ the Wastewater Treatment Plant. Mayor
Parker asked if they have insurance~ Bill said in order to receive the
permit which has been secured~ you have to have a copy of the actual
venue the show itself, and the copy of your insurance certificate to
get an approval from the State Fire Marshal,s Office. Chief Dooley
said he has gone over all the necessary papers and everything is good.
Director Matra made the motion to approve the various reguests by Mr.
Etlie ~ Mr. Loeffler to pursue all the necessary requirements,
seconded by Director Lakeman~ and carried unanimously.
!~ANDICAPPED PARKING SPAC~
Mayor Parker has a request from Mable Coleman, 519 E. Market Street
requesting for a handicapped parking space in front o~ her home.
Mayor Parker said there is not a charge for this sign. Director Matra
made the motion to approve the handicapped parking space at 519 E.
Market Street, seconded by Director Lakeman, and carried unanimously.
Mayor Parker asked George Trembly to take care of putting up the sign.

City Attorney Mike Gillenwater said we would take these under
advisement and bring the recommendation to the Board next week.
LETTER
Mayor Parker received and read a letter from Mitt Clayton~ Greater
Clark County Schools thanking the Fighters and Police Officers for a
fine job they have done in helping with different accidents with the
school buses. (see copy).
TAXI CAB PROPOSAL
City Attorney Mike Gillenwater said he wants to make the Board aware
that he gave Mr. Spencer's Office a proposed redraft for a t~axi Cab
regulation in Ordinance form for the Council to consider~ and this
will be on the agenda for next weeks Council meeting. Mike has sent
to the other Towns and Cities in the area.
PSI EASEMENT
City Engineer Bob Miller received a call from Jeff Dom representing
PSI is requesting to use part of a City easement that goes to Jessie
Ballew's property to lay 8000 volt electric line. We have a 80'
easement, if they stay 6' away from our force main~ Bob sees no
problem with this~ and Kendall agrees with th~s. City Attorney Mike
Gillenwater said if we are going to put restrictions on this we need
to have this in writing. Bob said he would send them a letter.
Director Matra made the motion to approve for PSI to use part of the
City easement~ seconded by Director Lakeman~ and carried unanimously.
PURCHASE OF BOD INCUBATOR
Wastewater Treatment Plant Manager Kendall Coleman is requesting the
Board's approval to proceed with the purchase of a BOD Incubator. The
incubator will be used for BOD laboratory analysis. Kendall
recommends the City purchase model number CMS #~99-766~ Equatherm BOD
incubator with mechanical convection at a cost of $2,740.00. Director
Lakeman made the motion to approve the purchase of the BOD incubator
for $B,740.00, seconded by Director Marra~ and carried unanimously.

THANK YOU
Administrative Assistant Donna Baird thanked all the Department Heads
who helped with the Eddie Rabbitt concert on Saturday May 27, 1995.
There being no further businees to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
lO:15a.m., seconded by Director Matra, and carried unanimously.
