Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder, Fire Chief Jerry Dooley~ Animal Shelter Director Ed Voyles, City Services Coordinator Leslie Kavanaugh, Assistant Parks Superintendent Rick Elliott, Administrative Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of May 15, 1995 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. RIGHT TURN LANE AT 12TH AND WALNUT STREETS Police Chief Charles Elder assigned Capt. Dave Schmidt to check on the right turn lane at 12th and Walnut Streets and he has not gotten back with him. Street Commissioner George Trembly reported that he and Capt. Schmidt checked on this and it is staked out now. George said instead of 2 lanes there will be 3 lanes, the right lane being a turning lane going East turning South. Director Lakeman made the motion to approve to continue the process of doing the various lane markings for the intersections of Walnut and 12th Streets at the recommendation of Chief Elder and George Trembly~ seconded by Director Marra~ and carried unanimously. CRUSADE FOR CHILDREN ROADBLOCK Melissa Jeffries representing Jeff Jaycees is requesting a roadblock for Crusade for Children on Friday June 2, 1995 from 3:00-6:00pm and Saturday June 3, 1995. from lO:O0mm-2:OOpm. Director Lakeman made the motion to approve the roadblock for Melissa Jefferies, seconded by Director Matra, and carried unanimously. KNIGHTS OF COLUMBUS TOOTSIE ROADBLOCK Skip Leonard representing Knight of Columbus is requesting another date for the Tootsie Roll Drive roadblock, the first date was rained out. Skip is requesting for Saturday June 10, 1995 from lO:OOam-8:OOpm, with the locations at Dutch Lane and Hamburg Pike, and the intersection at Ice Cream Willies. Director Lakeman made the motion to approve the roadblock for June 10, 1995, seconded by Director Marra~ and carried unanimously. PAGE 8 MAY 28, t995 1995 CAPITOL IMPROVEMENT Wastewater Treatment Plant Manager Kendall Coleman submitted the 1995 Capitol Improvement and his recommendation to the Board is to approve it. Kendall said there is a mistake on page 5 on the total 1995 expenditures treatment facilities of $2,800.00 are correct. The mistake made on that is the Collection System should be lift station $14,500.00 not $20,000.00 for a total repair of $17~300. Director Lakeman made the motion to approve the specified Capitol Improvement from EMC~ Kendall Coteman~ Wastewater Treatment Plant seconded by Director Matra, and carried unanimously. BUDGETS Administrative Assistant reported the budgets should be in so we can get the meetings started with the Council. ELECTRICITY AT THE BOAT DOCKS Building Commissioner Bill Gavin showed a picture that Ken Morris took at 8:00am of 2 men from Kentuckiana Yachts in a small boat going to a crusier at the foot of Spring Street just about to go over a power line with 100 AMPS that was under water and still turned on, Mr. Morris turned the breaker off. Bill said that someone is going to get electricuted down there and that is why it is dangerous to have electric running to boats when the water is high. Bill said he wanted the Board of Public Works and Safety aware of this situation. STREET LIGHTS City Engineer Bob Miller has requests for 2 street lights at 303? and 3035 Pebblebrook. Also a request for a street light at the intersection of Gardner and Holman's Lane. Director Matra made the motion to approve the 2 street lights on Pebblebrook and the one light at the intersection of Gardner and Holman's Lane~ seconded by Director Lakeman, and carried unanimously. TIRE PICK-UP Street Commissioner George Trembly reported that we lost the people who picked up tires. We will have to quit picking them up at the curb until we find someone else. Mayor~ Parker asked Kendall if he had any ideas. Kendall said he~ would check around. George will let us know next week if he found out anything. MOWER AND PUMP Wastewater Treatment Plant Manager Kendall Coleman is asking for approval to purchase a 90" finishing mower from Parish Farm Equipment who had the low quote of $8,550.00. Also would like the approval to purchase an Aurora 613A Pump for the Mill Creek Pump Station, the pump cost $1t7793.00, other costs for the concrete flanges~ delivery~ parts that have to be machined to get that piece of equipment to line up properly and etc. The total cost will be approximately $14~500.00. Director Lakeman made the motion to approve the various purchase items for EMC the Wastewater Treatment Plant, seconded by Director Marra~ and carried unanimously. PAGE 3 MAY 88, 1995 Mayor Parker reported on the first Concert in the Park, the Jeff High Concert Band performed it was a great success. Next week Commonwealth Brass Band. TRAFFIC PROBLEMS Mr. Rasheed, 1708 National Avenue appeared before the Board with a serious traffic problems. Mr. Rasheed said there are a lot of activities that are bringing the traffic there, he went door to door talking to the neighbors they would like to have speed bumps on the street or put up fences on the property, because people are cutting through their property coming from the liquor store, and are going fast, someone sideswiped a car and knocked down a mailbox, they are afraid someone will be hurt seriously or be killed. Mayor Parker said some of the things that Mr. Rasheed is asking we are restricted from doing as for as laws are concerned, like speed bumps, putting fences up on property. Mayor Parker said what we will do is to ask Chief Elder to send one of his Officers to survey the problem and meet with Mr. Rasheed. Chief Elder said he has already discussed this with him, concerning the parked car being hit, they have a suspect and are getting ready to get a warrant for his arrest. Chief Elder said he will be talking to his traffic officer and they will be checking on speeding on that area. 220 E. MAPLE STREET Mayor Parker asked Mike Gillenwater about the demolition of the house at 220 E. Maple Street. The quote exceeds the amount that is in the budget fund. The lowest quote is for $9,200.00 and the fund has only $?,000.©0 in it. Mike said he could get a Court Order to have her tear it down or we could go with a Special Appropriation. Bill Gavin said the low bid he received could go over if asbestos is involved. Mayor Parker asked if they could test the house for asbestos before they demolish it, the cost would be approximately $300.00. Mayor Parker asked Mike to go ahead and start the Court proceedings. Mike said he will call her one more time and talk with her. There being Works and Safety, lO:05a.m., seconded no further business to come before the Board of Public Director Lakeman made the motion to adjourn at by Director Matra, and carried unanimously.
