HomeMy WebLinkAbout05-15-1995MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY MAY 15, 1995 Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: City Engineer Bob Miller~ Street Commissioner George Trembly,. City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder, Fire Chief Jerry Dooley, Animal Shelter Director Ed Voyles~ Parks Superintendent Donn{e Poole, Administrative Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman, and Clerk Alice Davis. · Director Lakeman made the motion to approve the minutes of the meeting of May 8, 1995 as presented, seconded by Director Matra and carried unanimously. VOSS CLARK ADMINISTRATIVE COMPLIANCE ORDER Wastewater Treatment Plant Manager reported on the Voss Clark Administrative Compliance Order that was taken under advisement from the March P?, 1995 Board of Public Works and Safety meeting when it violated its permit for Arsenic and Copper in samples collected between January 1~ 1994 and February BS, 1995. Kendall said that Voss Clark installed a clairifier and the April samples collected shows no violations, what they did was successful. Kendall recommends to lower the amount of the fine from $11~000.00 to $5~500.00, but in the next 6 month period~ if there is any type of violation either related to arsenic concentration or what so ever, they wiii be required to pay the other 50'/. of the fine. Mayor Parker said he thinks this is a fair recommendat ion. ~ Director Matra made the motion to follow the recommendation of the Treatment Plant and Mike Gillenwater to fine Voss~ Clark in the amount of 50Y~ of the $11,000 fine that was originally suggested and if anything happens no matter how small in the near future then we will recover or fine them the remainder of the 50'/,. The time limit will be at the end of October. Kendall said he wants to emphasize that this recommendation and agreement does not constitute a waiver~on any other requirements and responsibilities of Voss Clark to meet the discharge permit. -Mayor Parker said we want to send them a letter notifying them what the results are and what you stipulate so they will~ know that it wiii have nothing to do with the other, seconded by ~Director Matra and carried unanimously. RAGE 8 MAY 15, 1995 RESIDENT CONCERNS TO CLAYSBURG DRUG PROBLEM~ Councilperson Andrew Williams came before the Board to discuss the problems that a resident of Greenwood Apartments has had trying to get the Police to respond to her calls. Andrew explained the things that Sherri Marble has gone through to help the neighborhood to rid the area of drug dealers. Ms. Marble explained to the Board the problems she has had getting help with the drug problem and would like more support from the Police Department on her calls. Mayor Parker said that he appreciates her coming in today and it's commendable of you especially with your circumstances that exhist with your family and trying to raise 3 children, we realize there is a problem and it has been there for a long time. Police Chief Charles Eider said she has already met with Asstistant Chief Thompson and they are aware of the problems in the Greenwood area and will do the best they can to help her. STREET ~LOSING~ Police Chief Charles Elder is requesting for approval for street closings for the Eddie Rabbitt Concert on Saturday May 2?, 1995. They are Riverside Drive from Wall St. West to Pearl St., Spring St. from floodwall South to Riverside Dr.~ the alleys on South side of floodwall between Wall St. and Pearl St., entrances to Riverbank from Riverside Dr. East and West of the overlook Dock owners enter at Clark St. Director Lakeman made the motion to approve the street closings for the Eddie Rabbitt Concert, seconded by Director Matra, and carried unanimously. (see copy) RIGHT LANE TURN Street Commissioner George Trembly wants a police check at 12th and Walnut Streets concerning a right turn lane only. Also George received a call from Bill Locke asking about the No Parking signs along Charlestown Avenue across from his residence there are only a couple left. Mr. Locke is requesting to have the signs back up. Ed Voyles said there were No Parking signs to free up that lane of traffic if the fire truck came up Crestview and out Charlestown Avenue to Maple Street. Mayor Parker asked George to put the signs back up. SWEEPING CONTRACT FOR 10TH STREET Street Commissioner George Trembly asked for the Board to approve the Sweeping Contract for loth Street with the Indiana Department of Transportation. Director Lakeman made the motion to approve the sweeping contract of loth Street from the Indiana Department of Transportation~ seconded by Director Matra, and carried unanimously. PAGE ~ MAY 15, 1995 LETTER TO THE EDITOR Fire Chief Jerry Dooley read a letter to the editor that the Fire Department Local 558 sent. It said the Fire Department is going to have a Crusade for Children kick-off on May 20, 1995 from ll:00am-3:OOpm at fire Headquarters, 93? Wall Street. The public is invited to participate in this event, there will be concessions, raffles, Ju Ju the Clown, bake sale and all the proceeds will go to the Crusade for Children. Also they will be collecting from May 26-June 4,1995 at various intersection throughout the City. Director Matra made the motion to approve the request by Fire Chief Dooley, seconded by Director Lakeman, and carried unanimously. CLAIRIFIER Wastewater Treatment Plant Manager Kendall Coleman reported that a clairifier valve at the Treatment Plant was repaired last June and it has sheered a pin again. Kendall said they have an Engineering Firm looking into this problem in hopes to design a permanent valve. If it meets Kendall approval we will put it out for bids and it would cost from $20,000-$30,000 for that repair. There are 6-8 valves in the plant. SEWER PROBLEM Wastewater Treatment Plant Manager Kendall Coleman reported that on Charlestown Avenue a section of sewer line has caved in and will need repair near Maple Street School. They are going to wait until after school is out to start the repairs. STOP SIGN Administrative Assistant Donna Baird is requesting that the Stop Sign at the corner of Riverside Drive and Spring Street be temporarily removed for the Eddie Rabbitt Concert on Saturday May 2?, 1995. George Trembly said he would take it down on Friday and put up a temporary sign. REMINDER Administrative Assistant Donna Baird wants to remind everyone about the Chautauqua Festival at the Howard Steamboat Museum this weekend. Ronald Box appeared before the Board today at the request of Bill Gavins Office concerning his father's property at 1013 E. Marker Street. Mr. Box said this is rental property and everything has been cleaned up.
