Parker- Jr. called the meeting to order at 9:30 A.M., and on call of the roi! thoee members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Marred Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, City Attorney Mike Gillenwater~ Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton: Police Chief Charles E!der~ Fire Chief Jerry Dooley, Animal Shelter Director Ed Voyles~ Parks Superintendent Donnie Poole~ Administrative Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman~ and Clerk Alice Davis. Director Lakeman made the motion to approve of April B4 and May 1~ 1995 as presented, and carried unanimously. the minutes of the meeting seconded by Director Matra Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. OGDEN ENTERTAINMENT UPDATE Brian Zander representing Ogden Entertainment preeented a news release to the Board concerning the first event on the Overlook featuring Eddie Rabbitt on Saturday May B?~ 1995 from 4:00pm-?:OOpm ~t the foot of Spring Street. Charge for tickets will range from $5.00-$8.00 to be sold at the Ticket Master and local businesses. Mr. ~ander introduced Steve Gerardi and Steve Sybesma of Sunshine Promotions. Mayor Parker said Administrative Assistant Donna Baird will be the liaison for the City. Mayor' Parker also said there should be another meeting this week with the Department Heads who will be involved. Director Matra made the motion to approve the first entertainment on the Overlook featuring Eddie Rabbitt put on by the Ogden Group~ Saturday May ~7, 1995 from 4:00pm-7:OOpm, with the meeting as far as coordinating the various roadblocks and security insurance etc. to be taken care of at a later date with the Administrative Assistant Donna Baird, seconded by Director Lakeman and carried unanimously. BALE OF lOTH STREET PROPERTY TO THE HOSPITAL City Attorney Mike Gillenwater reported on the sale oF the loth Street property to Clark Memorial Hospital. Mike said that Bill Smith and Jack WaIdrip asked to purchase the property at the loth Street pump station. There is about .6 of an acre being unused outside of the perimeter that is currently being used. Mr. Rich Baird appraised the property for approximately $5~800.00~ Mike has negotiated with them and they will pay $~0~000 for- the property. Director Lakeman made the motion to approve for our City Attorney to pursue the selling of the property belonging to the City to Clark Memorial Hospitel~ seconded by Director Marra, and carried unanimously. City Attorney Mike Gitlenwater said that the Clark Memorial Hospital is a not for profit organization with municipal ownership which wilt permit us to do this without taking bids on it. PAGE ~ MAY B~ i995 BANNER FOR F~CU~ ~,~.~ D=RBY Assistant Parks Director Rick Elliott is requesting a banner be placed at loth and Spring Streets for the annual Kids "Free" Fishing Derby on Saturday May ~0~ 1995, 8:30am at the Community Park in New Albany~ Indiana. It is presented by the Clarksville, Jeffersonvil!e and New Albany Parks Departments. Director Lakeman made the motion to approve the hanging of the Fishing Derby banner at the request of the Parks Department, seconded by Director Matra, and carried unanimously. "I SUPPORT FAMILY FESTIVAL" Beverly Anderson representing Hoosier Valley is reporting on the"I Support Family" Festival May i~-14~ !995 on Hoosier Valley grounds~ 1613 E. 8th Street. There will be different events going on. Mayor Parker asked Donna Baird to help M~. Anderson with this event. Director Matra made the motion to approve the "I Support Family Festival"~ seconded by Director Lakeman~ and carried unanimously. REVIEW OF 1995-96 CAPITAL IMPROVEMENT PROGRAM FOR THE WASTEWATER TREATMENT PLANT Wastewater Treatment Plant Manager Kendall Coleman presented to the Board the review of 1995-9~ Capital Improvement Program. Director Lakeman made the motion to approve the recommendations from EMC for 1995-96 Capital Improvement submitted by Kendall Coleman, seconded by Director Marra~ and carried unanimously. ALTERNATIVE BIO SOLIDS DISPOSAL METHODS Wastewater Treatment Plant Manager Kendall Coleman discussed the alternative bio solids disposal mebhod options. After discussing the options Kendall requested from the Board to allow him until July 31, t995 on the pasturization option. Director Matra made the motion to allow Kendall Coleman until July 31~ 1995 for a report on the p~sturization option~ seconded by Director Lakeman~ and carried unanimously. PASTEURIZATION EMC is investigating new technology that may be a very cost effective method for the treatment and disposal of biosolids. This option involves the pasteurization of the biosolids. The end product would be classified "Class A" biosolid as defined by th~ USEPA. This type of product would be considered as exceptional quality (EQ), and would meet low-pollutant, and Class A (virtually absent of pathogens) limits, and have a reduced level of degradable compounds that attract vectors (rodents, insects, etc.). EQ biosolids are considered a product that is virtually unregulated for use, whether used in bulk, sold, or given away in bags and other containers. This product would hhve potential for enhancing soil through its nutrient value, in the landscaping and gai-dening markets. The biosolids produced at the Jeffersonville facility is considered "Class B" biosolids, which meets the same low-pollutant concentration (PC) limits as EQ biosolids, but only meet the Class B pathogen reduction and/or are subjected to site management practices. Unlike EQ biosolids, PC biosolids may only be applied in bulk and are subject to general requirements. EMC believes that the future potential of marketing this product will be significant. EMC would like to explore this option in more detail and submit a report of findings to the City by July 31, 1995. Class A biosolids can be sold or gtven away to the public. RABBITT's 15 albums have gartered 25 ~1 cotmtry hits and 8 Top 40 pop hits, With music ranging from classic country to catchy pop, from moving ballads to toe-tapping bluegrass, RABBI]Ts unique style of mnsic is universally appealing. Ticket prices for the concert will range icom $5 to $8 and will be available at all Ticket Master cullers as well as Clark County merchants beginning May 13. The show is being jointly produced by Ogden Entertainment Services and Sunshine Promotions of Fishers, Indiana, that also produces shows at the Deer Creek Amphitheater in Noblesville, Indiana and the Palace Theater in Louisville. The concert is the first of several events being planned by Ogden Entertainment Services to be conducted at The Overlook during 1995. Officials of Ogden Entertainment and Sunshine Promotioas plan to meet today with Jeffersonville representatives to begin discussing details of the event.
