Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roil those members preeent were Mayor Raymomd J. Parker Jr.~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton~ Police Chief Charles El'der, Fire Chief Jerry Dooley~ Animal Shelter Director Ed Voyles, Parks Superintendent Donnie Poole, Administrative Assistant Donna Baird~ Wastewater Treatment Manager Kendall Coleman, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the payrolls ae presented~ seconded by Director Matra and carried unanimously. JEFF/GRC LITTLE LEAGUE PARADE Jeff/GRC Little League is requesting Friday June 9, 1995 starting at ?:OOpm Avenue to 'the Jeff Library, and then Police Chief Elder said he ~ould like Mike Pope representing the permission to have a parade on fram Graham Street down Court disperse behind the Library. ~or Mike to get permission to use the rear of Maple Street School to line up at~ it would be safer for the Children because of the Bar at the corner. Mayor Parker asked Mike to stay in touch with Chief Elder. Director Lakeman made the motion to approve the parade for Jeff/GRC Little League on Friday June 9~ 1995 at ?:O0pm, seconded by Director Matra, and carried unanimously. POLICY CHANGE Animal Shelter Director Ed Voyles is requesting 'the Board to approve a change in 'the ordinance 78-0R-43~ which says to hold the animals for 3 calander days, 'this should be changed to read 3 business days~ Director Lakeman made the motion to make it a policy as of today offically to allow 3 business days rather than 3 calander days as the Ordinance 78-0R-43 previously stated~ seconded by Director Marra, and carried unanimously. AAU ROADBLOCK Mark Windley representing a AAU Basketball Team from the jeffersonvilie area ~s requesting a roadblock to help defray the costs of the team~ Mr. Windley is asking for May 5 & 6, 1995~ those dates are taken. May t9~ BO, ~l~ 1995 will be the dates requested now. The location will be Hamburg Pike and Dutch Lane. Mayor Parker told Windley to get his other locations toge'~her and get in touch with Administrative Assistant Donna Baird. Director Lakeman made the motion to approve the roadblocks for AAU Basketball Team tentatively set for May 1~, ~0~ ~1~ 1995 to be coordinated with Administrative Assistant as well ss the Police Chief for the locations and the times, seconded by Director Marra, and carried unanimously. PAGE L~ MAY ! , i995 POLICE PROMOTIONS Police Chief Charles Elder is asking for the Boards approval for promotions. Lt. Dennis Sumler has retired as of todays replacing his rank. Chief Eider is asking the Boards approval to promote Sgt. Rick Ashabranner to Lt. and Cpl. Joe Grant to Sgt.. Director Matra made the motion to approve request of the Police Chief to elevate Rick Ashabranner to Lt. and Joe Grant to Sgt.~ seconded by Director Lakeman~ and carried unanimously. NEW POLICE EMPLOYEE Police Chief Charles Elder is requesting the Boards approval to the hiring ~f another Officer~ Chie~ Elder is recommendirlg Robert Earl McGee IV as the new Police Officer, taking effective immediately. Director Lakeman made the motion at the request of the Police Chief~ to hire effective today same as the promotions, Robert Earl McGee IV position as an Officer of Jeffersonville Police Department~ he paesed ail testing~ interviews etc. to fill this position, seconded by Director Marra~ and carried unanimously. RENEWAL RUMPKE CONTRACT Street Commissioner George Trembly reported that we need to renew the trash contract with Rumpke, the 'Final year for this contr'act~ beginning June 1~ 1995. Mike eaid that this is to excerise our options. George said we ~i!l have to rebid this contract next year. Director Matra made the motion to continue the contract with Rumpke with our option of the 5~ increase~ seconded by Director Lakeman~ and carried unanimously. PROMOTIO~ Waste~ater Treatment Plant Manager Kendall Coleman reported that Tom Edwards~ Facility Superintendant has been promoted~ He has entered into a contract agreement with the City of Sellersburg and Tom will be moving into the Facility Manager position there. Tom has worked for' the City of Jeffersonville for over ~0 yeare~ and the last year was excellent and he deserves the promotion. There are B positions open at the facility. REM t NDER Administrative Assistant Donna Baird reminded everyone~ the 1996 Budgets are due into her office as of today~ so scheduling of pre-budget hearings for this month. There being Works and Safety, 9:55a.m.~ seconded by Director Matra, end carried unanimously. ATTEqT= / ~ ~'~ CL~K AND TRE~RE~~- no further business to come before the Board of Public Director Lakeman made the motion to adjourn at 95-OR I~,. An Ordinance Amending Jeffersonville City Ordinance 78-OR-4:3, establishing that animals shall be kept a certain amount of time. WHEREAS, Ordinance 78-OR-43 requires that impounded dogs without identification tags (licenses) shall be kept for not less than three (3) days. After the three day period has elapsed, these animals shall be placed for adoption or euthanized if their owner's have not claimed them and paid the required fees. WHEREAS, this three day policy could result in an animal being picked up on a Friday and euthanized or adopted out the following Monday morning. Therefore, the owner would have no opportunity to claim an 'animal and pay fees, as the Jeffersonville Animal Shelter has no Saturday hours. WHEREAS, Ordinance 78-OR-43 is ambiguous as to whether animals shall be kept three (3) calendar days or three (3) working days. Therefore, in an effort to prevent the premature disposal of animals before their owners have the opportunity to redeem them, said language should be amended to "three (3) working days". TItEREFORE, BE IT ORDAINED BY TI~E COMMON COUNCIL OF TI~E CITY OF JEFFERSONVILLE TI~AT: The language of Jeffersonville City Ordinance 78-OR-43 shall be amended from "three (3) days" to set forth that animals shall not be euthanized if their owner's have not claimed them and paid the required fees after "three (3) working days." This Ordinance shall be in full force and effect upon it's passage, promulgation and publication in accordance with the law. 1995.
