Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roil those members present were Mayor Raymond J. Parker Jr~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Marco. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton~ Police Chief Charles Elder~ Fire Chief Jerry Dooley~ Animal Shelter Director Ed Voyles, Parks Superintendent Donnie Poole, Administrative Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman~ Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of March 13, 1995 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented~ seconded by Director Matra and carried unanimously. MYRTLE STREET CLEAN UP Building Commissioner Bill Gavin reported he gave Mr. Sweetman 8 weeks to clean up his mess on Myrtle Street. City Engineer Bob M~ller said he went out and looked at the right of way and he doesn't know how to fix the drainage because of a lot of trees, and he needs to talk to the residents in order to get the trees taken down. Bill said that he would follow-up in ~ weeks and bring his results back to the Board. BID OPENINGS FOR SEWER VAC TRUCK It was brought to City Attorney Mike Gillenwater's attention this morning that a bid for the Sewer Vac Truck was sent to the wrong off,ce and was inadvertently opened. After some discussion Mike said to rebid it. Mayor Parker said that they will have to talk to Brown Equipment to see if they want to resubmit theirs or get an affidavit saying that this is ok. Director Lakeman made the motion to rebid the Sewer Vac Truck~ seconded by Director Marra~ and carried unanimously. PROPERTY AT DB© E. MAPLE STREET City Attorney Mike Gillenwater said the property at B20 E. Maple Street is the property we had issued an order for a hearing today that belongs to Patricia Evans. Mike has been in touch with Ms. Evans and today received a certified letter requesting the Board to allow her an extension for one month until April 15, 1995 to solve the problem~ she has someone interested in the property. She has indicated she has received the notice from us by certified mail. Bill Gavin has no problem extending this until April 17~ 1995. M~ke will send this to her in writing. Director Matra made the motion to allow Ms. Evans~ 8B0 E. Maple Street an extension until April 19~ 1995~ in lew of the possibility of the property to be sold and the situation corrected~ seconded by Director Lakeman and carried unanimously. (see copy) PAGE 2 MARCH 20, 1995 YARD SA%E PERMIT Waiter Hayes is requesting a permit to open a flea market in the rear of 218 E. Maple Street on Charles Bliss' property. There will be around 15 booths, on Friday and Saturday from morning to dark. Mike said the area wilt have to be zoned for business. Mayor Parker asked Mr. Hayes to get with Mr. Gavin this week and for Bill to bring his recommendations back to the Board's next meeting. ~NDOR PERMIT Dale Lathery is requesting a Vendor's Permit to open up a barbecue business~ and would like to have a trailer to set around at different places. Mike Gillenwater explained to Mr Lathery how the permit~ GOLDEN LAWN AND L__A. NDSCAPIN~ Mike Smith representing Golden Lawn and Landscaping is requesting to hook onto the sewers at the Maritime Center~ his property is across from the French Quarters Apartment Complex at 2650 Middle Road. Kendall Coleman has no problem with this. Mike Gillenwater explained that the sewer bill will be 50% higher because it's in the County. Mike also explained that he would have to sign a wavier of the right to remonstrate against annexation. Director Lakeman made the motion to give Golden Lawn and Landscaping permission to hook onto the sewers at the Meritime Center contingent upon Kendalls approval, seconded by Director Marra~ and carried unanimously. CLARK ME~RIA~ HOSPITAL City Attorney Mike Gillenwater received a call from Clark Memorial Attorney Bill Smith concerning the property at the old Sewer Plant that Mr. Waldrip got permission to clean off. Mr. Smith is requesting permission to remove the trees and do some excavation on the lot pending the final sale. Director Lakeman made the motion to approve the removal of trees and do some excavation on the lot~ seconded by Director Marra~ and Carried unanimously. EMPL_OYE~B~NEFITS Agent of Record~ Pepper Cooper appeared before the Board to update the Insurance Committee on the Dental Plan~ Life Insurance Plan~ TPA Quotes~ Vision~ John Kenyon H ' Policy. Discounts at Clark Memorial ~osp~tal receives from Humana was lower and pleased with what we have now. The 90 day drug supply has been in effect since August. Pepper and the Insurance Committee are requesting ~o stay with Humana and stay with the same rates~ The employee part of ~he premium payment stays the same~ single dental~ $20.00 add for 'family. Pepper is requesting also to work with the Mayor- to see if we should s~ay at $36~000 or go to $50,000 for Life Insurance per person. Director Lakeman made the motion for Pepper to secure for Hospital~ Dental~ Vision~ and John Kenyon Poticies~ also try to increase life insurance from $36,000 to $50~000, seconded by ' Matra, unanimously. Director and carried PAGE 3 MARCH 20~ 1995 CRUMS LANE LIFT STATION Wastewater Treatment Plant Manager Kendall Coleman reported on last Thursday and Friday the Crums Lane Lift Station experienced some problems~ Metzger Electric is doing some repairs which will cost over $1~000.00. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:15a.m., seconded by Director Marra~ and carried unanimously.
