Parker Jr. called the meeting to order at 9:30 and on call of the roll those members present were Mayor Raymond J. Parker Jr.~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gmvin~ City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater~ Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton~ Assistant Police Chief Charles Thompson~ Assistant Fire Clifton James~ Jr.~ Animal Shelter Director Ed Voyles, Assistant Parks Superintendent Rick Elliott, Administrative Assistant Donna Baird~ Wastewater Treatment Manager Kendall Coleman~ Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of February R?, 1995 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion tp approve the payrolls as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded by Director Matra and carried unanimously. WORK PROGRAMS Marilyn Edwards~ representing Bridgepoint Center explained to the Board what the work programs have to do with the State Impact Program with the Welfare Reform Program of Indiana. Bridgepoint received a contract from the State last July to provide services under the Impact Program. Ms. Edwards said there are packets that she would like for all Department Heads to pick up after the meeting that will answer a lot of questions. Ms. Edwards explained what the program does for people who receive Welfare Benefits. Ms. Edwards is working with Administrative Assistant Donna Baird on this program. EASEMENTS Building Commissioner Bill Gavin talked with Mr. Kamenar about property he bought from Conrail in 1987~ he discovered the drainage pipe belongs to the City, and would like to sell the easement for the pipe to the City. Mayor Parker suggested that Mr. Kamenar meet with City Attorney Mike Gillenwater after the meeting on 'this. GIRL'S AAU BASKETBALL ROADBLOCK Debbie Waggoner is requesting a roadblock for the Girl's AAU. Basketball team. Ms. Waggoner would like to have Middle Road and Allison Lane~ Charlestown Pike and Holman~s Lane on Saturday March 1995 from 9:00am-~:OOpm. Allison Lane and Middle Road is in 'the County. Director Lakeman made the motion to approve the roadblock for the Girl's AAU Basketball team at Holman's Lane and Charlestown Pike seconded by Director Matra and carried unanimously. PAGE B MARCH ~ 1~5 STREET CLEAN UP Ann Morris is speaking for James R. Smith about the clean up problem on Myrtle Street. Ms. Morris presented a drawing of the property and also showed pictures of the yard. Ms. Morris said Building Commissioner Biii Gavin has been there before~it gets cleaned up for a while and then Mr. Hack puts junk there again. Ms. Morris said that Riley Hack is the owner and his son Larry Hack lives on the property. There is also a drainage problem that runs under a trailer on the property of Mr. Sweetman. After much discussion Bill said that in order to get this cleaned up it will have to be a court order Mayor P . ar~e~ would like for Bill to send some corrospondence to Mr. Hack and also would like for City Engineer Bob Miller to check on the drainage problem and bring back his recommendation. SEWER PROBLEM ON SHARON ~RIVE City Engineer Bob Miller reported there is a sewer problem on Sharon Drive, with raw sewage on top of the ground and he recommends to the Board to have this fixed right away. Bob said he has 4 quotes and they are as follows: iRISH PARK total around Cornetl Harbison Southern Indiana Reschar Construction $?~500 plus material $9,500.00. $11~000.00 $11~000.00 $15,000.00 Bob said the lowest quote is Irish Park. Director Lakeman made the motion to approve the recommendation of our City Engineer Bob Miller for the work on Sharon Drive, Irish Park had the lowest quote with the City furnishing the materials~ seconded by Director Marra~ and carried unanimously. , Mayor Parker said he the tremendous job especially Assistant over and did a terrific job containing the fire~ the Commissioner, Street Commissioner, Police Department were and everyone chipped in and got the job done. Mayor Parker he would like a brief accessment to the Board from departments. The first from the Fire Department: Assistant Fire Chief James said that they recevied a call at 4:SOam~ they had to call in Clarksville~ New Albany~ and Louisville Fire Departments at no cost. We had responses from Red Cross, Salvation Army~ Tarn Bus to assist us~ along with our City Departments~ George Trembly and his crew~ Bill Gavin~ Police Department which really helped, it made our' job a lot easier. We had to call in some outside agencies~ they were Padgett~ Mr~ Nichols from Charlesto~n. We had two trucks that gave us problems, we had to call in a mechsnic who came on the scene to work. Assistant Chief James said that with the way the buildings are all built together~ he thought all the Departments did a great job of containing the fire and he thinks they did the best they could~ ~ would like to commend the various Departments for they did during the major fire we had on Sunday~ Fire Chief Butch James who was there and took Building all there said that different J PAGE 3 MARCH 6~ 1995 Assistant Police Chief Charles Thompson said their main objective was to keep the people away~ help bring in the Police Detectives and the Arson Investigators Randy Leverett and Major Clark Miles. Charley said they are waiting for the autopsy to identify the body. According to the Police Department the Fire Department did a professional job and he would like to commend them. Building Commissioner Bill Gavin said the thing he was concerned about was the second story walls, which were tore down for safety reasons~ the first story could maintain it self. There were walls that were in very bad shape. Mayor Parker said Bill did a good job as for as he is concerned. Bill said there are still some walls that might have to Main Street Director Jim Urban said he would like to commend everyone who was involved in the fire. He said his job is to work with downtown businesses and either assist in starting new bussiness or whatever. As a community and a private sector we can come together and build new buildings on that corner with new bussiness. Mayor Parker said it was a landmarks they are very old buildings, Jim said they were built in the 1880~s. Jim also said he would like to see if any part of the buildings can be used again and not have to be torn down, if not maybe some of the architectual features can be reuse them. Street Commissioner George Trembly said his department was there about 6:00am~ to put up barracades to try and block sight seers, took a tractor to move items so they could get closer to the building before the walls started falling down. George talked to Jim Urban about the bricks in the street, Historical wise they want to keep them. We talked to Ned Pfau and took two truck loads of bricks to store on his property. We have a truck downtown now and we are trying to get Maple Street cleaned up. We are not going to try to get Spring Street cleaned until Mr. Gavin and the Police are finished. We are going to leave the side walk on Maple Street with rock so people won't go near the building. Until the final determination of what we are going to do with the building, we will have to clean it up or if they decide to take down the walls then whoever gets the contract will have to clean it up. George said that Maple Street is clear now and could be open to traffic. Mayor Parker announced there wilt be a public hearing on Tuesday March 77 1995 at ?:OOpm concerning the Greenway at the Ken Ellis Building. Mayor Parker said that he would like for the City Engineer be there~ it is not mandatory for any of the other Department Heads to be there unless they want to. PERMIT TO TRANSPORT OVERSIZED BOATS Personnel and Safety Director Harold Lakeman reported that he received a fax from Jeff Nash~ from Kentuckiana Yachts requesting the yearly oversized boat transport permit. Director Lakeman made the motion to approve the oversided boat transport permit for one year, seconded by Director Marra~ and carried unanimously. P, G~.. a MARCH 6~ 1995 STREET LIGHTS City Engineer Bob Miller reported that Thornton's Oil Company is building a service station on West Court Avenue and is requesting permission to take down ~ street lights, they will be using there own lights. Also at 9th. & Spri'ng Streets a street light is falling down and needs to be removed~ there is enough lights nearby to take care of the lighting. Director Matra made the motion to approve the removal of 2 street lighte at the new Thornton Oil Co. on West Court Avenue and also at 9th & Spring Streets~ seconded by Director Lakeman~ and carried unanimously. TRANSFER WITHIN THE VEHICLE MAINTENANCE DEPARTMENT BUDGET Vehicle Maintenance Foreman Mike Ewton is requesting a transfer within the Vehicle Maintenance Department Budget for a .25 salary adjustment for mechanics who successfully obtain their CDL License, to be taken from line 117 overtime to line ~112, 113~ 114,115, in the amount of $520.00, total amount of $2:080.00. Director Matra made the motion to approve the transfer at the request of Mike Ewton for .25 salary adjustment for CDL License contingent upon the Council's approval~ seconded by Director Lakeman and carried unanimously~ City Clerk Treasurer Dick Spencer said that in reference to Mike's transfer the Council has requested in the past that we transfer in a quartley basis, if anyother Department has any transfers they should be put on the transfer list for the next meeting. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:~Sa.m.~ seconded by Director Marra~ and carried unanimously.
