Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller, Street Commissioner George Trembly~ City Attorney Mike Gillenwater~ Maintenance Foreman Mike Ewton~ Police Chief Charles Elder, Fire Chief Jerry Dooley~ Animal Shelter Director Ed Voyles, Parks Superintendent Donnie Poole, Administrative Assistant Donna Baird~ Waetewater Treatment Manager Kendall Coleman, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the of February ~?~ 1995 as presented~ seconded carried unanimously. minutes of the meeting by Director Matra and Director Lakeman made the motion to approve the payrolls as presented~ seconded by Director Matra and carried unanimously. UNIT ~ FIRE TRUCK Fire Chief Je~ry Dooley reported that he has received a written estimate value from Metro Fire Service, Inc. Louisville~ Ky. for the Unit 4~ Seagraves. Chief Dooley is requesting that the truck be put in the next auction. Director Lakeman made the motion to approve the request by Fire Chief Dooley to put Unit 4B up for auction at the next available time~ seconded by Director Marra~ and carried unanimouly. SEWER EASEMENT IN ARCTIC SPRINGS Nathan Grimee representing Jacobi~ Toombs and Lanz presented a copy of sewer easement in the Market Street Reconstruction Phase II Pro~ect~ Nathan exlained about the outfall of the sewers to Arctic Springs and the manhole is under the driveway and the sewer line is under the corner of Bob Ehringer~s house and they need to get an easement from Mr. Ehringer and Indiana-American Water Company. Nathan is requesting for approval from the Board for the easement. Attorney Gillenwater said that the State will pay for 80~ of the cost of thie construction~ but they will not pay for the acquisition of the right of way to put the pipe line in. The lots have been appraised~ and the easement is worth $1,500.00 a foot and pay for the shed that will have to be taken out and also a guarantee that if one of the adjacent trees die~ we would replace the trees. Director Matra made the motion to approve the process to continue on with the acquisition of the property for Phase ii of Market Street~ seconded by Director Lakeman~ and carried unanimously. RENOVATION PAGE FEBRUARY AT COWMAN BUILDING 1995 Jim Urban~ representative of Main Street reported that Main Street owne the Cowman Building on Spring Street next to Heuser Hardware. There are some constructual conditions that need to have some work done on the front wall. Jim is requesting permission to inclose the sidewalk for construction scaffolding and use the parking lane for predestrian pass through, starting in about two to three weeks. Director Lakeman made the motion to approve the start of the renovation of the Cowman Building at the request of Jim Urban~ seconded by Director Marra~ and carried unanimously. LETTER OF CREDIT Building Commissioner Bill Gavin has a Letter of Credit from The Community Savings Bank for Landsberg Cove Section B~ it needs the Boards approval for $234~060.00 for a period of one year. Director Lakeman made the motion to approve a Letter of Credit for Landsberg Cove section ~ for $B34,060.00, seconded by Director Marra~ and carried umanimously. ~ LETTER Mayor Parker read a letter from Insurance Coordinatior Suzy Nevitt~ with a reminder that we are having a Insurance Committee meeting in the Mayor's Conference Room on February ~8~ 1995 at tl:OOam. We will be discussing Hospital and Dental insurance. The committee consists of a Department Head and one employee from each Department, the Police and Fire Unions may also send a representative. We will be having several meetings and be sure eomeone from the departments attends one. TAXI CAB ORDINANCE City Attorney Mike Gillenwater has a Taxi Cab Ordinance~ Mike will give a copy to the Board and other departments that are affected by it. Clerk Treasurer Dick Spencer asked Mike about limo services especially since the Derby season is coming upon us. Mike will check on this also. CtJRB CUT Personnel and Safety Director Harold Lakeman received a letter concerning curb cuts by the old Theatre and The Locker Room~ there is no curb cut there~ It is for a man who lives in the Clark Arms Apartment~ <see copy) TNUNDER OVER LOUISVILL. F Police Chief Charles Elder reported during Thunder Over Louisville, we have requested assistance from the Indiana Excise Po!ice, they send Detectives out to walk the crowd~ also requested assistance from the Sheriff's Department. We will probably have another 100~000 people over on our side due to the riverfront construction on the Louisville side. PAGE 3 FEBRUARY ~?, i995 REVISED SPECS FOR VAC TRUCK City Attorney Mike Gillenwater discussed with Kendall Coleman about the new specs for the Vacuum Truck~ Mike recommends to rebid them because of discrepencies in the prior specs, also neither bidder met the specs. Kendall has revised them~ the bids will be advertised and then opened on March 20~ 1995. Director Matra made the motion to rebid 'the vacuum truck, with doing this we are not accepting either of the prior bids, seconded by Director Lakeman, and carried unanimously. STREET LIGHTS City Engineer Bob Miller has a request from Bridgeview Subdivision to put in street lights, there is only one more house in the subdivision to be completed. Director Matra made the motion to allow our City Engineer to proceed with the necessary lighting in Bridgeview Subdivision on an as needed basis~ seconded by Director Lakeman~ and carried unanimously. SPRING CLEAN UP Street Commissioner George Trembly said that he would like to cancel the Spring Clean up, because of what is put in the dumpsters cannot be dumped at the landfills. George said that Harold Lakeman has suggested to take the money allotted for the clean up be used for porta potti's for the Parks Department at different functions. Mayor Parker agreed to this. Street Commissioner have been repaired~ sidewalks. George Trembly reported the parking meter holes and he has also repaired some cracks in the RIGHT OF WAY Street Commissioner George Trembly said that Mr. Sheegog from the Chevron Station on Court Avenue is putting in new pumps and has to dig up the lot~ There is a 100' right of way on Court Avenue and Mr. Sheegog need about 8' more for his lot to get a driving lane so cars can get around the outside of the pump. George and Bob Miller see's no problem with this. MARCH OF DIMES WALK AMERICA Administrative Assistant Donna Baird wants to remind everyone that the annual March of Dimes Walk America wiii be April Bg, 1995 at the Cla:k Forestry~ if anyone is interested contact Donna. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:lOa~m~, seconded by Director Marra, and carried unanimously.
