Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater, Maintenance Foreman Mike Ewton, Police Chief Charles Elder~ Fire Chief Jerry Dooley, Animal Shelter Director Ed Voyles, City Services Coordinator Leslie Kavanaugh~ Parks Superintendent Donnie Poole, Administrative Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman~ and Clerk Alice Davis. Director Lakeman made the of February 13~ 1995 as carried unanimously. motion to approve the minutes of the meeting presented, seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. STOP SIGN REQUEST AT PARK PLACE AND JACKSON STREET Police Chief Charles Elder reported that Captain Schmidt did an investigation for the step sign request at Park Place and Jackson Street and his recommendation is to take no further action on this. GIRL'S AAU BASKETBALL TEAM ROADBLOCK Debbie Waggoner representing girl's AAU Basketball Team is requesting a roadblock on Saturday February 25, 1995 from 9:00am-l:OOpm~ to help defray the costs of going to the games. Police Chief Charles Elder suggested that they have the roadblock at the intersection of Hamburg Pike and Dutch Lane. Director Lakeman made the motion to approve the roadblock for the girl's AAU Basketball Team, second by Director Matra, and carried unanimously. UNIT AB (1953 SEAGRAVES) Fire Chief Jerry Dooley explained the letter he received from Metro Fire Service~ Inc. Louisville~ Ky. concerning Unit qB (1953 Seagraves). Chief Dooley said that it would cost between $2,500-$3~000 to repair it. The costs would be more than the truck is worth. Chief Dooley is requesting to have the truck auctioned off after they strip the truck of all the useable items. City Attorney Mike Gillenwater suggested that they get a letter from Metro Fire Service, Irc stating the worth of the truck before any action can be taken on this. (see copy) PAGE 8 FEBRUARY BI, 1995 MUTUAL AID AGREEMENT Fire Chief Jerry Dooley had a request from City Attorney Mike Sillenwater concerning the Mutual Aid Agreement between the local Municipalities. Chief Dooley had these drawn up and he has a copy of Clarksville~s~ New Albany's and Jeffersonville's~ they need to be signed by the Mayor. After they are signed he will present them to the ]'own of Clarksville and the City of New Albany. Director Lakeman made the motion to approve the Mutual Aid Agreement between the City's of Jeffersonville~ New Albany~ and the Town of Clarksville, seconded by Director Marra~ and carried unanimously. SEWER HOOK-UP REQUEST Clarence L. Elzy~ Sr., B507 Woodland Court is requesting the Boards approval to hook into the city sewer lines. Mr. Elzy lives in the county. City Attorney Mike Gillenwater explained that he will have to sign a wavier to the right to remonstrat. Director Matra made the motion to approve the request of Mr. Elzy to tap onto the City's exhisting sewer lines, seconded by Director Lakeman~ and carried unanimously. COMBINATION VACUUM JET TRUCK BID AWARD Wastewater Treatment Plant Manager Kendall Coleman and Maintenance Foreman Mike Ewton reviewed the bids sumitted by Deeds Equipment and Brown Equipment on the Combination Vacuum Jet Truck. Kendall said that his recommendation came down to service. Brown did not meet all the specs, so Kendall's recommendation is to purchase the model ~110C at a cost of $1~5~878 from Deeds Equipment. Mr. Jim Kater representing Brown Equipment questioned some of Deeds Equipment specs. There was a lengthy discussion. Mayor Parker said that City Attorney Gillenwater suggested to put off making the decision for one week so he can discuss with Kendall some more facts to this situation. Kendall also said that if we would come to the conclusion that one bid had to be thrown out, he would like to go through the bid process again. Director Matra made the motion to table the accepting the combination Vacuum Jet Truck until Mr. Coleman and Attorney Gillenwater have a chance to accept the fact to this particular bid and redo it whenever sufficient time maybe, seconded by Director Lakeman, and carried unanimously. LETTER OF CREDIT FOR LANDSBERG COVE Building Commissioner Bill Gavin received a request on section one of Landsberg Cove for the release of the balance of the letter of credit with the exception of $18,000 until i,the final inspection. Director Matra made the motion at the recommendation of Mr. Gavin and Mr. Miller to release the balance of the Letter of Credit for Landsberg Cove with the exception of $18~000~ seconded by Director Lakeman~ and carried unanimously. PAGE 3 FEBRUARY B1, 1995 Mayor Parker reminded everyone who has not turned in their Goals and Objectives to get them in to Donna Baird as soon as possible. PROPERTY AT 220 E. MAPLE STREET City Attorney Mike Gillenwater reported that he was directed by the Board to institute some action to have the structure at 220 E. Maple Street razed and Mike has prepared a law suit to be filed~ there is a proceedure which can be filed for one last hearing before this Board~ to require the owner of the property to take the house down. Mike is requesting to schedule the hearing on Monday March 20~ 1995 at l©:OOam after the regular Board of Public Works meeting to give the owner one last chance to apply before going to court. Mike has a notice prepared to send to the owner and ask her to demolish the house or for her to be here on March 20, 1995. REMINDER Personnel and Safety Director Harold Lakeman wants to remind everyone that EMC is having a Confined Space Training Seminar on Thursday from ll:OOam-4:OOpm and he encourages any Department Head or Staff that need training to get with EMC. Mayor Parker congratulated Police Chief Charles Elder and his Department for a very professional 5ob they did with the hostage situation on Division Street this past weekend. Mayor Parker also appreciates that the City of Louisville sent a Doctor and negotiator and would like to send a necessary coorespondence to those communities thanking them for their assistance. CLOSING OF STREET Wastewater Treatment Plant Manager Kendall Coleman reported that there will be work done on Penn Street and the street will be closed from 9th-lOth Street on Wednesday February 22~ 1995, all day starting when the morning traffic slows down. MINORITY BUSINESS FAIR Administrative Assistant Donna Baird wants to remind everyone that the Minority Business Fair will be on February ~R~ 1995 from l:00pm-?:OOpm.at the Ramada Inn. T'here being no further business to come before the Board of Public Works and Safety~ Director Lakeman made the motion to adjourn at lO:lOa.m., seconded by Director Matra, and carried u'nanimously.
