OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY DECEMBER 9,1996
In the absence of Mayor Thomas R. Gatllgan, Planning and Zoning
Director Jim Urban called the meeting to order at 9:30 A.M., and on
call of the roll those members present were: Personnel Director Harold
Lakeman, and Safety Director Anthony Harrod.
Also present were: Street Commissioner George Trembly, City Engineer
Bob Miller, Sewage Office Manager Bob Goldman, Police Chief Mike
Pavey, Wastewater Treatment Plant Director Kendall Coleman, Fire Chief
Mike Smith,Building Commissioner Bill Gavin, Vehicle Maintenance
Foreman Mike Ewton, Animal Shelter Director Jim Gillenwater, Assistant
Fire Chief William Davis and Clerk Lynne K~pf~
Director Harrod made the motion to approve the minutes of 11-25-96 and
12-2-96 as presented, seconded by Director Lakeman and carried
unanimously.
Director Lakeman made the motion to approve the claims

RIVERTON TRUCKERS
Victor Oberhausen requested a sewer tap-in in front of the facility.
Director Harrod made the motion to approve his request, seconded by
Director Lakeman and carried unanimously.
CONDEMNATION OF RIVERFRONT PROPERTY
The Notice required under Indiana Law was published in the Evening
News stating that remonstrances to the condemnation would be heard at
this meeting of the Board of Public Works and Safety. A notice was -
also personally delivered to the owners of property being condemned
stating that remonstrances as to the amount of the award would be
heard at this meeting of the Board of Public Works and Safety.
Planning Director, Jim Urban, asked if there was anyone present who
wished to remonstrate with regard to the Rlverfront condemnation or
the damages awarded for the properties condemhed.' 'Nb're~OnStrators
were present. As there were no remonstrators, Director Harrod made
the motion to approve the confirming Resolution, seconded by Director
Lakeman and carried unanimously.
The appraisals for the condemnation were accepted from Patrick Evans
and Richard Wright. The cost of the appraisals was $1,500.00.
Director Harrod made the motion to approve the appraisers, their fees,
and the appraisals, seconded by Director Lakeman and carried
unanimously.

AUTOMATED F~OW METER
Wastewater Treatment Plant Director Kendall Coleman receiVed 3 bids on
equipment needed for new regulations, with the low bid being
$7,926.00,Dlrector Lakeman made the motion to approve the purchase,
seconded by Director Harrod and carried unanimously.
Wastewater Treatment Plant Director Kendall Coleman also asked
approval to repair the pumps at the Middle School Lift Station not to
exceed $3,000.00 per pump. Director Harrod made the motion to approve
repairing the pumps, seconded by Director Lakeman and carried
unanimously.
LANDSBERG COVE
City Englneer Bob Miller requested approval of a Letter of Credit for
the streets and curbs of Landsberg Cove 1st edition and the 2nd
edition binders and entrance. Director Harrod made the motion to
approve this request, seconded by Director Lakeman and carried
unanimously.
City Engineer Miller requested approval of a Letter of Credit for
Mallard Run~ 1st edltlon. Director Lakeman made the motion to
approve, seconded by Director Harrod and carried unanimously.
ALLEY VACATION
After some discussion, City Englneer Miller requested that this be
tabled untll the next meeting while it's being looked into.
PLANT OF THE YEAR
Wastewater Treatment Plant Director Kendall Coleman reported that the
plant received the SIOA Plant of the Year award for 1996.
He also presented a list of emergency phone numbers for the plant.
ASPHALT AND FUEL BIDS FOR 1997
Street Commissioner George Trembly requested approval to advertise
bids. Director Harrod made the motion to approve~ seconded
Director Lakeman and carried unanimously.

NEW EMPLOYEES
Police Chief Mike Pavey asked approval to hire 2 new officers. They
are Mark Daugherty and John Carter. Chief Pavey said they would be
hired by the 16th of December. Director Harrod made the motion to
approve the hirings, seconded by Director Lakeman and carried
unanimously.
LIGHT UP JEFF
Director Lakeman reported for Parks Superintendent Rick Elliott that
the Light Up Jeff was a huge success with 325 people attending, which
is the largest turnout so far for this event.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at 9:45
A.M., seconded by Director Harrod and carried unanimously.

NOTICE TO BIDDERS
Notice is hereby given that the City of Jeffersonville, Indiana ("the City"),
by and through its Board of Public Works and Safety ("the Board"), will receive bids at
9:30 a.m. on Monday, January 6, 1997, for the following:
STREET DEPARTMENT
2,000 gallons primer L-RS2 AET
1,500 tons type B surface mix (picked up at plant)
1,500 tons type B surface mix (furnished and applied) (*)
1,500 tons cold patch (picked up at plant)
4,000 tons crushed limestone (picked up at quarry)
4,000 tons crushed limestone (delivered to various streets, or picked up)
sizes #143 to 8 - #53-63-73-39-11
(*) A minimum of two (2) 10 ton or more rollers will be in operation at all
times during paving projects. Paving will be guaranteed for one (1) year.
Contractor will hold City harmless for damages incurred as result of
contractor's performance of paving work and will name City as additional
named insured on contractor's liability insurance. Contract will provide
copy of current liability insurance policy upon request.
116,000 gallons of lead free gasoline -maximum octane rating of 92,
(R+M)/2 containing no alcohol, ethanol or methanol.
40,000 gallons of diesel fuel meeting specs of D975-81 of the American
Society for Testing and Materials.
(Bidders must be available to go to a fire scene or other emergencies and
refuel lead free gasoline and diesel fuel to emergency vehicles and
equipment).
Specifications for the surface mix are those set forth in the Indiana
Department of Highway Standards Specifications Manual 1985, copies of which are
available in the office of the Clerk and Treasurer of the City of Jeffersonville, Room 421
City-County Building, Jeffersonville, Indiana.
The bids shall be submitted on the form prescribed by the Indiana State
Board of Accounts, together with a properly executed non-collusion affidavit.
Bidders shall file with such bid a certified check or appropriate bid bond,
payable to the City for five percent (5%) of the bid amount.
The right to reject any and all bids is reserved by the Board.
Bids will be evaluated on the basis of such factors as reliability,
productivity and the cost of maintenance and services.
All bids must be filed with the Clerk/Treasurer on or before the date and
time set forth above at the office of the Clerk/Treasurer, Room 421, City-County
Building, Jeffersonville, Indiana 47130. The bids will be opened at the public meeting of
the Board at 9:30 a.m. on Monday, January 6, 1997 in the Mayor's Conference
Chambers, Room 404, City-County Building, Jeffersonville, Indiana.
All items sold by weight will be verified at a State Certified Plant Scale and
by use of standard thickness of application formula.
The City of Jeffersonville does not discriminate on the basis of race,
