Galligan called the meeting to order at 9:30 A.M., and on call of the roll those members present were: Mayor Thomas R. Galligan, Personnel Director Harold Lakeman, and Safety Director Anthony Harrod. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Anne Marie Sedwick, Sewage Office Manager Bob Goldman, Fire Chief Mike Smith,Asst. Police Chief Maynard Marsh,Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike Ewton, Animal Shelter Director Jim Gillenwater, Planning and Development Director Jim Urban, Parks Superintendent Rick Elllott , Wastewater Treatment Plant Manager Kendall Coleman, Wastewater Treatment Plant Assistant Scott Tlmmeran, and Clerk Lynne Kempf. Director Harrod made the motion to approve the minutes of the meeting of July 8, 1996 as presented, seconded by Director Lakemanand carried unanimously. GLENDA MUDD Glenda Mudd sent a letter voicing her concerns about the traffic problems in the Industrial Park area. Mayor Galligan said that he understands the traffic problems in the area but that not much can be done at this time to alleviate the problem. He said hopefully the Inter-City road will eliminate some of these problems. (letter attached). RESIDENT PARKING REQUEST 425 E. MAPLE STREET Resident Charles Brooks requests resident parking. The police department will look into this matter and report back to the board. SCOTT TIMMERMAN OF EMC Scott presented the 1996 Inventory Report for the plant. He also discussed cleaning the oxidation ditches and the inspection of the mixers.Director Lakeman made the motion to approve cleaning the ditches, seconded by Director Harrod and carried unanimously. STREET LIGHT REQUEST Grace Phelps of 1702 Spring Street is requesting a street light or crosswalk for the safety of the children in the area. Asst. Police Chief Maynard Marsh said he would look into this matter and get back to the board. PAGE 2 AUGUST 26, 1996 E-Z EYE ADVERTISING City Attorney Sedwick said the contract doesn't expire until 1997. She needs to talk with Mr. Cousins again. JAMES ALLEN 3109 BRIAN DRIVE Mr. Allen said the street sweeper doesn't sweep in front of his home which is on a dead end. Street Commissioner George Trembly said the gutters would be swept on Thursday. Mr. Allen is also requesting a street light for security reasons. City Engineer Bob Miller said he would go out and measure for one. PERSONNEL MATTER Street Commissioner Geo. Trembly asked for employee Wayne Cash to be given a fifty cent per hour raise as he has received his CDL license, has completed 6 months on the Job and is an outstanding worker. Director Harrod made the motion to approve the raise, seconded by Director Lakeman, and carried unanimously. FIRE DEPARTMENT CHECK Fire Dept.Chief Mike Smith presented State for a ladder truck a check for $375,000.00 from the There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:10am, seconded by Director Harrod, and carried unanimously. MAYOR ~AU~ ~ ~96 09:06AM CVA JEWISH P'~ August 21, 1996 Mayor Tom Galligan 501 East Court Avenue City-County Building Fourth Floor Ee: Industrial Park Area - New Albany/Charlestown'Road Dear Mayor C-sllisan: I am writing resarding an incident that happened to me on Tuesday, August 20, 1996 near the intersection of I-Iighwsy 131 and New Albeny/Charlcstowu Road. While coming home from work around 5:00 p.m., exiting 1-65 at the Ccmentville exit, I crossed over I-~ghway 131 onto New Albany/Charlestown F, oad. I had to stop fight before I approached the railroad tracks because a semi-truck proceeded out of the ~ Industrial park making a left turn block[ns all lanes of traffic. As I sat there, a t~ain approached releasing the railroad track crossing guards. Unable to move, the guards came down upon thc top of my car. I was able to inch back enough so the train could So by, keeping in mind there was traffic in back of me. As I proceeded driving after the train crossed and thc semi-truck moved with the traffic, another semi-truck pulls out from the Industrial Park, again blocking all lanes of traffic. I felt this incident needed to be reported so I called the jeffersonville~ City Police Department who informed me this needed to be reported to Clarksvillc police Department since this was th. fir area. I call the Clarksvili¢ Police Department who said this ncadad to be reported to the Clark County Sheriff's O~ce. At the county police department I spoke to a sentleman by the name of Goodwin. I told him I had written down license numbers of the trailers. Ne said ha would tv/to run the license plate numbers but that wailers are usually leased and if I did not have license numbers from the cab or the names of the trucking companY, it probably would not be very helpful information. I called Mr. Bottorff on August 21st and ~,-plained to him this incident. I-lis suggestion, and I agree, is that more police surveillance be present at this area, especially during p~k traffic times, be it leffersonvilie, Clarkiville, or the Couz~ty Sheri~s departments. This could have b~en a very serious situation. To make matters worse, other drivers were getting ve~ flustrated and ms_king radical decisior~ to get around the senli-trocks adding to this tra~c hazard.
