Galllgan called the meeting to order at 9:30 A.M., and on call of the roll those members present were: Mayor Thomas Galligan, Safety Director Anthony Harrod and City Engineer Bob Miller filled in for Director Harold Lakeman in his absence. Also present were: Deputy to the Mayor Phil McCauley, Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Anne Marie Sedwick, Sewage Office Manager Bob Goldman, Police Chief Mike Pavey, Fire Chief Mike Smith,' Vehicle Maintenance Foreman Mlke Ewton, Anima! Control Officer Mike Gentry, Planning and Development Director Jim Urban; Assistant Parks Superintendent Bev Couts~ Wastewater Treatment Plant Manager Kendall Coleman, Dock Master Ken Morrls~ Clerk and Treasurer C. Richard Spencer Jr., Councllperson John Perkins; and Clerk Alice Davis. Director Harrod made the motion to approve the corrected minutes of the meeting of July 22, 1996 as presented, seconded by Member Miller and carried unanimously. Director Harrod made the motion to approve the payrolls as presented, seconded by Member Miller and carried unanimously. SEWER TAP-IN FOR MARINE BUILDERS David Evanczyk of Ma~lhe Builders is requesting a'se~er tap-in for his business Marine Builders in Utlca~ Indiana. Wastewater Treatment Plant Director Kendall Coleman said he has no problem with the tap-in, it will be an industrial tap at a cost of $1,050.00. Director Harrod made the motion to approve the sewer tap-in for Marine Builders, with Kendall C01emans approval seconded by Member Miller, and carried unanimously. RIVERFRONT SECURITY Dock Master Ken Morris reported there has been thefts on the riverfront boat dock area and he has been approached by three boat owners they are asking for security. Ken said docks 1-60 are in a restricted area. Mayor Galligan said there should be slgns for the boat dockers, maybe to read "Boat Dockers Only"~ "No Fishing", or some other signs to keep people from coming down to the docks and staying off of them because they are private and will have the Police patrol that area by riding down by the docks. Make the place next to the overlook a fishing pier and the other one a fishing pier and keep them confined to them for fishing. Councllperson Perkins said the sign should read "Decks restricted to Dock Owners Only". Mayor Galligan said the other problem is backing trailers in the water and leaving the traller and truck in while they test a boat, people are having a hard time getting around them. Ken will be working on a sign saying at the ramp,"Do not leave truck and trailer"i Mayor Galligan said Ken needs to ask the people who are testing the boats, not to make a wake behind the parked boats, they need to go out farther in the river. Ken said he will have three signs made to read~ "No Parking trailers at the ramp", "Restricted area for Dock Owners Only", "No Fishing". Mayor Gailigan said he needs a sign telling where the fishing wharfs are. PAGE 2 JULY 29~ 1996 JEFFERSONVILLE MONTHLY Lee Arrington presented the first issue of Jeffersonville Monthly to Mayor Ga!!lgan. CITATIONS ISSUED BY BILL GAVIN~ BUILDING COMMISSIONER Building Commissioner Bill Gavin reported that Nelson Rankin and David Posante have complied with the orders~ Arthur and Grace Murphy who live on Ivanhoe off of Hamburg Pike, did not appear before the Board. Commissioner Gavin said they have not complied with the orders. Mayor Galligan asked what it is they have to do to comply. Commissioner Gavin said they have to cut grass and weeds. STREET LIGHT ON DOUGLAS BLVD. City Engineer Bob Miller has a request for a street light on Douglas Blvd. and lSth Street. Member Miller made the motion to approve the street light, seconded by Director Harrod~ and carrled unanimously. EASEMENT ON 10TH STREET City Engineer Bob Miller reported that Ameritech wants an easement on l~th Street in the Vissing Park area~ and they are willing to pay $3,~0 for it. Part of the expansion will be for the new Meijers Store. It was decided to table this until next week. STOP LIGHT ON 10TH STREET City Engineer Bob Miller has a request for a stop light on lSth Street across from the new Hollywood Video store at Harmony Lane so a new business will build there~ They are requesting a stop light to synchronize with the other lights, also the store will be paying for the stop light. Mayor Galligan said he would like to discuss this more before making a decision. CARRIAGE RiDE Police Chief Mike Pavey reported he talked with Joyce Seaman at Christ Gospel Church about the carriage ride request going down 10th Street~ Chief Pavey said the Police will help them get to 8th Street~ Mayor Ga!llgan said they will need Police protection all the way to Gateway Plaza. K-9 ROADBLOCK Pollce Chief Mike Pavey said Marvln Weathers ls requesting a K-9 roadblock'for The North American Police Dog Association that wlll have their National Semlnar here next year~ they want to raise some funds for it. The roadblock will be August 9~ 1996 from 3:00-7:~0pm at Ice Cream Willies. Director Harrod made the motion to approve the roadblock, seconded by Member Miller, and carried unanimously. TENTH STREET EASEMENT City Engineer Bob Miller asked for approval of the Tenth Street easement. Director Lakeman made the motion to approve the request~ secoDded by Director Harrod~ and carried unanimously. STOP LIGHT ON TENTH STREET City Engineer Bob Miller reported of a new business coming in at Tenth and Harmony across from Hollywood Video. The buslness is requesting a stop light for easier in and out access for which they are going to pay for~ There will be no cost to the city. Director. Lakeman made the motion to approve this request, seconded by Director Harrod and carried unanimously. PAGE 2 AUGUST 5, 1996 FUNDRAiSER FOR MUSCULAR DYSTROPHY Paxton Page asked for permission to have two road blocks on August 23 and August 3~t~._he locations for August 23 are at Main and Market Chariestown Pike and Holmans ~ _ =,~ne, and Dutch Lane and Hamburg Pike~ The location for August 35 is Ma,_~et Street and Broadway. City Engineer Bob Miller said the Dutch Lane and Hamburg Pike location will be under construction at that time. Director Lakeman made the motion to approve thls request, seconded by 'Director Harrod and. carried unanimous ly. POLICE DEPARTMENT PROMOTIONS Pollce Chief Mike Pavey requested permission to promote 8 officers~ (list attached) Director Harrod made the motion to approve the promotions, seconded by Director Lakeman and ca~r~ed unanimously° 9~5 EAST TENTH STREET LIGHT City Engineer Bob Miller requested a street light in the alley at 905 E. Tenth Street.Director Harrod made the motion to approve this request, seconded by Director Lakeman and carried unanimously° TRUCK PURCHASE Wastewater Treatment Plant Director Kendall Coleman requested approval to proceed with the purchase of a 1996 Dodge 1555 pick-up truck at a cost of $18,489~75 This vehicle is to be used. bY the City En~_ne~ and the p_cn-up currently used within his department to be turned over to the Wastewater facility~ Director Lakeman made the motion to s approve this reque~ t ~ seconded by Director Harrod and carried unanimous ly~ There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at $9~55a.m., seconded by Dlrector Harrod, and carried unanimously. PAGE 3 JULY 29, 1996 TEMPORARY LOAN Clerk-Treasurer Dick Spencer, Jr. asked if the Board would approve an even $400,000.00 loan from the Sewer Operating Maintenance Fund for the Fire Truck claim for $3~0~00~.0~ and the $20,000.~ claim and it will give us a little more cash flow until we get our tax settlement. Director Harrod made the motion to approve the loan, seconded by Member Miller, and carried unanlmoulsy. There being no further business to come before the Board of Public Works and Safety, Director Harrod made the motion to adjourn at10:00a.m., seconded by Member Miller, and carried unanimously.
