Galligan called the meeting to order at 9:30 A.M., and on call of the roll those members present were: Mayor Thomas Galllgan~ Personnel Director Harold Lskeman, and Safety Director Anthony Harrod. Also present were: City Attorney Anne Marle Sedwick, Clty Engineer Bob Miller, Street Commissioner George Trembly, Police Chief Mike Pavey~ Fire Chief Mike Smith, Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike E~ton, Animal Shelter Director Jim Glllenwater, Parks Superfntendent Rick Elliott, Wastewater Treatment Plant Manager Kendall Coleman, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of July 15, 1996 as PreSented, seconded by Director Harrod and carried unanimously. Director Lakeman msde the motion to approve the payrolls as presented, seconded by Director Harrod and carried unanimously. RECOMMENDATION OF ROUTE FOR AUGUST 17TH HORSE AND CARRIAGE RIDE FOR KRISTI BIVENS AND CHRIST GOSPEL CHURCH Police Chief Mike Pavey does not recommend the horse carriage to be driven on 10th street. Mayor Galiigan asked Chief Pavey to talk with thee ChriS~ Gos~el'~Ch~rch~Pe0Ple S~bout another route. ROADBLOCK Rhonda Vessels is requesting a roadblock for the Southern Indiana Fast Pitch Softball Traveling Team for 18 and under who are going to Canton, Ohio, for Friday July 26, 1996 from 4:00pm-8:00pm at the Dairy Mart on New Albany-Chsrlestown Pike. Director Harrod made the m0tlon to approve the roadblock, seconded by Director Lakeman, and c~rled unanimously. EMC CONTRACT Wastewater Treatment Plant Directgr Kendal! Coleman reported that the loadings fluxuated our compensation contract period from May 1995-April 1996~ the BOD loading charge went up 22% and Director Coleman is requesting a one time compensation of S28,389.48 for increase of electrical costs. DireCtor Lakeman made the motion to approve the addition to the contract, seconded by Director Harrod~ and carried unanimously. SOLICITOR'S PERMIT Susanne Brumleve of Ohio Valley Blind Association is requesting a solicitor's permit to call residences of Jeffersonvllle to sell tickets to their annual Circus to be held on October 30, 1996 at the New Albany Armory. Director Harrod made the motion to approve the solicitor's permit, seconded by Director Lakeman~ and carried unanimously. PAGE 2 JULY 22~ 1996 VENDOR'S PERMIT Jerome Kambie, 627 Chippewa Drive is requesting a vendor's permit to set up a stand and sell badges with designs on them. Director Lakeman made the motion to approve the vendor's permit~ seconded by Director Harrod, and carried unanimously. ALDRIDGE LANE SEWER BIDS John Toombs, representing Jacobi, Toombs and Lanz Engineering Co. reported there were four bids for the Aldridge Lane Sewer project and the lowest bid was $28~754~76 and the highest bid was $i13,00~.~0~ Mr. Toombs recommends to award the bid to Irish Park, for $28,754.76. Mayor Galligan stated: "I don't vote usually and I am not going to get interested in this one, and the other thing is, I do not have any stock in this Company and I want to make this publically known, I do not have any ownership~ it is owned by some of my family members, but not by me." Director Lakeman made the motion to approve the bid, seconded by Director Harrod, and carried unanimously. aT.AUGUSTINE'S FESTIVAL Jeff Frey representing St. Augustine's Festival is requesting to have the street Parish Place blocked off from Locust Street to behind John Perkins residence on August 2~ 1996 for the Marlins Dance and Monte Carlo for one day. Director Harrod made the motion to approve the street closing, seconded by Director Lakeman~ and carried unanimously~ SEWER TAP-IN AT 57~7 HAMBURG PIKE Dick Inman is requesting for a sewer tap-in Director Coleman said he has no problems with made the motion to approve the sewer tap-in, Lakeman~ and carried unanimously~ at 57~7 Hamburg Pike. this. Director Harrod seconded by Director HANDICAP PARKING REQUEST FOR 219 PEARL STREET Madonna K. Lewis is requesting a handicap parking sign at 219 Pearl Street because her husband has medical problems. Director Harrod made the motion to approve the handicap parking sign request, seconded by Director Lakeman~ and carrled unanimously. HANDICAP PARKING SIGN REQUEST FOR 313 WALL STREET Director Tony Harrod has a req%~est from Councilperson John Perkins for a handicap parking sign at 313 Wall Street~ Director Harrod made the motion to approve the handicap parking sign request~ seconded by Director Lakeman, and carried unanimously. PAGE 3 JULY 22, 1996 KINGSFIELD SUBDIVISION City Engineer Bob Miller requested at last weeks meeting to release a letter of credit of $100,000.00 to Kingsfield Subdivision. Englneer Miller reported that he went to the Subdivision and they have finished the drainage ditch, and sidewalks the only thing left is the way they designed the approach to the subdivlsion and he will meet with Mr. Gibson about that. Engineer Miller is requesting for $125~0.00 letter of credit instead of the $100,000.00 that was approved last week. Director Lakeman made the motion to approve raising the letter of credit from $10~,000.00 to $125,0¢0.00 for Klngsfield Subdivisions seconded by Director Harrod, and carried unanimously. OLD BUSINESS LEASE CONTRACT Mayor Galligan is requesting the approval for a lease contract for Falls City Warehouse for $1,2~.~ per month. Director Lakeman made the motion to approve the lease contract, seconded by Director Harrod, and carried unanimously. LOCATION OF TENT REVIVAL FOR PASTOR BELL Mayor Galllgan and the Board discussed the different locations for a tent revival for Pastor Bell. They said that Jim Urban and Bill Gavin was to help find a place for the revival, neither was at the Board meeting today. They were given several locations and they did not meet their criteria, Mayor Galllgan said he will get Mr. Urban back with him today. NEW BUSINESS FIRE TRUCKS Fire Chief Mike Smith reported that if we can pay for the aerial ladder and chassis we can get a discount. Chief Smith is requesting a loan from the Sewer Department. The ladder costs $14,7~6,0DO we can e.~ save $3~39~.0~, the Chassis costs S149,9~9.00 we can save $2,619.77. Director Lakeman made the motion to approve pending on what the percentage ls~ paying it early or keep the investment, seconded by Director Harrod, and carried unanimously. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at Harrod~ anted carried unanimously 10:00a.m.~ seconded by Director CLERK AND TRE U~R
