OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY JULY 15, 1996
Mayor Thomas R. Galligan called the meeting to order at 9:3M A.M~, and
on call of the roll those members present were: Mayor Thomas R.
Galligan, Personnel Director Harold Lakeman~ and Safety Director
Anthony Harrod.
Also present' were: Deputy to the Mayor Phil McCauley, Building
Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner
George Trembly, City Attorney Anne Marie Sedwlck, Sewage Office
Manager Bob Goldman, Police Chief Mike Pavey, Fire Chief Mike Smith,
Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike
Ewton, Animal Shelter Director Jim Gillenwater, Planning and
Development DireCtor Jim Urban, Parks Assistant Superintendent Bev
Couts~ Wastewater Treatment Plant Manager Kendall Coleman, Wastewater
Treatment Plant Assistant Scott Timmeran, Councilperson John Perkins~
Assistant Redevelopment Director Jeffifer Mead, and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of Julys'8, 1996 as Presented, seconded by Director Harrod and carried
unanimously.
Director Lakeman made the motion to approve the claims as presented,
seconded bY Director Hs. rrod, and carried unanimouSlY.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Harrod, and carried unanimously.
ROOFS AT LIFT STATIONS
Wastewater Treatment Plant Director Kendall Coleman reported that he
checked on the g~tting a rubber roof on' Spring Street and Power House
lift statlons, the Contractor resubmitted the price what was orginally
submitted with no better guarantee and warranty on workmanship. The
cost of the Power House roof is S1,175.00 and S2~825.00 Spring Street.
Director Lakeman made the motion to approve the roofs, seconded by
Director Harrod, and carried unanimously.
RESIDENTIAL PARKING REQUEST 311 PEARL STREET
Police Chief Mike Pavey reported that Capt. Schmidt investigated the
residential parking request at 311 Pearl Street and there is a parking
problem~ Chief Pavey recommends giving Mr~ Holthouser a residential
parking sign. Director Lakeman made the motion to approve the
residential parking sign request at 311 Pearl Street, seconded by
Director Harrod~ and carried unanimously.

Krlsti Bivens has two Weddings and the first is at Cornerstone
Christian Church and is requesting to take her horse and carriage to
Walnut Street to Riverside Drive by the river come back to Spring
Street and turn right on Chestnut Street back to St. Augustine Church
and they would also like for me to drive some of their guests around
the block. Mayor Galllgan asked Chief Pavey if there was any
problemsi he answered no. The other date is August 17~ 1996 at Christ
GosPel Church on Oakwood Drive will go West on 10th Street to Main
Street~ Mayor Galligan said they could .not go on. 10th Strset~ Ms.
Bivens said that Rev. Hicks wants to ride on this and would like to
have Police escorts. Mayor Galligan asked where she is going down
l~th~ Ms. Blvens said l~th to Gateway Plaza. Mayor Galllgan said
that he would like to put this one on hold and they will work this out
and brlng back bls recommendations at next weeks meeting~ Ms~ Blvens
asked about the Family Festival for using her carriages for that day.
Councllperson Perkins asked how much she would charge. Ms~ Blvens
said S20~0~ per carriage per day~ she's with Kentucky Carriage.
Director Lakeman made the motion to approve the August 3~ 1996 horse
and carriage rldes~ seconded by Director Harrod~ and carried
unanimously.
LOAN FROM WASTEWATER TREATMENT FUND TO MAYOR'S SPECIAL OPERATIONS
ACCOUNT
City Attorney Anne Marie Sedwick reported that she has talked with the
City Council and the Council is going to do a Special Approporatlon
for that account to get this project going and the Wastewater
Treatment Fund to make a loan for $20,~0~.00 to that special
operations account. Director Harrod made the motion to approve the
loan, seconded by Dlrecto~ Lakeman, and carrled unanimously. ~
ROADBLOCK FOR AAU TRACK
Adam Christian is requesting a roadblock for AAU Track team that his
sister is on for July 27, 1996 from 1:0~-7:~0pm, at Market and Main
Streets, and one on August 3, 1996 at Dutch Lane and Hamburg Pike from
ll:00am-4:00pm~ Mayor Galllgan asked them to have signs before the
intersection so people can see who they are giving to. Director
Lakeman made the motion to approve the roadblocks, seconded by
Director Harrod and carried unanimously~
INTER CITY ROAD CLAIMS
Assistant Redevelopment Director Jennifer Mead presented 3 claims for
the Inter City Road Project. There is one claim for Butler, Falrman
and Seufert for S1~,560.~ we one half which is $5~280~0~. There are
two clalms for Jacobl, Toombs and Lanz and they are;Interlocal portion
is $2t,335.00 we pay half $10,667~50. Jeffersonvi!le's portion of
Inter City Road Project is $22,830.70~ The total is $38~77812~.
Director Harrod made the motion to approve the claims in the amount of
$38,778.20, seconded by Director Lakeman, and carried unanimously.

Howard Moore, 2225 E. 10th Street is starting a new business, a home
freezer meat service company is asking for a vendor's permit. It was
decided to give Mr. Moore a Peddler's permit to go door to door.
Director Lakeman made the motion to approve the Peddler's Permit,
seconded by Director Harrod, and carried unanimously.
TENT REVIVAL
Pastor Bell is having a tent revival from August 4, 1996-September 4,
1996 from 7:0~-9:00pm 5 nights a week for 4 weeks and they are having
a series of meetings for the Bible. They are looking at 2 different
lots to have the revival, they are at 1526 Spring Street and 624 E.
Court Avenue. Building Commissioner Bill Gavin said there is a 30 day
tent permit and it has to be approved by the Board~ Fire Marshall and
Building Commissioners Offices and the charge will be half price for a
non-profit organization. Afte~ much discussion Mayor Galligan wants
this tabled until next week when they know the exact location. It was
then suggested for them to use the piggyback lot between the 2
Bridges. Pastor Bell said he would consider it. Commissioner Gavin
asked Jim Urban to go with him and look at the Spring Street iocatlon.
WEST MAPLE BAPTIST CHURCH SIGN
Ann Foote of West Maple Baptist Church is requesting to have a Church
direction sign or marker on Market Street at Mulberry to direct people
to the Church and one right off the 1-65 ramp on Court Avenue. Street
Commissioner Trembly asked Ms. Foote to get the signs and he would
install them. Director Lakeman made the motion to approve the
direction signs for West Maple Baptist Church, seconded by Director
Harrod, and carried unanimously.
SEWER HOOK UP
Edith Waddell, 2302 Coopers Lane is requesting to hook up to the City
Sewers. Mayor Galligan asked Kendall Coleman if this was alright, he
said that it would be s grinder pump, and Ms. Waddell will have to
sign a waiver on annexation. Director Lakeman made the motion to
approve the sewer tap in for Edith Waddell, seconded by Director
Harrod, and carried unanimously.
RELEASE O? BOND ON KINGSFIELD SUBDIVISION
City Engineer Bob Miller reported that he did an inspection on
Klngsfield Subdivision and he has $143,127.~M worth of bonds and Mr.
Miller is going to only release $100,00~.~ of it because he has
things that Mr. Miller does not like. Director Lakeman made the
motion to release S100~00~.OM of the $143,~00.M0 bond for Kingsfield
Subdivision, seconded by Director Harrod, and carried unanimously.

STREET CLOSING FOR FAMILY FESTIVAL
Councllperson John Perkins is requesting street closing for the Family
Festival on August 10, 1996. Councilperson Perkins is requesting for
the 100 block of E. Court Avenue On both sldeS~ 50~ blocM~of Spring
Street, and 500 block of Wall Street be closed starting at 9:$$am on
Friday August 9,-1996 and r~op~n~ on'Suhday Aug~st'll~ !9961 Director
Harrod made the motion to approve the street closings for Family
Festival, seconded by Director Lakeman, and carried unanimously.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
10:lOam, seconded by Director Harrod, and carried unanlmously~
