Galllgan called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were: Mayor Thomas R. Galligan~ Personnel Director Harold Lakeman~ and Safety Director Anthony Harrod. Also present were: Deputy to the Mayor Phll McCauley, City Engineer Bob Miller, street Commissioner George Trembly, City Attorney Anne Marie Sedwlck, Sewage Office Manager Bob Goldman~ Police Chief Mike Pavey, Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike Ewton, Animal Shelter Director Jim Glllenwater~ Parks Superintendent Rick Elliott~ Wastewatgr Treatment Plant Manager Kendall Coleman~ Wastewater Treatment Plant Assistant Manager Scott Timmerman, Dock Master Ken Morris, and Clerk Alice Davl~. Director Lakeman made the motion to approve the minutes of the meeting of June 24~ 1996 as presented~ seconded by Director Harrod and carried unanimously. Director L~keman made the motion to a~prove the Payrolls as presented, seconded by Director Harrod and carried unanimously. TRASH CONTRACT AND PACKER BID .~ ~ ~ City Attorney Anne Marie Sedwlck reported that she is preparing a contract for the trash contract because the last contract was in 1990. Commissioner Trembly recommends t6 award the packer bid to: BEST EQUIPMENT COMPANY Indianapolis, Indiana cost: $40~140.~0 after $40,000.00 trade in STOP SIGN LAKEWOOD AND SAVANNAH Holly Pace, 3403Lakewood Blvd. appeared before the Board and presented a petition signed by her neighbors in Foxboro Subdivision requesting a stop sign at Lakewood Blvd. and Savannah. Ms Pace Said the cars are driving through real fast and would like to have the two way stop be made into a four way stop. Director Harrod made the motion to approve the stop Sign) seconded by Director Lakeman, and carried unanimously. TENT REVIVAL Beasley Frazler requested a tent revival did,~ not appear Board. before the PAGE 2 JULY 1, 1996 FIRE DEPARTMENT TRAINING CONTRACT City Attorney Anne Marie Sedwlck reported that Mac Klrcher has a contract for a Fire Department Trainer that was signed at the beginlng of the year to provide Fire Training Services. It was not in the minutes and this needs to be reviewed and have the Beard vote on We have the original contract that was signed some time ago and Mac has not had a draw from it. Mac signed a disclosure form that is required under the criminal statute to prevent a Conflict of Interest problem and will send it to the State Board of Accounts. Director Lakeman made the motion to approve Irvln Mac Kircher as a Training Officer for the Fire Department, seconded by Director Harrod, and carried unanimuously. · WATER TO BOAT DOCKS Ted Throckmorton reported he recelved a registered letter from Dock Master Ken Morris stating that if unless he complied with all the written requirements to dock a boat down there, a recommendation for eviction would be submitted to the Board of Public Works on June 28, 1996 if he does not have the proper forms that are required. Mr. Throckmorton showed that he has complied with all the papers he needs. He also asked who's responsibility it is .to [~n_water f[om the. top of the hill to the Rivers edge for the 0675.00 that he has to pay to dock in the Jeffersonvllle Marina so to speak. Mr. Throckmorton complimented Mr. Morris for doing a WOnderful~Job because of the water being high for so long and keeping it clean. Mr. Morris told Mr. Throckmorton that he personally fixed the 'water pipe that Was cut and there is a valve. Mr. Throckmorton also said that there was no rock put in front of the five boats who are paying $675.00 to stay there. Mayor Galligan said that they will put rock in front of the docks. There was more discussion. VAC TRUCK SETTLEMENT City Attorney Anne Marie Sedwick explained that they received a settlement for repairs from All State Ford for damages that occured on the Vac Truck that was left outside and there was water in the lines and the ~pump froze up. The repairs totaled $6,000.00 and the City offered a settlement to All State Ford to pay half and the Clty will pay half. Director Lakeman made the motion ~o accept the settlement from All State Ford for half of %he~ ~epalrs, secoDded by Director Harrod, and carried unanimously. PROBLEM WITH DRAINAGE~ 1409 BLACKWOOD CT. Mr. Maurlce Kahl, 1409 BlaCkwood Ct. has a drainage problem in his back yard. The water stands all the time. Mayor Galligan said he would meet Mr. Kahl at 8:00am Tuesday morning at his home. PAGE 3 JULY 1, 1996 ROOF REPAIR AND REPLACEMENT-POWER HOUSE LIFT STATION AND SPRING STREET LIFT STATION Wastewater Treatment Plant Director Kendall Coleman reported he has three bids for replacing the roof at Power House Lift Station and the Spring Street Lift Station. Crown not the lowest bid, but they have a cost will be on Power House Lift Street Lift Station is $2,825.00 Galllgan asked them to get a price make the decision. (see copy) Roofing is recommended~ they are 5-year warranty on both 3obs. The Station is S1,175.00 and Spring for a total of $4,000.00. Mayor on a rubber roof and then they can AAU BASKETBALL ROADBLOCK Chris Carter, 503 E. Maple Street is requesting a roadblock for 10 and under to defray costs of a trip to National AAU Tournament in Greensboro, NC August 3-10, 1996. The roadblock will be on July 13t 1996 from ll:~0am-2:OOpm at Hamburg Pike and Dutch Lane, 8th and Wall Streets, Holmans Lane and Charlestown Pike. Director Harrod made the motion to approve the roadblocks, seconded by Director Lakeman, and carried unanimously.(see copy) CITATIONS ISSUED BY BUILDING COMMISSIONER BILL GAVIN Street Commissioner George Trembly said that Commissioner Gavin gave him the list of citations to present to the meeting today. Lawrence T. Johnson, 1519 Duncan Avenue, has been taken care of. Ronald Llghtfoot, property at 529 E~ Chestnut St. has been taken care of. James Croudep, 106 W. Charlestown Avenue, no show. Mrs. L.V. Douglas, property at 501 Main St. tall grass, fence roll hadley overgrown, have to be contacted on a regular basis to get grass cut. Mrs. Douglas explained that she has a hard time getting 1~ curt because it is Just herself and her 15 year old grandson. She hires it to be cut and they don't show up. The yard in the back where the fence is by the project and they throw bottles and debrl in the yard. The neighbor on the other of the fence won't let her touch that side of the fence. She explained that she started to cut her yard, but her powermower broke down, she said that she trys to keep it under control. Street Commissioner George Trembly said he would make a note that she's going to have the yard cut this week and have Mr. Gavin talk to the people next door. Mrs. Douglas said that she might try to sell it. Mayor Galllgan suggested to her to sell the property so it can be taken care of. Gary Speth~ property at 217 W. Maple Street. Mrs. JoAnn Jernlgan said she lives next door to the property and the tenants moved about three weeks ago and left garbage inside and outside of the house and it is causing bugs. Mrs. Jernlgan reported it to the Health Department and talked to Mr. Knlght. Mayor Galligan said that they will call John Knight at the Health Department and see what can be done.
