Galllgan called the meetlng to order at 9:30 A.M., and on call of the roll those members present were: Mayor Thomas R. Galllgan~ personnel Director Harold Lakeman, and Safety Director Anthony Harrod. Also present were: DePuty to the Mayor Phil McCauley~ Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Anne Marie Sedwlck, Sewage Office Manager Bob Goldman~ Police Chief Mike Pavey, Fire Chief Mike Smiths Assistant Fire Chief William Davis; Vehicle Maintenance Foreman Mike Ewton; Animal Shelter Director Jim Glllenwater, Planning and Development Director Jim Urban~ Parks Superintendent Rick Elliott~ Wastewater Treatment Plant Manager Kendall Coleman~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of June 17, 1996 as presented, seconded by Director Harrod and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Harrod and carrl.ed unanimously. SIGNING TRASH CONTRACT Street Commissioner George Trembly recommends giving the Trash Contract to Rumpke and the signature page is in the working. Mr. Trembly wants to table this until next week. There was discussion about pick up for the Town of Utics. TREE PROBLEM AT WOODLAWN AVENUE AND HAMBURG PIKE Billy Carver appeared before the Board with a tree problem at Woodlawn Avenue and Hamburg Pike in the ditch. Mayor Galligan said that the Flood Control has been cutting the trees down in the ditch. Mr. Carver said that he will wait and get it all done at the same time. Mayor Galligan said that if there is a problem with not getting it cleaned then Engineer Miller will contact you. TAXI CAB COMPANY Michael Houghton, Dan Burkhart Jr. and Dan Burkhart Sr. appeared before the Board to look into starting a Taxi Cab Service. Mr. Burkhart Sr. said they have had a lot of response from Hotels~ Motels and etc. and there is a need for this service. Mayor Galligan agreed there is a need for a Taxi service. Mike Houghton said they will be meeting with Police Chief Pavey after the meeting. City Attorney Sedwick said she WOU!d also meet with them after this meeting. PAGE 2 JUNE 24, 1996 REQUEST OF PARKS AND RECREATION TO DISPOSE OF REAL ESTATE ON JANE AVENUE City Attorney Anne Marie Sedwlck reported on the request from the Parks and Recreation to dispose of real estate on Jane Avenue. Attorney Sedwick said there needs to be 2 appraisals and bids to be taken. Attorney Sedwlck suggests that Building Commissioner Gavin and Parks Superintendent Rick Elliott do the appraisals and bring them back to the Board next week. Director Laksman made the motion to approve having Bill Gavin and Rick Elliott do the appraisals on Jane Avenue, seconded by Director Harrod, and caried unanimously. AAU ROADBLOCK Darlene Jones appeared before the Board to request an AAU Roadblock fo~ 12 and under, on July 6~ 1996 from 8:0~am-4:00pm at Holmans Lane an'd Charlestown Pike, Hamburg Pike and Dutch Lane. Director Lakeman made the motion to approve the AAU Roadblock~ seconded by Director ~arrod, and carried unan!mously~ WIDENING OF HAMBURG PIKE Sharon Martln~ who lives on Hamburg Pike across from the Golf Course~ received a letter on Friday about widening Hamburg Pike and she has questions about it. City Engineer Bob Miller sald he received a set of plans from INDOT on Wednesdays but hasn't had time to look them over. Engineer Miller told Ms. Martin that she could make an appointment with him to come to his office to go over the plans together. Betty Moss, 3808 Hamburg Pike who lives next to Golden Twist asked why they have to take another l~'of her property, the City already has taken 5~'? Mayor Galligan explained, they need it to move the utilities back off the roadway~ the roadway will take up 60' Mayor Galligan asked when they could meet with Engineer Miller, it was decided on Wednesday at l~pm. Mayor Galllgan also said that nothing will be done for 2 years. Mrs. Martin asked about the drainage ditch on Hamburg Pike where the pipes were taken out, will there be more work done on it? Mayor Galllgan said they think they will be given a grant to do study on all the drainage problems in the City. The grant should be here in 6~ to 9~ days and the study Will begin. BIDS ON NEW PACKER Street Commissioner George Trembly received 3 bids on a Packer they are from: MUNICIPAL EQUIPMENT, INC. 63~5 Old Shepherdsville Road Louisville, Kentucky 4~228 1997 GMC C7 series cab & chassis with cat 3116 215 HP Diesel Engine Bid $82~550.~ new 1995 GMC C7 series cab & chassls equipped wlth the same as above. EQUIPMENT CO. 1113 Ulrich Avenue Louisville, Ky. 40218-0710 new Ford LN8000 cab and chassis Bid net price with trade S40,445.00 front mount $1~425.00 Commissioner Trembly said he would like to have the bids tabled and taken under advisement until next week. Director Harrod made the motion to table the bids and take them under advisement until next week, seconded by Director Lakeman, and carried unanimously. (see copy) IWR City Attorney Anne Marie Sedwick reported that Mr. Pettit from IWR admitted there was an odor and a violation and the penalty was taken under advisement and the Board needs to give a penalty. Mayor Galllgan suggested $250.00 the first time. Director Lakeman made the motion to fine IWR $250.00 for an odor violation, and the next time it will be doubled~ seconded by Director Harrod, and carried unanimously. KENNETH STOUT CITED TO APPEAR BEFORE THE BOARD Building Commissioner Bill Gavin cited Kenneth Stout, 112 E. Park Place to appear before the Board because his property is in bad shape. Commissioner Gavin said the yard has tall grass~ open storage, shed full of debri causing raccoons and rat problems. Mr. Stout did not appear. Mr. Gavin said he went past the house this morning at 9:15 am this morning and nothing had been done. City Attorney Sedwick will send him a letter and take him to Court. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:15a.m., seconded by Director Harrod~ and carried unanimously.
