Galligan called the meeting to order at 9:30 A.M., and on call of the roll those members present were: Mayor Thomas Galllgan, Personnel Director Harold Lakeman, and Safety Director Anthony Harrod. Also present were: City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Anne Marie Sedwick~ Sewage Office Manager Bob Goldman, Police Chief Mike Pavey~ Fire Chief Mike Smith~ Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike Ewton, Animal Control Officer Mike Gentry, Planning and Development Director Jim Urban~ Assistant Parks Superintendent Beverly Couts~ Wastewater Treatment Plant Manager Kendall Coleman~ Councllpersons Andrew Willlam~ III, Vickie Conlln and Clerk Alice Davi~. Director Lakeman made the motion to approve the minutes of the meeting of June 11~ 1996 as presented, seconded by Director Harrod and carried unanimously. Dlrector Lakeman made the motion to approve the payrolls as presented, seconded by Director Harrod and carrled unanimously. ROAD CLOSURE DATES FOR HOME SHOW Mayor Galligan reported that the Home Show in Eastbrooke Subdivision dates are July 3-July 22, 1996. The road closure has already been approved. PROPERTY AT 507 CRESTVIEW Assistant Superintendent Bev couts presented a letter from Donald A. Freville that wes addressed at a regular session of the Board of Parks and Recreation on Mondays June 10~ 1996 concerning a parcel of property adjacent to his property. City Attorney Anne Marie Sedwick said we need to have the property appraised to tell what the value of the property is. (SEE COPY) MEAD START PROGRAM Jennifer Welsh, from Hoosier Valley Head Start Policy Council said on August 17, 1996 they are going to have Head Start Awareness Day at Warder Park and Ms. Welsh is requesting to have E. Court Avenue closed in front of the Park from 6:$0-11:00pm, Director Lakeman made the motion to close E.Court Avenue in front of Warder Park on August 17, 1996~ seconded by Director Harrod, and carried unanimously. ROADBLOCK FOR RoLLINGs FIEND BAPTIST CHURCH M~yor Galli~an has a request from Bob Hedge to have a roadblock on June 21, 1996 for Rolling Fields Baptist Church ~n f[Qnt of Bob's Pub. Director Lakeman made the motion to approve the roadblock in front· of Bob's Pub, seconded by Director Harrod~ and carried unanimously. PAGE 2 JUNE 18, 1996 INTER CITY ROAD PRESENTATION Jorge Lanz, representative of Jacobi, Toombs, and Lanz presented a presentation on the update of the Inter City Road Project. Mr. Lanz presented aerial views of the Inter City Road and explained the different views. Mr. Lanz also showed plans for the interceptor sewer project. INTER CITY ROAD CLAIMS Jennifer Mead, representing the Department of.Redevelopment presented 3 claims, for Butler, Fairman, Seufert for the 1-65 fly over $4,400, Jeffersonvllie's portion $2~200~ Inter!ocal portion for Jacobi, Toombs and Lanz $2~888~ Jeffersonvllle's portion $10,444, Jeffersonvllle's portion is $17,533.60 a total of $30,177.60. Director Earrod made the motion to approve the Inter City Road claims, seconded by Director Lakeman, and carried unanimously. PEDDLER'S PERMIT FOR FINE MEATS C. R. Lewis, 947A Wall Street is requesting a peddler's permit selling frozen meats from his truck going door to door for Fine Meats. Director Lakeman made the motion to approve the peddler's permit for Fine Meats, seconded by Director Harrod, and carried unanimously. SWEEPING AGREEMENT Street Commissioner George Trembly said they have an agreement from the State to sweep the ramps off of 1-65 and Highway 62 ramps for S375.00 per mile which runs from June to June. Director Lakeman made the motion to enter into a contract with the State for sweeping the ramps for $375.00 per mile, seconded by Director Harrod, and carried unanimously DRUG FREE WEEK-END Phil Ellis has a request to have Drug Free Week-End on June 22, 1996 because it was rained out on June 8th weekend. Mr. Ellis also requests some street closures, 15th Street and Locust Street, and also have the street cleaned because of glass and debri. Director Harrod made the motion to approve closing 15th and Locust Streets, seconded by Director Lakeman, and carried unanimously. AAU BASEBALL ROADBLOCK Kevln Hall is requesting a roadblock for AAU Baseball Team on June 22, 1996 from 9:00AM-2:OOPM at Hamburg Pike and Dutch Lane, Holmans Lane and Jeff Charlestown Pike, Allison Lane and Middle Road. Mayor Galligan said that Allison Lane and Middle Road is in the County. Director Harrod made the motion to'approve the roadblock at 2 locations, Jeff-Charletown Pike, Hamburg Pike and Dutch Lane, seconded by Director Lakeman, and carried unanimously. PAGE 3 JUNE 18, 1996 REINBURSEMENT OF ELECTRICAL AND REPAIR AND REPLACEMENT EXPENDITURES Wastewater Treatment Plant Director presented the Board with reinbursement of electrical and repair and replacement expenditures. Director Coleman reported the electrical expenditures exceeded our cap in the contract with the City. Our cap was S177,189.00 and our expenditures were $185,600.71 and they owe the City $8~411.62. There was $100,000.00 in the Repair and Replacement Fund and the expenses were $77,668.86 they owe the City $27,331.14. The total of the two checks are S35,742.76. DISPOSAL OF BIKES Police Chief Mike Pavey is requesting permission to dispose of bikes that have not been claimed. There are about 150 bikes and no room to put more~ they have been unclaimed for about 8 months to a year. City Attorney Sedwlck said you cannot sell property for a year after being picked up. Attorney Sedwick explained that a total less than S5~000 the choice of how to sell worthless items can be Junked. Attorney Sedwick to Chief Pavey to call Mr. Crum and have him come out and see if they are worth anything. Director Lakeman made the motion to dispose of the bikes, seconded by Director Harrod and carried unanimously. CONTRACT FOR PURCHASE OF FIRE TRUCKS Fire Chief Mike Smith said he recommends Pierce Manufacturing, Co. Inc. to build the 3 fire trucks. The other companies did not meet the specs. The cost of the ladder truck $465,000.00~ the pumpers cost $485,800.00. Chief Smith said there will be an additional $20,000.00 per engine for the equipment which will be cheaper for the Fire Department to equip the trucks themselves~ they don't have to go through the middleman. The fire trucks will cost a total of $990~000.0~. Director Harrod made the motion to accept the bids on all 3 trucks subject to contract terms to the manufacturer by the City Attorney~ seconded by Director Lakeman, and carried unanimously. BASKETBALL GOAL ON RHONDA DRIVE Street Commissioner George Trembly reported that the sweeper was being used on Rhonda Drive and hooked a basketball goal and. the owner wants it replaced. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at Harrod, ~ carrie~d unanl~4ously 10:25a.m.~ seconded by Director ·
