Galllgan called the meetlng to order at 9:3~ A.M., and on call of the roll those members present were: Mayor Thomas Galllgan~ Personnel Dlrector Harold Lakeman, and Safety Director Anthony Harrod. Also present were: Deputy to the Mayor Phll McCauley, Bulldlng Commissioner Bill Gavln, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Anne Marie Sedwlck~ Sewage Office Manager Bob Goldman, Pollce Chief Mike Pavey, Fire Chief Mike Smith, Assistant Fire Chief Wllllam Davis, Vehicle Maintenance Foreman Mlke Ewton, Parks Superintendent Rlck Elllott, Wastewater Treatment Plant Manager Kendall Coleman, Wastewater Treatment Plant Assistant Manager Joe Goergen, Dock Master Ken Morrls~ and Clerk Alice Davls. Dlrector Lakeman made the motion to approve the minutes of the meeting of May 2~, 1996 as presented~ seconded by Director Harrod and carried unanimously. GARBAGE AND TRASH COLLECTION CONTRACT AWARDED Mayor Galligan and Street Commissioner George Trash and Garbage Collection Con~raCt to: RUMPKE 10795 HUGHES ROAD CINCINNATI, OHIO~ 45251 Trembly awarded the Director Harrod made the motion to award the Garbage and Trash Collection Contract to Rumpke, seconded by Director Lakeman~ and carrled unanimoUsly. DRAINAGE PROBLEM IN ELKE POINTE SUBDIVISION Mayor Galligan reported on the drainage problem in Elke Polnte and reported that the problem is continuous drainage from sump pumps. Attorney Sedwick said they have made some changes in subdivision Ordinances and the Mayor has figured out what the real problem is and he may have to make ~some additional changes, and they wlll go from there. NEW POLICE OFFICERS Police Chief Mike Pavey has hired 3 new Police Officers and they are: Phillip Jason Broady, Kent Patrick Blunk~ Robert Lee Oliver Jr. starting on Monday June 3, 1996 to fill the 3 vacancies. Director Harrod made the motion to approve the 3 new Police Officers recommended by Chief Pavey~ seconded by Director Lakeman, and carried ~unanimously. PAGE 2 MAY 28, 1996 PROBLEMS IN NEIGHBORHOOD ON JAMES DRIVE Robin Ramsey~ 1859 James Drive is appearing before the Board with a complaint on her neighbors being too noisy, play music all night, speeding, parking in front of their mail boxes and driveways~ they also feel drugs are involved. Mayor Galligan asked who the neighbor is? Mrs~ Ramsey said it is Karen Weatherspoon. Mrs° Ramsey said they have a problem with one of her kids vandalizing peoples property, rocks being thrown. They had a party and threw garbage and beer cans all over everyones property~ She has called the Police and they do ride through~ Mrs. Ramsey is also asking for more street lights to light up the area. Police Chief Pavey said he will meet with Mrs. Ramsey this afternoon. Mayor Galligan said they will try and get this resolved. SPEED LIMIT SIGNS ON RHONDA DRIVE Arthur Brown, 1044 Rhonda Drive is requesting for speed limit signs on Rhonda Drive because there are problems with speeders and there are no speed llmlt signs at all. There are also 5 basketball goals with lots of kids playing. In the back of his house there is a drainage ditch behind Walgreens. City Engineer Miller said that Tom Osborne owns that property and VNA owns the other parts he will get in touch with them and have the grass cut. Dlrector Lakeman made the motion to put up 15MPH speed limit signs on Rhonda Drive, seconded by Director Harrod, and carried unanimously. PEDDLER'S PERMIT David Hamm, P.O. Box 407~ Jeffersonvil!e is requesting for a Peddler's Permit to go door to door selling study guides and student handguldes. Mr. Hamm will be working for Southeastern Company and is a student at the University of Florida. Mr. Hamm has been to the Police Department and gave them all the information they need. Director Lakeman made the motion to approve the Peddler"s Permit, seconded by Director Harrodl and carried unanimously. CITATION TO CLIFTON STOVALL Building Commissioner Bill Gavin cited Clifton StovalI to appear before the Board of Public Works and Safety because of neighbors complaining about the condition of his property. There is a refrigerator~ open storages grass needs cut. Commissioner Gavin said he has been cited for noncompliance. Mr. Stovall explained that he does not have the money to do it, and also explained his health problems. The appliance can be taken out, grass is being cut. Mayor Galligan asked Commissioner Gavin to go and check on this. Commissioner Trembly said if he puts the refrigerator out front of his house he will have it picked up. PAGE 3 MAY 28, 1996 CLOSING 600 BLOCK OF E. MAPLE STREET FOR EAST MAPLE STREET NEIGHBORHOOD ASSOCIATION Tony Harrod is representing Jim Urban and is requesting that the 6Q~ block of E. Maple Street between Meigs Avenue and Mechanic Street be closed on Tuesday June 18~ 1996 from 3:00-7:00pm for the East Maple Street Neighborhood Association. Director Lakeman made the motion to approve the request, seconded by Director Harrod~ and carried unanimously. STREET SIGNS BLUE TEAL AND CARDINAL LANE Street Commissioner George Tremble reported that at the end of Blue Teal and Cardinal Lane there is a vacant lot and they are havlng problems with motorized vehicles. Commissioner Trembly is requesting that a sign be put up at Blue Teal and Cardinal Lane to read "No motorized vehicles beyond this point." Director Harrod made the motion to approve the sign request, seconded by Director Lakeman, and carried unanimously. STREET SIGNS City Engineer Bob Miller has a request for a street light for 312~ and 3122 Chllders Drive in Eastbrooke Subdivision. Also a street light request for 12th and Locust Streets. Director Lakeman made the motion to approve the street lights request, seconded by Director Harrod, and carried unanimously. AAU BASKETBALL TEAM Police Chief Mike Pavey is has a request from Jim Cox requesting a roadblock for his AAU basketball team on June 6, 1996 at Hamburg Pike and Dutch Lane from 4:00-7:00pmo Director Harrod made the motion to approve the roadblock request, seconded by Director Lakeman, and carried unanimously. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 1M:l~a.m., seconded by Director Harrod, and carried unanimously.
