OF THE CITY OF JEF?ERSONVILLE~ INDIANA
MONDAY MAY 13, 1996
Mayor Thomas R. Galllgan called the meeting to order at 9:30 A.M., and
on call of the roll those members present were: Mayor Thomas
Galligan, Personnel Director Harold Lakeman, and Safety Director
Anthony Harrod.
Also present were: Deputy to the Mayor Phil McCauley, Building
Commissioner Bill Gavin~ City Engineer Bob Miller, Street Commissioner
George Trembly, City Attorney Anne Marie Sedwick, Sewage Office
Manager Bob Goldman, Police Major Gary Woods, Fire Chief Mike Smith,
Assistant Fire Chief William Davis, Vehicle Maintenance Foreman Mike
Ewton~ Animal Shelter Director Jim Glllenwater, Planning and
Development Director Jim Urban, Parks Superintendent Rick Elliott~
Wastewater Treatment Plant Manager Kendall Coleman, Dock Master Ken
Morris~ and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of May 6, 1996 as presented, seconded by Director Harrod and carried
unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Harrod and carried unanimously.
ROSE HILL SCHOOL
Street CommisSioner George Trembly reported on the Rose Hill School
situation, he said he talked with City Attorney Sedwick and they are
working on ,.]nblocking the alley in back of Rose Hill School.
Commissioner Trembly said they are also working on two alternative
plans.
BASKETBALL GOAL COMPLAINT AT 1116 BIRCHWOOD DRIVE
Police Major Gary Woods reported on the complaint about the basketball
goal on Blrchwood Drive. Major Woods said he could not find any
Ordinances or anyother thing banning basketball goals in the street.
Street Commissioner Trembly said they have had complaints for years
about goals in the streets. Mayor Galligan asked Major Woods if he
would send someone to talk with the children that are playing in the
street and ask them to go to Highland Park and'play at the goal there,
and also speak to the owner of the goal and then bring his results
back to the Board next week.
RESIDENTIAL PARKING REQUEST FOR 611E. CHESTNUT ST.
Dennis Ernst, 611E. Chestnut St. requested a
sign did not appear before the Board.

INNER CITY ROAD CLAIMS
Jennifer Mead~ representing the Redevelopment Department presented two
claims for Jacobl, Toombs, and Lanz for the Inner City Road pro3ect.
Jeffersonville's portion is $17,181~20~ Innerlocal part is $22~827.00,
Jeff pays one half S11,413o50. Director Lakeman made the motion to
approve the Inner City Road claims~ seconded by Director Harrod, and
carrled unanimously.
ROADBLOCK
Ginger Swink representing Bata Phi Bata of IUS is requesting a
roadblock on Saturday May 18, 1996 from 8:00am to l:00pm at Main and
Market Streets. ~ Director Harrod made the motion to approve the
roadblock~ seconded by Director Lakeman~ and carried unanimously.
SEWER BILL PROBLEM
Irvin Klrcher had a sewer problem~he had Stemler's Plumbing come and
clean out the sewer on bls property and it ended up being in the alley
which Stemler's said is a City problem. Mr. Klrcher said he called
the Wastewater Treatment Plant and Waymon came out checked on it and
he said it was the City's problem. Mr. Klrcher is requesting the City
for reinbursement of the $175.00 bill. After much discussion Mayor
Ga!llgan agreed to relnburse Mr. Kircher for the bill. Director
Harrod made the motion to approve the relnbursement of $175.00 for the
sewer bill, seconded by Dlrector Lakeman, and carried unanimously.
There was more discussion and Mayor Galligan told Kendall Coleman that
we need to get with Ken Morris and get all the Plumber's name in town
and anyone who does work with the Clty~ send them a letter stating
that before they go out on Clty property they must notify the
Wastewater Treatment Plant.
HEDGES COMPLAINT ON E. COURT AVENUE AND MAIN STREET'
Bill Saurer has a complaint again on the hedges at the corner of E.
Court Avenue and Main Street belonging to Steven Prather~ Mr. Saurer
passed out copies of Jeffersonville Zoning Code. Mr. Saurer explained
about the hedges and how dangerous it is to pull out onto Main Street~
After much discussion Mayor Galligan said he would go and talk to Mr.
Prather after the meeting.
OIL SPILL
Mr. David Rainwater, 1512 Waver!y Road and fo%~r of his neighbors
appeared before the Board with a water problem to start with and a
problem with Industrial Blvd. dumping asphalt, chemicals, Junk
pallets, oil. Mr. Rainwater said that S & R Tire has admitted to
dumping the oll and it has washed down the creek to their yards, they
brought in a sample of the oily water, they presented some pictures.
Also Best Way Trucking Company is extending their parking lot and will
take out the drainage. Jorge Lanz said they can not let Best Way do
this. After much discussion Mayor Galligan said he would ride out and
take a look at the situation.

COURT AVENUE EXTENSION COUNSULTANT SELECTION
Planning and Development Director Jim Urban is requesting approval for
an Engineering Firm to perform plumlnalry engineering on the extension
of Court Avenue through State Road 31 to Missouri Avenue. Mr. Urban
said he had three responses and they are: A&F Engineering Firm from
Indianapolis, Indiana, Jacobi, Toombs and Lanz, Clarksvllle and E V
Engineering. Mr. Urban is recommending the firm of A & F Engineering.
Director Harrod made the motion to approve A & F Engineering Firm,
seconded by Director Lakeman, and carried unanimously.
BLACKTOP AND GASOLINE BID OPENING
Street Commissioner George Trembly is requesting for approval of the
Blacktop and Gasoline bids that were submitted in January. The stone
bid will go to Sellersburg Stone and the gasoline bid go to Makowsky
Oil Co. and Paving bid to Gohmann Asphalt, and Asphalt Supply for
asphalt picked up, Kold Patch we are not going to take the bid.
Director Harrod made the motion to approve the bids as stated,
seconded by Dlrector Lakeman, and carried unanimously.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
