OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY MARCH 18, 1996
Mayor Thomas R. Galllgan called the meeting to order at 9:30 A.M., and
on call of the roll those members present were: Mayor Thomas R.
Galligan, Personnel Director Harold Lakeman, and Safety Director
Anthony Harrod.
Also present were: Deputy to the Mayor Phil McCauley, Building
Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner
George Trembly, City Attorney Anne'Marie Sedwick, Sewage Office
Manager Bob Goldman, PoliCe Chief Mike Pavey, Fire Chief Mike Smith
Assistant Fire Chief William Davis, Vehicle MaintenanCe FOreman Mike
Ewton, Animal Shelter Director . Jim Glllenwater, Planning and
Development Director Jim Urban, parks superintendent Rick Elliott,
Wastewater Treatment Plant Manager Kendall Coleman, Wastewater
Treatment P!ant~s~lstant.~ Manager Joe Goergen, Councllperson John
Perkins, and Clerk Alice Davis.
Director Lakeman made the m0ti0~ to approve the minUtes of the meeting
of March 11, 1996 as presented, seconded by Director Harrod and
carried unanimously.
Director Lakeman made the motion to approve the minUt'es of the
Executive Session of March tl, 1996 as presented, seconded by Director
Harrod, and Carried Unanimously.

Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Harrod and carried unanimoUslY.
CHANGING NAME OF STREET
Jim Kelth, Convention and Tourism Bureau representative is requesting
to change the name of the street in front of the Convention and
Tourism Bureau from Illinois Avenue to Southern Indiana Avenue. After
discussion it was agreed to investigate this further ~and bring the
information back to next weeks meeting. Director Lakeman made the
motion to approve to take this under advisement, seconded by Director
Harrod, and carried unanimously.
SPEED LIMIT ON WILLIAMS AVENUE REQUEST
City Attorney Anne Marie Sedwick reported on the speed limit on
Williams Street and explained that she checked the ordinances and
since the speed limit is not posted, she is requesting that a speed
limit sign be installed on Williams Street. Police Chief Pavey said
that 25 MPH should be posted. Director Lakeman made the motion to
approve a 25 MPH speed limit be put on Williams Street, seconded by
Director Harrod, and carried unanimously.

TAXI CAB OPERATION
Danny Chapman, 420 Walnut Street is requesting some information on how
to get a Taxi Cab Company started. Mayor Galligan explained that
Yellow Cab comes over hear and Mayor Galligan signed an Executive
Order to allow them to run. Attorney Sedwick said there is an
Ordinance and she would give him a copy of the Ordinance and there is
also a fee and no more than 15 permits given to one individual.
Building Commissioner Gavin asked if Mr. Chapman had a place for his
office. Mr. Chapman said he would work out of his home for a while.
Commissioner Gavin said it would have to be zoned properly.
DEVELOPMENT ON JEFF.-C~ARLESTOWN PIKE
John Toombs, representing Jacobi, Toombs and Lanz Engineering Firm, is
requesing for a sanitary sewer tap in on Jeff.-Charlestown Pike across
from the old Drive In, next to Sunset Mobile Home Park, approximately
40 lot development. After discussion it was agreed to grant the
request. Director Harrod made the motion ~td'~t~ aPProve the sewer tap
in, seconded by Director Lakeman and carried unanimously.
SEWER TAP-IN VALMAR BEACH MARINA AND HOUSE LOTS
John Toombs, representing Jacobi,~ Toombs and Lanz Engineering Firm is
requesting for a sewer tap-in for T. Marley and J. Bohn, Valmar Beach
Marina and House Lots at the end of Allison Lane and Utica Pike.
There will be homes built along the road and a Marina in the middle
and maybe some type of removable recreational homes along the river,
approximately 21 lots, this has already been approved and plated.
After discussion there were no problems with this. Director Lakeman
made the motion to approve the sewer tap-in, seconded by Director
Harrod, and carried unanimously.
ROADBLOCK FOR CLARK COUNTY STING (SOCCER TEAM)
Melanie Worrall representing Clark County Sting Soccer Team is
requesting a roadblock on April 13, 1996 from 10:00AM-2:00PM at these
different locations, New Albany and Charlestown Pike, Jeff-
Charlestown Pike by Willies Ice Cream, Hamburg Pike and Dutch Lane,
Spring and Court Avenue, 8th and Spring Streets, Allison Lane and
Middle Road. Mayor Galligan said Allison Lane and Middle Road is in
the County. Chief Pavey said there has to be adults at all locations.
Personnel Director Lakeman said there should also be signs. Director
Lakeman made the motion to approve the roadblock by the Sting on the
13th of April, seconded by Director Harrod, and carried unanimously.
BANNER FOR ARTS AND CRAFTS FAIR AT KROGERS
Yvonne representative of Kroger Co. is requesting a banner to be hung
on the railroad bridge on Hwy 62 from April 1-May 11, 1996 for the
Arts and Crafts Fair at Krogers for the Crusade for Children. Yvonne
said they will put it up and then take it down on May 11, 1996.
Director Lakeman made the motion to approve the Arts and Crafts Fair
banner to be put on the railroad bridge, seconded by Director Harrod,
and carried unanimously.

SOLICITOR'S PERMIT
Charles Fulton representing Open House of Prayer and Ministries, Inc.
did not appear before the Board to request a SOlicitor's Permit.
SIGNAGE FOR DOWNTOWN
Mayor Galllgan told City Engineer Bob Miller that we need to put up
some signs directing people to the downtown district fro~the of~ r~mP
at exit 0 south. Also a sign coming off of Hwy. 62pointing to
downtown. Mayor Galligan said he was told that people coming downtown
can't get out and back on the expressway. There needs to a sign
saying to Louisville pointing them up on the expressway, also a sign
to the 2nd Street Bridge. We need to make it easy for people to get
back out of town. Mayor Galligan said we need to call Seymour for
signs saying 65 South and 65 North.
ROADBLOCK FOR GIRL'S 13 AND UNDER AAU BASKETBALL TEAM
Debbie Wagner representing Girls 13 and under AAU basketbal! team is
requesting to have a roadblock at Hamburg Pike and Dutch Lane on March
23, 1996 from 9:00am-2:OOpm. Chief Pavey told Ms. Wagner there has to
be adults with the Children at the roadblock. Director Lakeman made
the motion to approve the AAU b~sketball t~a~~' r0adbi6Ck, 'se~ond~d~by
Director Harrod, and carried unanimously.
2 RESIDENTIAL PARKING ONLY SIGNS REQUEST
Street Commissioner George Trembly reported that he has a request from
218 Locust Street across from K of C. There is a resident that we put
up a handicap sign for and now the gentlemen is requesting 2 resident
parking only signs because he cannot park in front of his house, he
has to park on lawn. Commissioner Trembly said they are asking for
resident only for the whole block. Director Harrod made the motion to
approve the resident parking signs for the whole block, seconded by
Director Lakeman, and carried unanimously.
CORNER OF PARK PLACE AND MAIN STREET
Street Commissioner George Trembly said people are complaining about
the corner of Park Place and Main Street they cannot see to cross Park
Place, the North East corner going towards Market Street. Cars and
Trucks are parked there. Commissioner Trembly is requesting that the
Police Chief check this out. Commissioner Trembly is suggesting to
paint the curb yellow for 2 parking places and put up a sign stating
no parking here to corner. Mayor Galligan told Commissioner Trembly
to go ahead and paint the curb.

STREET LIGHT REQUEST ON RIVERSIDE DRIVE
City Engineer Bob Miller has a request
Riverside Drive. Engineer Miller said
for 2 street lights on
he request 3 lights on
Riverside Drive because of it being so dark. Mayor Galligan said to
get with Jim Urban to see if we can put decorative lights there.
Director Harrod made the motion to approve three street lights on
Riverside Drive, seconded by DirectOr Lakeman, and carried
unanimously,
2 LOCATIONS ON 10TH STREET
City Engineer Bob Miller reported there are 2 placeS on 10th Street
that need to be cleaned up, they look like Junk yards. The corner of
Plank Road and 10th Street looks like a Junk yard. Another place used
to be a transmission Place that also looks like a 3unk yard and it
needs to be cleaned up. Engineer Miller will call the lady that owns
the property at Plank Road and 10th Street. Engineer Miller will talk
to the Other people' in person that owns the old transmission place.
There being no further business to come before the Board of Public
Works and Safety, DireCtor Lakeman ' made the moti6n to adjourn at
