Galllgan called the m~et[ng t~ order at 9:~ A.M., ~nd on call of the roll those members present were Mayor Thomas R. Galllgen, Personnel Director Harold Lakeman, and Safety Director Anthony Harrod. Also present were: Deputy to the Mayor Phil McCauley, Building Commissioner Bill Gavln, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Anne Marie Sedwlck, Sewage Office Manager Bob Goldman, Police Chief Mike Pavey, Fire Chief Mike Smith, Assistant Fire Chief William Davis~ Vehicle Maintenance Foreman Mike Ewton, Animal Shelter Director Jim Gll!enwater, Planning and Development Director Jim Urban~ Parks Superintendent Rick Elliott, Wastewater Treatment Plant Director Kendall Coleman~ Assistant Wastewater Treatment Plant Director Joe Goergan, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of January 16, 1996 as ~resented~ seconded by Director Harrod and carried unanimously. Director Lakeman made the motion to approve the payroll as presented, seconded by DireCtor Harrod~ 'and carried unanimously. JAYCEES CONCERT IN COLSTON PARK ON APRIL 20~ 1996 Po!lce Chief Mike Pavey sald he talked with Parks Superlntendant Rick Elliott and Planning and Development Director Jim Urban concerning the Jaycees Concert in Colston Park on April 2~ 1996 the same tlme as Thunder Over Louisville~ and after discussing the situation, Chief Pavey's recommendation is to deny the request at this time. Director Urban explained the situation on the condition and damage to the field and also the Police protection~ Mayor Galllgan said that he thinks the idea is good but~ the day is wrong. Personnel Director Lakeman explained that Steamboat Committee wanted to do about the ssme thing and they denied their request. Director Lakeman made the motion to deny the request for the Jaycees Concert in Colston Park on April 20, 1996~ seconded by Director Harrod, and carried unanimously~ HANDICAP PARKINGi 511 E. MAPLE STREET Police Chief Mike Pavey reported on the Handicap Parking request at 511 E. Maple Street. Chief Pavey sent Officer Wilkerson to the location and he took care of the vehicle situation next door to Mr. Bishop.. Mr. Bishop who is requesting the sign presented papers to show he is handicapped. Chief Pavey recommends granting the request. Director Lakeman made the motion to approve the handicap parking at 511 E. Maple Street~ seconded by Director Harrod, and carried unanimously. PAGE 2 JANUARY 221 1996 RESIDENTIAL PARKING, 311 E, MAPLE STREET Carolyn Rogers, 311 E. Maple Street is requesting a residential parking sign in front of her residence. Ms. Rogers explained the request for the sign. Mayor Galllgan explained that the Pollce Department has to investigate the request and brlng back the recommendations to next weeks meeting. DAMAGES TO STOP SIGN AT UTICA PIKE AND KEWANNA DRIVE Clty Attorney Anne Marie Sedwlck reported that Dennis Singer was cited into the Board of Works today, but dld not appear. The cltation was for damages to a stop sign at Utlca Pike and Kewanna Drlve that he knocked down and never paid for. Attorney Sedwick asked if Mr, Slnger was sent the citation by certified letter. Commissioner Trembly sald no and he would send him a certified letter. PARADE PERMIT REQUEST FOR ST. PATRICK'S DAY PARADE Mary Ellen Kennedy wants to know what has to be done to get a permlt for a St~ Patrick's Day Parade on Sunday March 17, 1996. Police Chief Pavey said she would have to get the route to see how many Officers will be needed to accommodate the Parade and bring the plans to the Police Department and then come back to the Board for approval. POLICE DEPARTMENT PROMOTIONS Pollce Chlef Mike Pavey reported they made two promotion in the Police Department and they are: Charles Elder, promoted to Detective Captaln~ and Lt~ John Monlhon promoted to Captain Shlft Command, effective January 1, 1996. Director Lakeman made the motion to approve the Pollce promotions presented by Chief Pavey, seconded by Director Harrod~ and carrled unanimously. CLARK MILES PROMOTION Fire Chief Mike Smith, reported the Fire Department has one promotion it is Mir. Clark Miles promoted to Fire Marshall. Director Lakeman made the motion to approve the promotion of Mir. Clark Miles to Fire Marshall, seconded by Directo~ Hsrrod~ and carried unanimo~sly. 3-WAY-STOP-REQUEST BY CAROL MORGAN Personnel Director Lakeman presented the 3-Way-Stop request of Carol MorGan at Jeff-Charlestown Pike because of a car passing the school bus that her son was getting on and she thinks there is a need fo? one there~ Chief Pavey said that it would not be possible for a B-way-stop to be put there because of the hill, he thinks it would be dangerous~ City Engineer Bob Miller said that area will be signalized there in 1997. PAGE 3 JANUARY 22~ 1996 BENS!NGER BUILDING ON SPRING STREET Bullding Commissioner Bill Gavln reported on the Bensinger Buildlng on 8prlng Street~ he recelved a call November 18~ ]995 that brlcks were falling out on the sidewalk, the area was roped off~ then on January 18, 1996 there was a flre and a heavy raln~ the next day somemore of the wall had fallen and buckled more~ and tile building needs to be taken down all the way or a portion of the way~ It does need to have some attention right away. Mayor Galligan said the whole bulldlng needs to have something done with. Director Lakeman made the motlon to tear down the old Bensinger building to where it is safe, seconded by Director Rarrod, and carrled unanimously~ TRAILER REMOVAL CITATION~ 61T WALNUT STREET James Durrett; 617 Walnut Street appeared before the Board of Public Works because he receive~ a orQer to remove bls tra~ler he parks on the street for his business~~ while he was loading the traller an Officer came by and told him to remove the tral!er now, The trailer has been parked there for 3 years~ this is not an residential area, Mr. Durrett is requesting a parking permit. Chief Pavey explained he talked with the previous Assistant Chief on thls, Mr. Durrett has taken this before the Board back in December 1995. His recommendation at that point was denied due to the fact it was a large trailer~ there lsa City Ordinance agalnst parking trailers on the street, The reason for being denied was he was using the trailer for storage along with loading and unloading equipment. Chief Pavey has not had the time to check on this. Mayor Galllgan said he would like to have Chief Pavey check on thls~ INTERSECTION O~ DUTCH LANE AND HAMBURG PIKE Brother David, appeared before the Board with a problem at the intersection of Dutch Lane and Hamburg Pike. When they paved on Hamburg Pike they stopped and there is about 10~' gap at Dutch Lane, there are many pot holes and they have been patched but there are more holes. City Engineer Bob Miller said that intersection will be redone in July 1996~ Street Commissioner Trembly and the holes will be patched. STREET LIGHTS REQUEST City Engineer Bob Miller has a street light request from Kendall Coleman for a light at the corner of Eastbrook and 10th Street Engineer Miller said he checked it out and it is very dark and needs one. Also at Vissing Park Road a request from Bob Miller for one there~ and he wants permission from the Board to approve this so he can get a letter to PSI. Director Harrod made the motion to approve the street lights request presented by City Engineer Miller, seconded by DJ. rector Lakeman~ and carried unanimously. PAGE 4 JANUARY 22, 1996 Mary Ellen Kennedy, 222 E. Maple Street reported that the curb there has broken down, its been patched and it flakes away, and to the right there is a hole and dirt was dtlmped in and gees away. City Engineer Miller said he will take a look at this~ ALDRiDGE SEWER LINE City Engineer Bob Miller said for the record he is working on the Aldridge sewer line~ it's laid out and he needs to get an easement from Osborne and J.t will probably be done in-house, There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the ~otioD to adjourn at 010:$$a,m~, seconded by Director Harrod~ and carried unanimously. ~MgYO_,
