TUESDAY JANUARY 16, 1996
Mayor Thomas R. Galllgan called the meeting to order at 9=30 A.M., and
on Cai[ of the r011 those members present were Mayor Thomas R.
Galllgan, Personnel Director Harold Lakeman~ and Anthony Harrod,
Safety Director,

Director Lakeman made the motion %0 apprOVe the claims presented
seconded bY Director Harrod and carried unanimously.
Director Lakeman made the motion to approv~ the payrolls as presented

SEWER PROBLEMS ON ALDRIDGE LANE
Wastewater Treatment Plant Director Kendall Coleman ~ep6~d on 'the
sewer problems on Aldrldge Lane, said there are three homes that are
on septic systems and. th~ area was annexed, into the City quite some

shots and go from there. Mayor Galllgan asked Director Coleman and
Engineer Miller to take of this.
CONCERT IN COLSTON PARK ON APRIL 2~ 1996
Brian Redmon, of Jeffer~onvllle, repre~nf ins the Jeffersonvil le
Jaycees is requesting permission to have a concert in Colston Park
April 20, 1996 date of Thunder Over Louisville. Mr. Redmon said this
would take place during the daylight hours and. there would be no
alcholic beverages. Mayor Galligan asked Police Chief Pavey to look
into this and bring his recommendations to the Board next week. Parks
Superintendant Elllott said. he concerned about the grounds because of
the soft ball games~ and damage to the field.
HANDICAP PARKING, 511 E, MAPLE STREET
Donald Bishop, 511 E. Maple Street is requesting a handicap parking
sign in front of his home. Mr. Bishop explained his reasons for
requesting a sign. Mayor Galllgan explained the Police Department has
to investigate this and bring back the recommendations at next weeks
meeting.

DOWNING VS. CITY OF COLUMBUS
City Attorney Anne Marie Sedwick reported that Police Chief Pavy
brought it to her attention and all Department Heads should be made
aware of. We have an Ordinance on the Books concerning Military
Reserve or National Guard Duty leave that is contrary to State statute
and cannot be enforced. The State statute requires that we allow 15
days of leave and also requires that we pay full salary those days.
Our Ordinance says that we pay the difference between the Military
Reserve and National Guard salary and the salary the person makes with
the City and thats contrary with whats stated in this case, Downing
Vs. City of Col~mbus~ Mayor Gal!igan asked if they have to pay them
for the 2 weeks and the answer is yes. Attorney Sedw!ck sald we need
to think about amending the Ordinance, we also need to think about
changing our budgetary process. City Attorney Sedwick said everyone
should be aware of this.
RESOLUTION ELIMINATING SEWAGE BONDS
City Clerk Treasurer Spencer introduced and explained BPW&S Resolution
No. 96-R-1, RESOLUTION ELIMINATING SEWAGE RESERVE ACCOUNTS FOR SERIES
C AND SERIES A BONDS. Following ali. discussion Director Lekeman made
the motion to pass the Resolution 96-R-1 as amended, seconded by
Director Harrod, and carried unanlmous!y.(see copy)
LETTER FROM IWR
Wastewater Treatment Plant Dlrector Kendall Coleman reported he
received a letter from IWR, Thomas Bogel, President requesting the
removal of the Administrative Compliance Order and Cease and Desist
Order and we return to operation under our Wastewater Discharge Permlt
of January 1, 1995. Mayor Galligan said we need to meet with IWR and
Attorney Kathy Lucas of Indianapolis.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motlon to adjourn at
01~:00a.m., seconded by Director Harrod, and carried unanimously~
