TUESDAY JANUARY 2~ !996
Mayor Thomas R. Galligan called the meeting to order at 9:30 A.M.,
on call of the roll those members present were Mayor Thomas
Galligan~ Personnel Director Harold Lakeman, and Plannlng
Development Director Jim Urban.

Miller, Street Commissioner George Trembly, City Attorney Anne Marie
Sedwick, Director Sewage Collection Office Bob Goldman, Police Chief
Mike Pavey, Fire Chief Mike Smith, Vehicle Maintenance Foreman Mike
Ewton, Safety Director Tony Harrod, Parks Superintendent Rick Elliott,
Wastewater Treatment Plant Director Kendall Coleman, Clerk and
Treasurer C. Richard Spencer Jr., and Clerk Alice Davis:
Director Lakeman made the motion to approve the minutes of the meeting
of December 27, 1995 as presented, seconded by Director Urban and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Urban and carried unanimously.
RESIDENTIAL PARKING REQUEST 227 WALNUT STREET
Police Chief Mike Pavey r~ported on the' residential parking request at
227 Walnut Street. Chief Pavey sal~ he talked with Mir. Thompson and
he referred this to Building Commissioner Gavin. Commissioner Gavin
said he sent a registered letter to the Pastor last week informing him
that no one other than his immediate family can stay there overnight
any time and also he has to apply to the State of Indiana Building
Commlssloners Office with a full set of drawings of what his
intentions are and etc. before anyone can be living there except his
family which consists of four people. As for as residential parking;
they have to pay a permit fee for that prior to it being granted.
Commissioner Gavin sald he does approve the residential parking
request . Director Lakeman made the motion to approve the residential
parking request at 227 Walnut Street, seconded by Director Urban, and
carried unanimously.
RESIDENTIAl, PARKING REQUEST 121 E. CHESTNUT STREET, APT. #1
Police Chief Mike Pavey reported on the residential parking request at
121 E. Chustnut Street, Apt. #1. said he talked with Mir. Thompson
on this and he said if in the apartment building there is multiple
dwelling at that residence and there is no physical problems or
disability with the complaint then the request is denied. He talked
with the other gentleman that lives at the apartment he would try to
work with her to get her a parking space in the front. Chief Pavey
~said that Mir. Thompson said the Police Department policy at the time
was, they did not grant residential parking to multiple dwelling
houses. Chief Pavey recommends not to grant the residential parking.
Ms. Alisia Rose appeared before the Board and explained her sltuation~
she has a letter from her manager, it was then decided to table this.
Chief Pavey wlll investigate this further. Director Lakeman made the
motion to approve to table the residential parking r~quest~ seconded
by Director Urban, and carried unanimously.

NO PARKING SIGNS
City Engineer_ Bob Miller requested that Police Cole_~ ' F Pavey have his ~
Traffic Officer check on the 700 block of E. Market Streets he
explained that he is receiving calls from Norma Leppert, she wants No W
Parking signs put back~ She said there were No Parking signs
there before construction started on Market Street~
RE-ASSIGNMENTS
Fire Chlef Michael Smith said he has a couple of re-assignments that
he wants to bring up to make it officlal~ Chief Smith introduced
himself and Assistant Fire Chief William Davls. The assignments are
the Chief and Assistant Chief has been re-assigned to supression
duties. One out of two Inspectors has been re-assigned to supresslon
duties. Officially himself and William Davis will be the Chief and
Assistant Chief beginning January 1~ 1996. Director Lakeman made the
motion to approve the re-assignments presented by Chief Smith,
seconded by Director Urban, and carried unanimously~
POLICE DEPARTMENT CHANGES
Police Chief Mike Pavey presented changes in the Police Department,
they are as follows: Mike Pavey, Chief of Police, Maynard Marsh,
Assistant Chief, Gary Woods to Mir. Uniform Command, Jack Fleeman, to
M3r., Chief of Detectives. The appointments will be as of January 1,
1996. Director Lakeman made the motion to approve the Personnel
changes in the Police Department, seconded by Director Urban, and
carried unanimously.
Wastewater Treatment Plant Director Kendall Coleman said he would like
for the City Attorney to review the EMC Contract. There are some
things that have taken place in the last 18 months that does not
follow the letter of award in the contract that we agreed upon between
EMC and the City.
CITY RE-APPOINTMENTS
Mayor Galllgan presented the City re-appointments they are as follows:
Bill Gavin, Building Commissioner, Bob Mlller, City Engineer, George
Trembly, Street Commissioner, Rick Elliott, Parks Superintendant, Mike
Ewton, Vehicle Maintenance Foreman, Bob Goldman, Director Sewage
Collection Office, Harold Lakeman, Personnel. The new appointments
are as follows: Jim Urban, Planning and Development, Tony Harrod,
Safety~ Phil McCauley, Deputy to the Mayor.
Mayor Galligan said the Board of Public Works and Safety will still
meet on Mondays at 9:3~a.m. and Tuesdays if Holidays fall on Mondays.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
09:50a.m., seconded by Director Urban, ap~ carried unanl~mously.
