OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY~DECEMBER 22~1997
Mayor Thomas Galligan called the meeting to order at 9:30 A.M. and on
call of the roll those members present were: Sewage Office Manager
Goldman, and Planning and Development Director Jim Urban.
Also present were: City Attorney Anne Marie Galligan~st.Parks
Superintendent Donnie Poole, EMC Asst. Director Kevin Wright,
Building Commissioner Yancy Pinkston, Animal Shelter Manager Rick
Broy, Sewage Office Manager Bob Goldman,Vehicle Maintenance Supervisor
Mike Ewton, Fire Chief Mike Smith, Police Chief Mike Pavey,Vehicle
Maintenance Supervisor Mike Ewton, Redevelopment Secretary Donna
Kammeyer, and Clerk Lynne Kempf.
Planning and Development Director Urban made the motion to approve the
payroll as presented, seconded by Sewage Office Manager Goldman and
carried unanimously.
Planning and Development Director Urban made the motion to approve the
minutes of November 17, December 1, and December 15th, seconded by
Sewage Office Manager Goldman and carried unanimously.
CARNEGIE LIBRARY
City Attorney Galligan asked the Board to approve entering into an
agreement with the Estopinal Group to do the Carnegie Library. Sewage
Office Manager Goldman made the motion to approve the contract with
the Estopinal Group, seconded by Director Urban and carried
unanimously.
CARNEGIE LIBRARY ROO~ AND RAMP
Wayne Estopinal reported that bids were received several weeks ago and
that Stelnrock Roofing out of Louisville was the low bidder. The base
bid and the alternates came to a total of $101,171.00. Director Urban
made the motion to accept the bid of $101,171.00 from Steinrock
Roofing, seconded by Sewage Office Manager Goldman and carried
unanimously.

RESIDENT PARKING
Victoria James of 204 Martin Circle requested a resident only parking
sign because she said her neighbor by the name of Ed Greene was
parking several vehicles in front of her home and on the street. Mr.
Greene appeared before the Board and said he does not want to violate
any laws. Mayor Galligan said he would approve the resident sign but
would like Ms. James and Mr. Greene to work this out without the
purchase of a sign if possible. Mr. Greene said he would try to work
with her. Sewage Office Manager Goldman made the motion to approve
the resident parking sign at 203 and 204 Martin Circle, seconded by
Director Urban and carried unanimously.
SOLICITOR'S PERMIT
Harold McQuiddy asked the Board's approval of a solicitor's permit to
sell T-shirts, sweatshlrts, etc. door to door. City Attorney Galligan
said he would need to contact the state for a Retail Merchant's
Certificate, then he can get approval from this Board.
CITATION
City Engineer Miller said 'he has contacted Sharon Miller about
repairing the grading by her sewer line and having her cleanouts
lowered. Sewage Office Manager Goldman made the motion to give her 45
days to grade, seed and straw and have the cleanouts lowered, seconded
by Director Urban and carried unanimously. ·
PENN STREET
City Engineer Miller voiced concern over Penn Street between Market
and Chestnut in regards to pulling out onto Market Street.City
Engineer suggested making Penn Street one-way for one block. The
Board agreed to look into this further.
INTER-CITY ROAD
Redevelopment Secretary Donna Kammeyerf presented a claim for approval
for Jacobi, Toombs, and Lanz in the amount of $3,437.50 for the
Allison Lane project. Director Urban made the motion to approve the
claim, seconded by Sewage Office Manager Goldman and carried
unanimously.

CITATION
Bldg. Commissioner Pinkston reported that the yard of Marvin Casey of
701 E. 7th Street has still not been cleaned up. Director Urban made
the motion to give Mr. Casey 45 days to make improvements to his
house, seconded by Sewage Office Manager Goldman and carried
unanimously.
NOTICE OF VIOLATION
Wastewater Treatment Plant Assistant Director Timmerman requested the
Board's approval on two Notices of Violation. One is for Industrial
Water Recycling and one is for Wyandot Inc. (copy enclosed) Director
Urban made the motion to approve the Notice of Violation along with a
fine of $250.00 for Industrial Water Recycling, seconded by Sewage
Office Manager Goldman and carried unanimously. Director Urban made
the motion to approve the Notice of Violation and a $2,000.00 fine for
Wyandot Inc., seconded by Sewage Office Manager Goldman and carried
unanimously.
EMC REQUEST
Kevin Wright of EMC requested approval to replace a 24" digester
blower line at an estimated cost of $48,000.00 Witten Bros. was the
only company of the three contacted by mail that turned in a quote.
Sewage Office Manager Goldman made the motion to award Witten Bros the
contract to perform the work, seconded by Director Urban and carried
unanimously.
NEW MAIL SYSTEM
City Attorney Galligan said the County Commissioners have agreed to
let the City use their mail system. (guidelines are attached)
Director Urban made the motion to approve the new mailing system,
seconded by Sewage Office Manager Goldman and carried unanimously.
There being no further business to come before the Board of Public
Works and Safety, Planning and Development Director Urban made the
motion to ad~ourn at 11~00 a.m., seconded by Sewage Office Manager
