OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY December 8,1997
Mayor Thomas Galligan called the meeting to order at 9:30 A.M. and on
call of the roll those members present were: City Engineer Bob Miller,
and Planning and Development Director Jim Urban.
Also present were: Assr.Parks Superintendent Rick Elllott, Wastewater
Treatment Plant Assistant Director Scott Timmerman, , Building
Commissioner Yancy Pinkston, Personnel Director Jerralyn Ellis, Sewage
Office Manager Bob Goldman, Vehicle Maintenance Supervisor Mike Ewton,
Fire Chief Mike Smith, Police Detective Jack Fleeman Assistant Street
Commissioner Bobby Ervin, Animanl Shelter Representative Rick Broy,
City Attorney Anne Marie Galligan , and Clerk Suzy Bass.
City Engineer Miller made the motion to approve the payroll as
presented, seconded by Director Urban and carried unanimously.
Director Urban made the motion to approve the claims as presented,
seconded by City Engineer Miller and passed unanimously.
Director Urban made the motion to approve the minute of Nov 24, 1997
as presented and carried unanimously.
BID OPENING
Wayne Estopinal, representing Estopinal Group, appeared before the
Board to open the bids for the roof and handicap ramp modifications at
the Carnegie Library. There were eight bids submitted. Bids were
received from the following companies: Bornsteln Building Co., Inc,
Derek Eng Inc., Gray Fox Inc, J-Town Contractors, Inc., Kimes
Construction, Inc., Woodbine Construction Co., Inc., Steinrock
Roofing, and Palmer Corp. An itemization of each bid is attached to
these minutes. Director Urban made the motion to take all of the bids
under advisement until the Estopinal Group has time to study the bids
and give a report, seconded by Engineer Miller and carried
unanimously.
BID OPENINq
Attorney Galligan informed the Board that there are five bids for two
Side-Loader Garbage Packers. They are as follows: Central IN Truck
Equipment bid a 1998 Volvo Heavy Duty Packer at $146,235.00 and a new
1995 Heavy Duty WXLL64 Packer at $120,525.00.. Best Equipment bid two
medium duty Chassies at $120,647.00 each. KY Truck Sales bid a 1998
medium duty Chassie without the packer body for $57,900.00. There was
no bid bond included. Kentucky Truck Sales also bid two heavy duty
Tandem Freightliner Packer, with unknown body packers, at $124,000.00
each. There was no bid bond. R & R Truck bid a 1998 Heavy Duty
Chassie with no body for $82,346.00. They included two optional
bodies for $41,t08.00 and $42,973.00. There was no bid bond with this
bid. The Clerk-Treasurer noted that two bids were received in his
office in a timely manner in accordance to the legal publication. The
bids were from Central IN Truck Equipment and Best Equipment
Company.

QUOTES
Two quotes were received for a 20 yd packer body. One quote was from
Municipal Equipment, INC for $34,755.00 and the other was for
$31,755.00. Assistant Commissioner Ervin and Supervisor Ewton left
the meeting to review the bids and the quotes.
MARTIN LUTHER KING BANNER
Saundra Johnson, appeared before the Board with a request to hang the
Martin Luther King banner in January. She suggested that the banner
be hung at the entrance to Warder Park. Asst. Supt Elliott informed
Ms. Johnson that he would get the banner from the Street Dept. and
hang it after the holidays.
HOMES TOUR
Keith Stayton appeared before the Board concerning the annual Home
Tours on December 14, 1997 from 1:00 - 4:00 PM. There will be bus
service from Duffy's Landing to the first home on the tour. There
will also be carriage rides downtown this day.
HAMBURG PIKE CLOSURE
Jim Hahn, from Foppe Technical Group, appeared before the Board
requesting permission to close one lane of Hamburg Pike from Augusta
Dr south for four to six hours to check the soil for hydrocarbon.
They need to find out how far it has spread. Mayor Galllgan informed
him that the way the lines run, it may have traveled down the line
onto Waverly. He suggested that he contact Jacobi, Tombs, and Lanz
for more detail of the lines. Engineer Miller expressed concern about
closing the road during the holidays. After further discussion the
motion was made by Engineer Miller to close one lane of Hamburg Pike
from 9:00 ~.M.- 3:00 R.M. seconded by Director Urban and carried
unanimously. The Board informed Mr. Hahn that they would need to put
up detour signs.
1998 HOLIDAYS
Mayor Galligan presented the Board with a list of holidays for 1998.
These are the same as the County. The motion was made by Director
Urban to approve the holidays as presented, seconded by Engineer
Miller and carried unanimously.
BUCKHEADS
Engineer Miller informed the Board that Buckheads wants the City to
redo the curb in front of their building. They bid the Job and the
cost is going to be $6,200.00 The Board will take the request under
advisement.

Assr Supt Scott Tlmmerman informed the Board of an upgrade for ~
digester blower line at the Sewage Treatment Plant. He told the Board
that the equipment will be bid.
A recess was called at 10:48 A.M so Mayor Galligan and Attorney
Galligan could discuss the decision of the packer bids and packer body
quotes with Asst. Commissioner Ervin and Supervisor Ewton. The
meeting reconvened at 10:55 A.M.
BID AWARDED
Assistant Commissioner Ervin asked the Board to accept the bid for two
packers from Central IN Truck Equipment Co. He feels this is the best
deal because it is the lowest bid on the heavy duty specs and the
availability fits the City's needs. He also suggested the Board
accept the quote on the packer body from Central KY Truck Equipment
because it is the lower bid. The motion was made by Director Urban to
accept the bid and quote from CITE, seconded by Engineer Miller and
carried unanimously.
GASOLINE SPECS
Discussion was held on letting bids for the gasoline. Mayor Galligan
asked the department heads involved to talk among themselves and see
how they want to bid the gasoline.
There being no further business to come before the Board the motion
was made by Mayor Galligan to adjourn at 11:05 A.M. seconded by
Director Urban and carried unanimously..
