HomeMy WebLinkAbout11-10-1997 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY ~--~ OF THE CITY OF JEFFERS~NVILLE, INDIANA I MONDAY, NOVEMBER 10,1997 . ~ Mayor Thomas Galligan called the meeting to order at 9:30 A.M. and on call of the roll those members present were: City Engineer Bob Miller, and Planning and Development Director Jim Urban. Also present were: Park Superintendent Rick Elliott, Wastewater Treatment Plant Director Scott Tlmmerman, Building Commissioner Yancy Pinkston, Animal Shelter Director Jim Glllenwater, Street Commissioner Bobby Ervin, Police Captain Danny Rodden; Personnel Manager Jerralyn Ellis, Fire Chief Mike Smith, and Clerk Barbara Hollis. City Engineer Miller made the motlon to approve the minutes of November 3, 1997, as presented, seconded by Director Urban and carried unanimously. City Engineer Miller made the motion to approve the claims as presented, seconded by Director Urban and carried unanimously. Director Urban made the motion to approve the payrolls as presented, seconded by Engineer Miller and carried unanimously. RESIDENTIAL PARKING REQUEST Ms. Angela Williams appeared before the Board regarding the resident parking only signs at 408 West Market. She is asking to have the signs moved back a little to give more room. Much discussion was held regarding parking in the area. It does appear this is a conflict between neighbors. Mayor Galligan promised to look at the area today. STREET LIGHT INSTALLATION AT SUPER 8 MOTEL Englneer Miller has talked with Mr. Blatt at Super 8 Motel and he is willing to pay his part for a street light. Engineer Miller will contact Motel 6 and U-Haul. If they are willing to pay their part the light will be installed. 912 MEIGS Commissioner Pinkston reported the property at 912 Melgs has changed hands and is being remodeled. KINGSFIELD SUBDIVISION The subject of a letter of credit for Kingsfield Subdivision was discussed. At the conlucsion of all discussion, Director Urban made the motion to approve the letter of credit for Klngsfield Subdivision With the changes to include the date improvements will be done~ and he will get a letter stating the policy, seconded by Engineer Miller and ~ carried unanimously. RESIDENTIAL PARKING AT 616 CHESTNUT Ms. Susan Ernst spoke regarding the handicapped parking signs at ~16 East Chestnut. Mayor Galligan will see that they get another paint stipe and Commissioner Ervin will check the alley. PAGE 2 NOVEMBER 10, 1997 CITATIONS FROM BUILDING COMMISSION 417 EAST MAPLE Mr. Muncy was not in attendance° Commissioner Pinkston will make an appointment to get in the building. 626 EAST MAPLE Mr. Rodney Schwartz appeared before the Board explaining he is in the process of making repairs to the property. He is making an effort but cannot say how long it will take as bls finances have changed and he is working two 3obs. Director Urban said this ls a thick flle which has been a perpetual problem. Mayor Galligan said he will give a time frame for Mr. Schwartz to get things done and if they are not done he will be fined. He is sorry but this has to be done. Director Urban made the motion to give Mr. Schwartz 30 days to get the listed improvements done at 626 East Maple and if he does not comply he will be flned the maximum per day, seconded by Engineer Miller and carried unanimously. 1036 JONQUIL Ms. Judith Vest appeared before the Board to say she is not living in the house, however her dogs are still there and being attended. She has been trying to clean up the yard so it can be cut. She is in the process of filing bankruptcy and will probably lose the house. Chief Smith is concerned the house is vacant and has a swlmm!ng pool with water in it. Mayor Galllgan instructed Ms. Vest to drain the pool and get the dogs out of the yard by Thursdayt November 13, and the yard will be cleaned by the City on Friday. 1039 NACHAND Mr. Anthony Baldwin was not in attendance to answer to the hlgh grass problem at 1039 Nachand. Director Urban made the motion to dlrect the Street Department to clean the properties at 1036 Jonquil and 1039 Nachand and the bill to be placed on the property tax bill, seconded by Engineer Miller and carried unanimously. 2408 WOODLAND COURT The complaint of an abandoned mobile home at 2408 Woodland Court will be returned to the complaintant as this is in the fringe area of the City and should be taken to the County. PAGE 3 NOVEMBER 10, 1997 CARNEGIE LIBRARY ROOF BIDS Director Urban made the motion to advertise for bids for the repair of the Carnegie Library roof, seconded by Engineer Miller and carried unanimously. CLAIM CORRECTION Engineer Miller made the motion to correct the approval to pay for a flat bed pick-up truck from Capital Improvement to Operating (Minutes of 9/22/97), seconded by Director Urban and carried unanimously. MEADOW SPRINGS SUBDIVISION STREET LIGHTS Engineer Miller made the motion to Springs Subdivision, seconded unanimously. approve 6 street lights for Meadow by Director Urban and carried TRASH TRUCK BIDS Director Urban made the motion loader trash trucks, seconded unanimously. to advertise for bids on two side by Engineer Miller and carried There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:15 A.M., seconded by Director Urban add carried unanimously.
