HomeMy WebLinkAbout10-27-1997MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY~OCTOBER 27,1997 Mayor Thomas Galligan called the meeting to order at 9:30 A.M. and on call of the roll those members present were: City Engineer Bob Miller, and Planning and Development Director Jim Urban. Also present were: Parks Superintendent Donnie Peele, Police Chief Mike Pavey, Wastewater Treatment Plant Assistant Director Scott Tlmmerman, Building Commissioner Yancy Pinkston, Animal Shelter Manager Rick Broy, Fire Chief Mike Smith, Street Commissioner George Trembly, Asst. Street Commissioner Bobby Ervin, Personnel Manager Cissy Ellis~ City Attorney Anne Marie Galllgan , and Clerk Lynne City Engineer Miller made the motion to approve the minutes as presented, seconded by Director Urban and carried unanimously. City Engineer Miller made the motion to approve the payroll as presented, seconded by Director Urban and carried unanlmously~ Planning and DeVelopment Director Urban made the motion to approve the claim as presented, seconded by City Engineer Miller and carried unanimously. 408 W. MARKET STREET Police Chief Pavey went to this location and spoke with David Nemeth of 408 W. Market Street and Angela Williams of 412 W. Market Street in regards to the parking conflict. After some discussion Mayor Galligan said he would like to check out this location with Chief Pavey before deciding on the solution. They will report back next week. 1017 KEHOE LANE George Stone brought to the Board a complaint about large interstate trucks carrying loads to a roofing company behind the shopping center off of Kehoe Lane. He said they are knocking lines down. Be asked that something be done about this. Mayor Gatligan said a directional sign Wou. l~ ~e: put up.and the cable company and telephone co. will be notlfl~d ko m~ke sure their line heights are correct. PAGE 2 OCTOBER 27, 1997 SUPER S MOTEl, Umang Blatt asked that a street light be installed near 2102 Hwy. 31 for motorists visibility in getting to the motel. City Engineer Miller said it would be looked into. 639 MAIN STREET Building Commissioner Plnkston reported that previously cited Mr. Abrahamson told him that he wants to tear off the back of the house and refurbish the front to make rental property. Director Urban made the motion to grant him 30 days to make substantial improvements including a roof~ siding, and windows or it will be torn down~ seconded by City Engineer Miller and carried unanimously. ~ITER'S QUARRY Planning and Zoning Director Urban said he had a complaint about blasting being done at an unapproved time. Two representatives were present at the meeting and said the complaint Director Urban spoke of was an isolated incident. City Attorney Galligan said the City needs to be notified when this occurs° The City also needs a written notice of their blasting schedule which can be faxed to the City Engineer. Liter's Quarry representatives agreed to do so. Mayor Galligan said they also need to do something about the rock falling from the trucks and onto the streets° He said the truck drivers will -.start being fined if this problem isn't solved. CIVIL AIR PATROl, City Attorney Galligan said she had received a lease agreement from the Civil Air Patrol to be signed and approved by the City to lease a portion of the Carnegie Library. Mayor Gailigan said the building is not to be leased, but 3ust to be used. The Mayor asked that a meeting be set up with the Civil Air Patrol to discuss this. WYANDOT Wastewater Treatment Plant Assistant Director Tlmmerman reported that the previously discussed grease problems have been corrected. The ditch was cleaned out and 2 dry sock buoys were put up. The dumpster was moved to the back of the facility. Timmerman asked the Board how long Wyandot should be given to do the remaining ditch work. City Engineer Miller made the motion to give them 30 days to start on the concrete ditch and have someone under contract to do the work, seconded by Director Urban and carried unanimously. PAGE 3 OCTOBER 27~ 1997 NOTICE OF VIOLATION Wastewater Treatment Plant Assistant Director Scott Tlmmerman has sent a Notice of Violation to Wyandot Inc. pertaining to conditions of the Wastewater Discharge Permit. (copy attached) Planning and Zoning Director Urban made the motion to approve the issue of violation of Sept.2, 1997, seconded by City Engineer Miller and carried unanimously. COOPER'S LANE Director Urban said at Cooper's Lane and Grave's Lane is a property owner who is filling in a natural drainage ditch with mutch~ bricks, rock, etc. City Attorney Galligan said this is a county problem and not a city problem. She said the City can help the county but this problem needs to be solved by the county. She said the City has no authority to stop those people who are filling the drainage ditch. WOOD CHIPS Mayor Galligan said he was going to have ordinance pertaining to wood chips.
