Of the City of Jeffersonville, Indiana
Monday August 4, 1997
Mayor Thc~as R. Galligan called the meeting to order at 9:30 A.M., and on
call of the roll those members present were: City Engineer Bob Miller and
Planning and Development director Jim Urban.
Also present were: Street Comnissioner George Trembly, City Attorney Anne
~rie Galligan, Assts. Park Superintendent Rick Elliott, Wastewater Treatment
Plant Asst. Director Scott Tinn~rman. Vehicle ~l=nintenance Foremlan Mike Ewton,
Fire Chief Mike Smith, Building Commissioner Yancey Pinkston, Animal Shelter
Director Jim Gillenwater, MVH Asst. Bob Ervin, Police Chief Mike Pavey, Sewage
Office Manager Bob Goldman and Clerk Suzy Bass.
Director Urban made the motion to approve the minuteS3~the previous meeting
seconded by Engineer Miller and passed unanimously.
~r~f ~ATER PRESENTATION
John Lyons of Orsanco appeared before the Board to discuss th.e upcoming study
of dry and wet weather analysis of the water quality in the Ohio River and its
tributaries. Mayor Galligan asked Mr. Lyons to include Lancassange and Lentzier
Creek. He asked Mr. Lyons to meet with him after the meeting to discuss funding
and in-kind services.
HEAD START AWARENESS
Leigh Ann Klein, frc~ Head Start, appeared before the Board to inform them that
the street closure that they requested previously on Court Avenue needs to be
changed to September 27, 1997. The farmers market said that they would not open
this day so Head Start can proceed with this project.
Ms. Klein also asked for the Boards help in installing two Handicap Parking Signs
around Hoosier Valley. She asked for the Boards advice to keep people frc~
parking in the Fire Lane. Mayor Galligan said that Since they already had the
curbs painted the next step would be to have the police ticket these vehicles.
INTER CITY ROAD CLA//v!
Donna Kalatraeyer presented the Board with a claim for the Inter City Road for
$20,580.00 to Butler, Fairman and Seufert, Inc. with our pertion being $10,290.00.
The motion was made by Engineer Miller to approve this claim seconded by Director
Urban and passed unanJ/nously.
Ed Pengburn, 1450 Ridgeway Dr., asked to appear before the Board for a sewer
reimbursement. He was not present.
Jay Ellis appeared before the Board requeSting fee information for the tenants
of the Farmers Market. The Board informed ~Ir. Ellis that the fee is $25.00 per
day for the group.

REQUEST TO SELL CANDY
LaTanya Carter, 3006 Eastbrook Blvd., appeared before the Board on behalf of
Sons of Glory ~nistries. She has been selling candy out of her hc~e to raise
money to build a church. Attorney Galligan told her that it is a violation of
the City zoning ordinances to have members of the public ccme to her home to
purchase goods, and suggested she get a peddler's ~rmit to sell door-to-door.
The motion was made by Director Urban to approve permit seconded by Engineer
Miller and carried unanimously.
JACOBI TOOMBS AND L~NZ
Nathan Grimes, of Jaoobi, Toombs and Lanz appearedbefore the Board %o finish
the paperworkonDutch Lane. He told the Board that the City should receive a
refund of $118.00. He asked the Board to sign the change orders to finalize
the project.
I~DLICE PRO~IONS
Chief Pavey asked, the Board to approve the promotion of James Reagan to Captain
and Sue Gavin to Captain. The motion was made by Director Urban to appro~ the
promotions seconded by Engineer Miller and carried unanimously.
BIDS ON STREET DEi~£. BLDG.
Cc~missioner Trembly asked the Board if it has received any bids on building
the new building for the Motor Vehicle Dept. City Attorney Galligan informed
Commissioner Trembly that she has not received any bids.
WORK ORDER FOR RAILROAD
Engineer Miller told the Board that he received infozmation recuested on
railroads from Indianapolis and he needs to know whether he should notify
the railroads or should the City Attorney. Attorney Galligan said she needs
to send a written Improvement Order to the railroads and requested Eng. Miller's
help in putting what he wants done in the order. Mayor Galligan asked Engineer
Miller to call the railroads and inform them of the cc~ing order and tell th~m~
that they have 30 days frc~ receipt of letter to cc~ply. Attorney Galligan
said that if they don't comply then the City can do the work and get a judgement
against the railroads without ever going to court.
There being no further business to camebefore the Board the motion was made by
Director Urban to adjourn at 10:10 A.M. seconded k~j Engineer Miller and carried
unanimously.
