HomeMy WebLinkAbout07-21-1997MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY JULY 21, 1997 Mayor Thomas R. Galligan called the meeting to order at 9:30 AIM., and on call of the roll those members present were: Street Commissioner George Trembly who sat in for Safety Director Harold Lakeman, and Planning and Development Director Jim Urban. Als0 present were: S~reet Commissioner George Trembly, City Attorney Anne Marie Galligan, Sewage Office Manager Bob Goldman, Asst. Parks Superintendent Rick Elliott~Police Major Jack Fleeman, Wastewater Treatment Plant Assistant Director Scott Timmerman, Vehicle Maintenance Foreman Mike Ewton, Fire Chief Mike Smith,Building Commissioner Yancy Pinkston, and Clerk Lynne Kempf. Director Urban made the motion to approve the payrolls as presented, seconded by Street Commissioner Trembly and carried unanimously. HANDICAP PARKING Police Major Jack Fleeman said that the location of 808 Meigs Avenue had been checked and he recommended a handicapped parking sign for James G. Wilson. Director Urban made the motion to approve the handicapped parking sign, seconded by Street Commissioner George Trembly and carried unanimously. SPEED LIMIT SIGN Street Commissioner George Trembly said he checked 721 Goyne Ave. as requested by Annie White for a speed limit sign and a children playing sign and he recommends these signs. Street Commissioner made the motion to approve the signs, seconded by Director Urban and carried unanimously. EASEMENT Attorney Bill Smith spoke in regards to access easement for Clark Memorial Hospital to build a health clinic. The hospital proposes to leave a 15 or 20 ft. access easement for Ashland Oil. Mayor Galtigan said he wants to make sure everything is agreeable between Clark Memorial and Ashland Oil. The Mayor said this woutd be taken under advisement. PAGE 2 JULY 21, 1997 SEWER TAP-IN Lorie Nevils of 2714 Middle Road said she is planning to build a home on the ad3oining property and asked approval to tap in to the sewer. Mayor Galligan asked her to work with Wastewater Treatment Plant Assistant Director Scott Timmerman on this. Street Commissioner Trembly made the motion to approve the tap-in at 2714 Middle Road, seconded by Director Urban and carried unanimously. OHIO VALLEY BLIND ASSOCIATION Donna Williams requested a solicitor's permit to solicit by phone for donations to benefit the Ohio Valley Blind Association. Director Urban made the motion to approve the solicitor's permit, seconded by Street Commissioner Trembly and carried unanimously. TENT REVIVAL Rev. Robert Grant asked approval to hold the 2nd Annual Tent Revival from August 17-23 at 7:00-11:00 p.m. each evening. He also requested approval to hold a candlelight vigil on August 16th at 8:30 p.m..Director Urban made the motin to approve the tent revival and the candlelight vigil, seconded by Street Commissioner Trembly and carried~ unanimously. CURB CUTS City Attorney Galligan spoke in regards to the inspection done recently concerning curb cuts that the city is in the process of making. One of the suggestions that the inspector made was that the city consult with an engineering firm on making sure the curb cuts are done properly. City Attorney Galligan asked Jorge Lanz of Jacobi, Toombs, and Lanz. about different styles of curb cuts and he told her his firm would give her all the details on that. VIOLATION FOR WYANDOT, INC. Wastewater Treatment Plant Assistant Director Scott Timmerman said EMC wanted to submit a violation to Wyandot for oil and grease due to the Pre-Treatment Industrial Discharge Permit and fine them $1,000 for ongoing violations. Mayor Galligan suggested tabling this until a later date. Director Urban made the motion to table the violation and the fine, seconded by Street Commissioner Trembly and carried unanimously. PAGE 3 JULY '21, 1997 PERFORMANCE BONDS Planning and Development Director Urban' said he and City Engineer Bob Miller had discussed the Subdivision Control Ordinance. He said the Board of Public Works Should give approval to the Plan Commission that a Performance Bond has been issued to'the'builder or developer. This would help the Planning Commission make their decision to approve the final plat. All of this information is in the Current Subdivision Control Ordinance. JOHN PERKINS Councilman John Perkins requested to close Wall Street north of Mayden Alley on Friday afternoon on Aug.8th and to close Court Avenue west of the NBD drive-thru on Thursday, Aug. 7th at 6:00 p.m. Mayor Galtigan said a sign is needed saylng "Access to Bank Only". He also wanted to have some Parks Dept. and Street Dept. workers on Saturday picking up trash and so forth. He reminded the Mayor that someone needs to make arrangements to ID the motor home. Director Urban made the motion to close the streets, seconded by Street commissioner Trembly and carried unanimously. Councilman Perkins said the people who own the barbershop on Court Ave. across from the Post Office would like the yellow line eliminated to allow for more parking in front of their business. The Mayor said that would be no problem. Councilman Perkins said he received a call from a Mr. Perkins who lives on Tenth Street and Morningside requesting a catch basin because of water problems when it rains. The Mayor said this would be no problem either. KENTUCKY YACHT SALES Safety Director Harold Lakeman on behalf of Kentucky Yacht Sales asked permission to renew their ~permit to transfer oversized boats. Director Urban made the motion to approve renewing the permit , seconded by Street Commissioner Trembly and carried unanimously. CONSULTANTS INTERVIEWED PAGE 4 JULY 21, 1997 Mayor Galligan said that 3 engineering firms have been interviewed to''~ deal with the Sewage Treatment P!ant~ and with EMC and to become a liason between EMC and the City and the Treatment Plant. Mayor Galligan thought Rust Engineering presented the best proposal and John ToombJ'of Jacobi, Toombs, and Lanz agreed. Mayor Galligan asked the Board to approve hiring this firm for 1 year, The firm needs to assist EMC with the Pre-Treatment Ordinance, assist in evaluating the wastewater treatment plant, and to evaluate future conditions for the wastewater treatment. Jorge Lanz also recommended the firm be paid on an hourly basis. A written contract will be negotiated and prepared and will be brought to the Board for it's approval. Director Urban made the motion to approve hiring Rust Engineering, seconded by street Commissioner Trembly and carried unanimously. QUOTES Street Commissioner Trembly requested that the quotes from the last Board of Public Works meeting on the building for the street dept. be rejected. New quotes will be accepted. Director Urban made the motion to re3ect the quotes, seconded by Street Commissioner Trembly and carried unanimously. The May0~ and City Attorney SeWage Office Manager Goldman left the meeting at this Juncture and sat in for the Mayor. LIFT STATION The previously discussed lift station for Old Stoner Place, Old Stoner Estates, and Steeplechase was brought back up for approval. Wastewater Treatment Plant Assistant Director Scott Tlmmerman said he sees no problem with the tie-in as did Jorge Lanz of Jacobi, Toombs and Lanz. The lift station should be completed by late November. Director Urban made the motion to approve the lift station, seconded by Street Commissioner Trembly and carried unanimously. 811 HOWARD AVENUE Street Commissioner Trembly said that 3 handicap parking signs are needed at 811 Howard Avenue. He said he would have the police check it out and report back. JULY 21, 1997 PAGE 5 BID ADVERTISEMENT Assistant Street Commissioner Bob Ervin said the bids need to be let out for the Roll Off truck and asked approval for advertising it. Director Urban made the motion to approve the advertisement to bid on a Roll Off truck, seconded by Street Commissioner Trembly and carried unanimously.
